RESOLUTION NO.2013-07
RESOLUTION APPROVING A COMPREHENSIVE PLAN
AMENDMENT REGARDING THE FUTURE LAND USE OF PROPERTY
LOCATED AT AND ADJACENT TO 2505 WILLOW DRIVE
WHEREAS, the city of Medina (the "City") is a municipal corporation, organized and
existing under the laws of Minnesota; and
WHEREAS, Daniel Johnson and Jill Johnson (the "Applicants") are the fee owners of
property in the City of Medina at 2505 Willow Drive and immediately to the west which have
the property identification numbers 16-118-23-42-0007 and 16-118-23-31-0001 according to the
records of Hennepin County, Minnesota; and
WHEREAS, the Applicants are the vendees on a contract for deed for the property
immediately to the east of 2505 Willow Drive which has the property identification number 16-
118-23-42-0006 according to the records of Hennepin County, Minnesota; and
WHEREAS, the three parcels described (collectively, the "Properties") are identified on
the map attached hereto as Exhibit A; and
WHEREAS, the Applicants have requested approval from the City of a Comprehensive
Plan Amendment to change the future land use of the Properties from Rural Residential to
Agricultural; and
WHEREAS, the planning commission held a duly called public hearing on
January 8, 2013 where testimony was heard from all interested parties and following the hearing
recommended approval of the amendment, subject to certain terms and conditions; and
WHEREAS, on February 5, 2013, the city council reviewed the amendment, considered
the recommendations of the planning commission and heard comments from interested parties;
and
WHEREAS, the proposed amendment does not substantially change the type of
development that is planned to occur in the area, and has no practical impact on the City's
population forecasts or Traffic Assignment Zone allocations.

NOW, THEREFORE, BE IT RESOLVED, by the city council of the City of Medina,
Minnesota, that the Comprehensive Plan amendment as identified in Exhibit B, attached hereto,
is hereby approved, subject to the following terms and conditions:
(1) The amendment shall not become effective until approved by the Metropolitan Council
and formally adopted thereafter by the City Council; and
(2) The amendment shall not become effective until such time as the Properties are approved
by the City to be combined into one parcel; and
(3) The Applicants shall pay to the City a fee in an amount sufficient to reimburse the City
for the cost of reviewing the request and preparing relevant documents.
BE IT FURTHER RESOLVED, that city staff is authorized to submit the amendment
of the Comprehensive Plan to the Metropolitan Council for review.
