FIRST AMENDMENT TO CONSULTANT SERVICES AGREEMENT
This First Amendment to Consultant Services Agreement ("First Amendment"), which is
dated for reference as indicated on the cover page, is hereby entered into by and between the
CITY OF TEMPLE CITY, a California charter city ("City"), and KIMLEY-HORN AND
ASSOCIATES, INC., a North Carolina corporation ("Consultant"), as follows:
RECITALS
A. City and Consultant entered in a Consultant Services Agreement on May 21, 2014
("Agreement"). The Agreement provides that Consultant will conduct a traffic impact
analysis for proposed improvements to Las Tunas Drive in the City of Temple City.
B. After entering into the Agreement, the City determined that the scope of the traffic
impact analysis needed to be expanded.
C. This First Amendment amends the Agreement to expand the Scope of Work and provide
additional compensation to Consultant for the expanded Scope of Work.
OPERATIVE PROVISIONS
NOW, THEREFORE, in consideration of the promises made and recited herein, the
parties do hereby enter into this First Amendment which modifies and amends the Agreement as
follows:
1. AMENDMENT. The Agreement is hereby modified and amended as follows:
1.1 Exhibit "A". Exhibit "A" to the Agreement (Scope of Work) is hereby
amended to add the additional services listed in Exhibit "A" to this First
Amendment.
1.2 Section 4 and Exhibit "B". Section 4 (Compensation and Method of
Payment) and Exhibit "B" (Compensation) are hereby amended to
increase the compensation to Contractor by $20,000, for a total maximurn
compensation of $62,551.
2. GENERAL PROVISIONS.
2.1 Remainder Unchanged. Except as specifically modified and amended in
this First Amendment, the Agreement remains in full force and effect and binding upon the
parties.
2.2 Integration. This First Amendment consists of pages 1 through 6
inclusive, which constitute the entire understanding and agreement of the parties and supersedes
all negotiations or previous agreements between the parties with respect to all or any part of the
transaction discussed in this First Amendment.

2.3 Effective Date. This First Amendment shall not become effective until
the date it has been formally approved by the City Council and executed by the appropriate
authorities of the City and Consultant.
2.4 Applicable Law. The laws of the State of California shall govern the
interpretation and enforcement of this First Amendment.
2.5 References. All references to the Agreement include all their respective
terms and provisions. All defined terms utilized in this First Amendment have the same meaning
as provided in the Agreement, unless expressly stated to the contrary in this First Amendment.
IN WITNESS WHEREOF, the parties hereto have executed this First Amendment to
the Agreement on the date and year first written above.

Consultant shall perform the following additional services:
1. Update the Existing and Preferred Alternative analysis and report sections to include the
following intersections and roadway segments along diversion routes:
Intersections:
o Rosemead Boulevard and Garibaldi Avenue
o Temple City Boulevard and Garibaldi Avenue
o Baldwin Avenue and Garibaldi Avenue
o Temple City Boulevard and Broadway
Roadway Segments:
o Encinita Avenue between Garibaldi Avenue and Las Tunas Drive
o Encinita Avenue between Live Oak Avenue and Las Tunas Drive
o Encinita Avenue between Live Oak Avenue and Broadway
o Live Oak Avenue between Encinita Avenue and Golden West Avenue
o Live Oak Avenue between Golden West Avenue and Baldwin Avenue
o Garibaldi Avenue between Encinita Avenue and Temple City Boulevard
o Garibaldi Avenue between Temple City Boulevard and Baldwin Avenue
o Baldwin Avenue between Garibaldi Avenue and Las Tunas Drive
o Temple City Boulevard between Garibaldi Avenue and Las Tunas Drive
2. Perforin "Before Travel Time" Studies
Consultant will conduct a `Before' field study travel times along Las Tunas Drive between
Muscatel Avenue and Baldwin Avenue and prepare a memorandum summarizing the results.
The memorandum will also identify Measures of Effectiveness (MOE) to evaluate the effects
of the synchronization plans. MOE's will likely include traffic flow, travel time, average
speed, stops, fuel consumption reduction, pollution reduction, and other pertinent items. The
identified MOE's will be compiled for the corridor using the floating car method and from
most recent version of Synchro. For the `Before' field study, five floating car `runs' will be
conducted in each direction along the project corridor during A.M. and P.M. peak periods.
The memorandum will address likely optimization strategies for signal synchronization. The
analysis will include the floating car data and data collection. The evaluation memorandum
will provide a clear understanding of traffic patterns along the corridors. Consultant will
prepare a memorandum documenting the results of the `Before' study and present the
findings to City outlining the findings of the field study.
3. After Traffic Analysis Data Collection (travel time runs)
After Consultant has collected the "before" data earlier in this project, we will collect the
"after" data for the same limits for the two peak periods (AM and PM) to document
improvements in the system's operation after signal timing implementation and street

improvements are completed. We will conduct five after travel time runs in each direction.
The runs will correspond to the same time periods that were collected in the before study.
The data for both the traffic runs will be analyzed, tabulated, and charted for submission to
the City.
4. Consultant shall conduct one additional evaluation of the 2 thru lanes west bound and 1 thru
lane east bound option and update the LOS tables.
5. Consultant shall attend up to five additional meetings with City staff.
