NOW, THEREFORE, BE IT ENACTED BY THE COUNCIL OF THE CITY OF JEFFERSON, MISSOURI, AS FOLLOWS: SECTION 1. The Preliminary PUD Plan prepared by John Bryan, P.E., Unified Construction Services, Belle,Missouri,on file as Case No. P05021 in the Jefferson City Planning Division is hereby approved for the above land referenced herein. SECTION 2. The following principal land uses are approved for the site: The underlying zoning district shall be C-2, with the following uses excluded: animal hospital, veterinarian large animal; farm feed store; farm Implement sales and repair; general retail, rental and repair of goods with outdoor operations, display and storage; manufactured homes, modular building components sales and service;motor vehicle service and repair,body shop and wash;and machine shop,welding. SECTION 3. Location The subject properly is located on rite west side of Route C south of Southwest Blvd.in a PUD Planned Unit Development district.Adjacent zoning is RA-2 I Iigh Density Residenliril to the norih;C-2 General Commcreial to the soulb and cast;and PUD to the west of the subject silo.Multi-family residential is located to the north, commercial(nuto sales)to the cast,commercial(Schulte IGA grocery)and governmental(Missouri Lottery)to the south, and religious(First Assembly of God Church)to the west. Backaround PUD zoning for Il)e subject parcel was established in 2002 with the new zoning ordinance. Prior to that the property was zoned C-4 Planned Commercial. No site plans have been approved for the properly. Current Renuest The applicant requests approval of Preliminary PUD Site Plan. Permitted Uses.A PUD preliminary plan is used to establish the underlying zoning,allowed uses,density, layout,design and phasing ofthe development.The applicant is proposing C-2 zoning and indicates a desire to construct neighborhood retail service center with several retail mid service industry tenants. however, some uses allowed in C-2 may not be compatible with [lie intended and surrounding uses. Building Area, The developer proposes the construction of a building with 13,200 square feet of floor at-ca.The floor area to parcel area ratio(FAR)would be 0.10 or 10%.The maximum FAR in the C-2 District is 1.0. However, the proposed project will utilize only about 1.21 acres or 39% of the 3.1 acre site for the proposed building and parking. Although the remaining land to the southwest is currently a deep ravine, it could potentially be filled for future development. Building Design.The front ofthe 22' high one story building will consist ofglass with brick and EFIS(a stucco like material). 'file type of exterior finish is not indicated for the other three sides of the building, Setbacks. The proposed building is set back from all properly lints well in excess ofminimmn standards. Parking, The parking requirement for a retail shopping center under 15,000 sq. fl,is I space/250 square feet of Moor area.This results in a requirement of 53 spaces for the proposed building. The PUD preliminary site plan shows a total of 55 parking spaces,including 2 handicap spaces.A loading zone is also shown on tile south side of the building. The parking lot layout includes some angled parking spaces on the cast side will)a perimeter driving aisle width of 14'. This will require marking a one-way directional patient in this area. Pedestrian Walkways. A 5' sidewalk will be built across the front and back sides of the building. • Landscaping, Under See 35-53 B.S.,parking lots with 50 or more spaces are required to provides Type B Bufferyard (10' wide planted strip with a 3' high bean, )ledge, fence or wall) along street frontages. A 2"water supply line will be connected to an existing main in Southwest Boulevard. The closest fire hydrant is near the Missouri Lottery building which is about 260' from the front property line. An 8"sewer line will connect to an existing sanitary sewer line manhole located near the west properly line. • Access/i'rafffe The site will obtain access from Route C,a MODO'r maintained roadway.The traffic court[on Route C south of the site near Sun Meadow Lane was 12,103 ADT in April 2002. Immedialelyadjacenl to the site,Route C is a two lane roadway with a center 2-way turn lane and paved shoulders.There will be one main entrance drive which will be 40' wide. The drive will have one entrance lane and two exit lanes and will be located directly across from the existing Schulte IGA driveway. Sidewalks No sidewalks are shown being built by ilia applicant along Route C. There are no existing sidewalks along Route C presently. I lowever, in the event sidewalks are ever constructed to connect the neighborhood to the north, it would be beneficial if a sidewalk was built by this development from lire entrance drive to the cast properly line. This would require MoDOT approval for use of their right-of--way. A sidewalk should also be shown being built along Route C front the driveway to the east properly line if allowed by MODOT. 2 Jefferson City Planning & Zoning Commission Meeting Engineering Division Staff Report Thursday, June 9, 2005, 5:15pm Case No. P05021 - Preliminary Plan Commercial Bldg., 1850 Missouri Route C. (PUD) COMMENTS: The Engineering Division has done a technical review of the preliminary site plan as submitted by Unified Construction Services, John Bryan, Professional Engineer. The following comments are regarding this review; The location of the building in relation to the property lines should be shown on the preliminary plan. Some type of railing or curb stops will be needed to protect vehicles from going over the embankment to the north or to the west of the site. A few minor technical issues need to be labeled. Regarding infrastructure; • Storm Water- An on-site detention basin is proposed for the site. All drainage from the site is proposed to drain to this detention basin. Erosion Control-An existing land disturbance permit has been received from MDNR for this site. Erosion control measures have been incorporated into the site plan, including a temporary granular entrance,silt fence,straw bale ditch checks,and inlet protection. Details of these measures will be incorporated into the final site plan. Sidewalk-No sidewalk is proposed as currently presented, and would require MoDOT approval, if placed upon highway right-of-way. Sanitary Sewer- An existing sanitary sewer main runs along the western property line. A proposed 8" sewer service to the proposed building is planned to the north and west of the proposed building to tie to the above mentioned sewer main. Traffic Impact- See general information below, and information in the Planning Division Staff Report. Regarding traffic impact; The ADT(average daily traffic) for Missouri Route C is 10498 vehicles per day • eastbound and 12541 vehicles per day westbound west of U.S. Route 54. (Source is MoDOT, Jefferson City Traffic Count Summary, August 2002) • This development is proposed within a developed commercial area. Missouri Route C is classified as a minor arterial roadway between Ellis Blvd. and South Country Club Drive. (Functional classification is from the List of Functional Roadway Classification for Jefferson City, dated April 12, 2000) The speed limit for Missouri Route C is 50 mph. Missouri Route C is a three(3) lane roadway along the frontage of the proposed development, two (2) through lanes and one (1) two (2)way center turn lane, with paved shoulders. Sight distance onto Missouri Route C northeast and southwest from the proposed entrancelexit to/from the sight is acceptable in both an easterly and westerly direction. The proposed drive entrance is located directly across from the Schultes Food Store entrance. MoDOT controls the right-of-way for Missouri Route C, and any entrance or work proposed upon Missouri Route C will need to be permitted through the State Transportation Department. ENGINEERING STAFF POSITION: Conditionally support, with items of concern for the preliminary plan listed above to be addressed on a record copy of the preliminary plan. •
