A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF LYN4700D CREATING A LOCAL DEFENSE
COUNCIL AND PRESCRTBIIQG ITS DUTIES AND
RE5PONSIBILITIES,
Be it resolved by the City Council of the City of Lynwood,
0alifornia, as �ollows:
l4'HEREAS, on May 28, 1940, the President of the United States
created a Council of National Defense and an A@visory Coomiasion
thereto for the purpose of assisting in the coordination of the
various governmental, industrial, agricultural, economic, and
other activities essential to prepar],ng for the defense of the
United States; and
1VHEREAS, the Council oP National Defense and its Advisory
Commission have recommended that the National Defense Program
and activities related thereto be carried on through regular
gov�rnmental channels insofar as possible; and
GJhEREAS, the Council of National Defense and its Advisory
Commission has officially requested the California Council of
Defense to assist and to expedite the for�ation of local coun—
cils of defense; and
PIHEREA5, the City of LymNOOd desires to assist in the pro—
gra:n of National Defense by coordinating all of its public and
private facilities, resources and activities rvith the program
aforesaid;
NOV1, THEREFORE:
The City Council of the City of Lymvood does hereby re—
solve, determine and order as �'ollows:
Section 1 . There is hereby created the Lynwood Defense
Council.
Seetion 2 . The Defense Couneil ehall be composed of the

Mayor, tivho shall be ex officio cha.irman of the Council, the
Police Lieutenant, who shall be ex officio secretary of the
Council, and such otner local officiale and citizens as may
be appointed thereto by the �Iayor with the approval of the

City Council. The NTa.yor ahall designate one of the members
of the local Defense Council as vice-chairman, who shall pre-
side at all meetings of said council in the a.bsence of the
P.�ayor. The Secretary, sub,�ect to the Niayor?s direction, shall
be responsible for coordinating its activities, keeping its
records, conducting its correspondence and performing such other
duties as the said Council may from time to time require of him.
Sectio 3. The members.oP said Defense Council shall serve
for a term of one year and until their succeasors are appointed
and o,ualified. A four-fiftha vote of all the members of the
City Council will be required to remove any member of said De-
fense Council fron office prior to the expiration of his term
o: office. Vacancies on the Defense Council shall be filled by
appointment by the I�ayor with the approval of the City Gouncil.
Section 4 . It shall be the duty and resnonsibility of the
Defense Council to coordinate the activities within the city of
governmental and private agencies, and of individuals, cooperat-
ing in the defense effort; to stimulate public interest and par-
ticipation Sn defense activities; to consider and recommend to
appropriate governmental authorities plans for the public safety,
hea.lth and welfare; to pla.n a ma,�or disaster program, capable of
functioning in a defense emergency; and to per£orm such other
advisory functions as may be requested oP it by officials of the
city, county, state, and Federal a�encies engaged in the defense
. effort.
Said Council shzll receive, acknowledge and appraise prof-
fers of facilities, services and ideas originating �rithin the
community and make appropriate disposition o� same; clear in-
formation concerning defense programs and ob,jectives among

cooperating agencies; recommend ad�ustments or arrangements
necessary for prompt assimilation of government progra.ms for
defenae to the appropriate officers, depart�ents or agencies;
receive requests for assistance from the State Council of De-
:�°ense and from Federal defense authorities and transmit these
reauests to the•pxq�er city authoPities or agenciea; accu�ulate
or assi�t in th�= accumulation of information regarding local
�overnmen,tal, f:lnancial, economic, industrial and human facili-
ties and resources and transmit any such facts, as well as other
necessary information, to the Stat e Council of Defense and to
Federal defenae authorities.
Section 5 . There is hereby created as permanent committees
of the Defense Council: �1) Committee on Givil Protection,
which shall consider defense matters relating to the public
safety, including the preparation of a disaster preparedness
plan to be recommended to the City Council for adoption as an
ordinance; (2) Committee on Human Resources and Sk111s, to assist
in the registration of persons for defense work of all kinds, to
cooperate �oith governmental agencies in making olans for defense
training of skilled workers and other persons engaged in defense
�wo.rk requiring special training, and to analyze and report to
the Defense Council on all profiers of assistance from private
persons and organizations. The City Council by resolution may
create such other permanent and such temporary committees of the
Defense Council as the City Council deems necessary, sh211 de-
fine their duties within the puroose of this resolution and �ay
abolish any such committee. The chairman of the permanent com-
mittees of the Defense Council sha11 be designated 'oy the Defense .
Council Chair�an from among the members of the Defense Council
appointed as provided in Section 2 of this resolution. Niembers
o£ perrna.nent committees other than the chairman and all members
of temporary committees shall be appointed by the chairman of
the Defense Council and need not be members of the.Defense Coun-
