WHEREAS, It appears that the procedures set forth in the zoning code relating to zoning have in all matters been complied with. WHEREAS, The zoning ordinance requires consistency between the comprehensive plan and the zoning map and the proposed zoning change would necessitate a change to the Comprehensive Plan Development Plan Map. Nature of Request The applicants are requesting rezoning to RD with a stated intent of constructing 4-5 duplexes along Cedar • Hill Road. The property is irregularly shaped and is heavily wooded with sloping topography. The west portion pf the site is low as a drainage way(lows through Ilia area towards ilia planned stor nwater detention facility just northwest of the subject site. Staff Annlvsis A. Comprehensive plan Amendment: The Comprehensive plan Land Use Map designates the subjcct site as Low Density Residential. The area directly south of Cedar Ili)) Road is designated Medium Density Residential. The proximity of existing duplexes to ilia south and ilia potential for similar development on the subject site supports a higher density residential use. The predominant uses located in ilia larger surrounding area being single-family homes supports a lower density residential classification. B. Rezoning from RS-2 to RD: • Density: If the property were developed under existing RS-2 zoning, the site could contain up to 7 single-family dwellings on 10,000 sq. fl. and 80 feet wide lots. With rezoning or ilia property to RD, which allows 6,000 sq. R, and 60 fool wide lots, 9 duplexes could potentially be built on the site. The four RD zoned lots to the south have an average lot width of 135 feet. Development of ilia site matching this pattern would result in four lots facing Cedar Hill Road and perhaps a filth lot with driveway frontage on Cedar Hill Road and a building site cast of the four lots behind the existing houses. This option would most closely fit ilia staled intent of the applicant to build 4-5 duplexes on Ilia site. • Public Services: All public services and utilities are currently in place or could be extended to serve Ilia proposed development. Water service would be available from all existing line on Cedar Hill Road. Sewer service would be provided by a city server line located west of ilia silo. • • Access/Tmffae Impact:Cedar Hill Road is a two-lane residential street. Separate access drives could potentially be provided to each dwelling unit. Each unit can be expected to generate 7-8 vehicle trips per day.This portion ofCcdar Hill Road is curvy and located on fairly sleep terrain (falling from an elevation of 720 to 670 in 500 feet for a slope of 10%)which affects vehicle speed and sight distance.This will make backing out of driveways more hazardous than normal. Shared or consolidated driveways would reduce potential in Me hazards. • No more than one duplex may be built on an individual parcel of land. Development of multiple duplexes will require that the parcel be subdivided into a like number of lots. Approval of a subdivision plat could be expected Villa plat nnecls minimum RD zoning district standards for lot area and width and other requirements. Staff Recommendations A. Staff supports ilia amendment to the Comprehensive Plan Development Map from Low Density Residential to Medium Density Residential. D. Staff supports rezoning the site from RS-2 to RD. When the subdivision plat is submitted, the expectation will be for no more than 5 lots to be shown on the plat,no development of the drainage way and adjacent low area on the west portion of the site, and the use of shared or consolidated driveways for ilia duplex units. • 2
