HomeMy Public PortalAbout2013-05 Resolution Approving CUP & Site Plan Review for City of Medina at 600 Clydesdale TrailMember Weir introduced the following resolution and moved its adoption: CITY OF MEDINA RESOLUTION 2013-05 RESOLUTION APPROVING CONDITIONAL USE PERMIT AND SITE PLAN REVIEW FOR THE CITY OF MEDINA TO OPERATE A PUBLIC BUILDING AT 600 CLYDESDALE TRAIL WHEREAS, the city of Medina (the "City") is a municipal corporation, organized and existing under the laws of Minnesota; and WHEREAS, the City owns property at 600 Clydesdale Trail, which is legally described in Exhibit A, attached hereto (the "Property"); and WHEREAS, the City intends to renovate the existing building, to install an accessory structure in which to store public road maintenance materials, and to make other changes to the Property in order to operate a Public Building on the Property; and WHEREAS, the Property is located within the Industrial Park zoning district and Public Buildings require conditional use permit approval; and WHEREAS, construction of the accessory structure requires approval of a site plan review by the City; and WHEREAS, the Planning Commission held a duly noticed public hearing on the conditional use permit on January 8, 2013, and, following discussion of the conditional use permit and site plan review, recommended approval of the application; and WHEREAS, the City Council discussed the conditional use permit and site plan review on January 15, 2013, reviewed the recommendation of the Planning Commission and took additional testimony; and WHEREAS, based on the record before the Planning Commission and City Council, the City Council finds that, subject to the terms and conditions described below, the criteria described in Section 825.39 of the City Code are met and that the proposed use and construction are consistent with City ordinances and policies. NOW, THEREFORE BE IT RESOLVED, that the City Council of Medina, Minnesota should and hereby does approve of a site plan review for the construction proposed upon the Property and does also approve a conditional use permit for the operation of a Public Building on the Property, both subject to the following terms and conditions: 1) Except as modified herein, construction shall be consistent with the plans received by the City on January 3, 2013. Resolution No. 2013-05 February 5, 2013 2) The City shall abide by the recommendations of the City Engineer dated December 27, 2012. 3) The canvas -covered shed shall only be used to store sand, road salt, gravel, fill materials, dirt, and other materials used in the construction or maintenance of roads, trails and other public infrastructure. The shed shall be removed from the property when it is no longer being utilized for these purposes. 4) The color of canvas for the salt/sand shed shall be chosen to minimize visual impacts. 5) Additional landscaping shall be installed to meet a 0.7 opacity standard along the north and east of the canvas -covered shed in order to reduce visual impact and landscaping shall also be supplemented to screen the outdoor storage area from the south. 6) The City shall update the grading plan so that runoff from the salt/sand shed shall be directed, to the extent possible, across pervious surfaces and into the stormwater pond. 7) The access drive around the southeast corner of the principal structure shall be of an acceptable improved surface and shall be constructed a minimum of 20-feet in width. If grading is necessary or additional hardcover is proposed for this drive, the City shall identify the adjacent wetland boundary and submit a grading plan for this area. 8) No new lightpole shall exceed 30 feet in height. 9) The City shall submit specifications for all new lighting which are consistent with City Code. All fixtures shall be downcast and fully shield. 10) The City shall install a minimum of 8 inches of replacement trees. 11) Any generator shall be screened from view with materials which are similar to the principal structure. 12) The perimeter of the principal structure which includes loading dock doors shall not be increased. If new doors are to be installed or existing doors expanded, existing dock doors shall be removed and replaced with building materials consistent with the standards of the Industrial Park zoning district. 13) The proof -of -parking areas shown on the plans shall be striped for parking if determined necessary by the City.
