Dear Mx. Erickson:
Per your request, Elie Farah, Inc. (EFI) is pleased to submit this proposal for providing
Professional Civil Engineering Services for the above -referenced project. This estimate for
Professional Civil Engineering Services in connection with the preparation of field work,
surveying, Architectural and Civil design services, bidding and construction management.
Our scope of work includes necessary work required for the preparation of the work listed above.
It is based on similar projects which we have designed in the past. The following is a brief
description of required items of work included in the estimate:
Background:
The City is requesting a proposal to provide professional engineering design, utility
coordination, and construction management for the Rosemead Blvd. Improvement Project.

Work beyond the scope of work, including conducting additional services, participation in additional
meetings, community meetings and public hearings, or detailed drawings, if necessary, will be undertaken
only on direction by you or your authorized agent, and will be billed in accordance with the attached fee
schedule. Preparation for meeting, waiting and travel time is charged at normal hourly rates and is in
addition to time spent at a hearing or meeting.
This proposal shall expire 30 days from the date hereof.

SUBJECT: Approval of bid submitted by Elie Farah, Inc. for the Rosemead Boulevard
Improvement Project
SUMMARY
The City Council is requested to consider the approval of bid submitted by Elie Farah,
Inc. in the amount of $258,400 for management services and construction observation
for the Rosemead Boulevard Improvement Project.
BACKGROUND
Staff prepared and mailed a Request for Proposal (RFP) for the Rosemead Boulevard
Improvement Project to the three engineering firms that the City has agreements with to
receive requests for proposals.
Some of the funding sources that will be used for the Rosemead Boulevard
Improvement Project must be utilized by the year 2010 or the City forfeits funding
Funding sources available to the City can be used for project engineering and
inspection services.
It is anticipated that the plans and specifications will take approximately seven to eight
months to complete and two years to complete the Rosemead Boulevard
improvements. Staff concurs that Elie Farah Inc. has the experience and the
background to complete the Rosemead Boulevard Improvement Project.
