The Missouri State Credit Union proposes to build a 6,000 sq. ft, one story financial institution on a 2.39 acres site on East Elm Street, across from the MNEA facility. The facility will consist of loan offices/tellers/three drive-up windows and one ATM and surface parking. Signing will be a combination of a 30' high, 6' x 12' pylon sign, a 4' x 8' monument sign between the entrances, and two "entrance only" signs for the drive-up windows and a 2' x 12' building mounted sign along the building. Architecturally the building will project an image of professionalism through planning and high-quality low-maintenance construction. It will be constructed on concrete slab on-grade, framed with metal or wood studs, wood roof trusses, either architectural asphalt shingles or standing seam metal roof, masonry veneer and aluminum windows. The roof profile is expected to undulate so as to allow a portion of the roof to reflect a high ceiling entry/lobby and clerestory windows to introduce abundant natural • light. Interior finishes will likely include porcelain floor tile, carpet, multiple colors of painted drywall, acoustical ceiling tile and drywall soffits to accentuate the various ceiling planes. Offices will be separated from the main gathering areas by abundant interior glass to enhance security and provide views from and through the facility. Spaces within the facility will include Lobby, Teller, Drive-thru, Greeter, Work Room, Offices, Break, Restrooms, and Storage. Site amenities will include Landscaping, Parking, Drive-thru Canopy, Protected Entry, Signage, Screened Dumpster, and ATM Equipment. The quality of construction will be commensurate with the context or better and reflective of the professionalism of the Credit Union. (b) A site Plan is being concurrently submitted. (c.) A parcel division has been approved by the City, creating the 2.39 acre site. (d.) There are no bylaws or restrictive covenants. (e.) Central Missouri Professional Services is the consultant. Notification Publication Date: Miy 24, 2005. Properly Owners: By letter to adjacent and affected property owners within 185 feet. Area Residents: Property Sign Posting. Location The subject property is located on the north side of Last Elm Street in a PUD district. Adjacent zoning is PUD to the west, south and cast of the subject site. US 50 I lighway adjoins the site on the north. Office uses are located to the west and south and a bank is located to the cast. Ilackeround A parcel division was approved to create the building lot in April 2005.No site plans have been approved for development of Ibe properly. Current Request The applicant requests approval of a Preliminary and Final PUD Site Plan. • Pennilted Uses,A PUD preliminary plan is used to establish the underlying zoning,allowed uses,density, layout, design and phasing oflhe development. The applicant intends to construct a facility for the Missouri State Credit Union, a financial institution. No specific zoning district was requested. Rased on surrounding uses, C-O Office Commnerciil zoning would be appropriate for purpose of allowed uses. Building Area.The applicant proposes to construct a 6,000 square foot building.'Tbe floor area to parcel area ratio(PAR)would be 0.06 or 6%.The maximum FAR in a C-O District is I.O.The proposed project will utilize about 0.71 acres or 30%of the 2.39 acre site for the building and paved driveways and parking. Building Design.The 15' high one story building will consist of a masonry veneer, aluminum windows and archifceturaf asphalt shingles or standing scam metal roof.The roof profile is expected to undulate so as to allow a portion of the roof to reflect a high ceiling entry/lobby and clerestory windows. Setbacks. The proposed building will be set back from all property lines well in excess of minimum requirements. Parking. The parking requirement for a Financial institution isI space/300 square feet of0oorarea plus 6 queuing spaces for each drive-111m window. This results in a requirement of 20 spaces for the proposed building. The PUD preliminary site pin n shows a total of 30 parking spaces, including 2 handicap spaces. Sufficient questing spaces for the drive-thru windows and ATM are also shorn.The parking lot layout includes a one-way circulation pattern in some areas which will require appropriate directional marking. Pedestrian Walkways, A 6' wide sidewalk is proposed across the front of the building and from the rearof • the building to the employee parking area. Landscaping. No b iffeyards are required for the development.Parking lot landscaping will be provided by 7 White Ash and 7 Red Sunset Maples.At maturity these Irces will provide n canopy which is estimated to • shade 70%of the paved area. This far exceeds the minimum requirement of 35%. Signs. In PUD districts,the location,size and character ofsigns shall be established by the Commission and Council in the site plan review and approval process.The applicant is proposing five signs:130'high,72 sq. Il. (6'x12') inlemally lit pylon sign al the rear of the building facing Highway 50, a 32 sq, ft. (4' x 8') exterally lit monument sign located between the entrance drives,two"entrance only"signs for the entrance to the drive-up windows,and a 24 sq, ft(2'x 12')wall sign on the west side of the drive-thr canopy,for a total of 128 sq. ft,of signage. Sidewalks No sidewalks arc shown being built bythe applicant along East Mar Street.A curbside asphalt sidewalk exists along East Elm Street from Eastland Drive to a portion of the site about 80 feel cast of lire proposed 18' entmnee only driveway. Although no sidewalks connect to the subject site from the west, a sidewalk was recently built further to the west along East Elm Street by Sonic Drive-in. A continuation of the existing asphalt sidewalk along the frontage of the subject site would be useful for those who work in the area and wish to walk to the restaurants and other services located nearby on Eastland Drive, Staff Recommendation Staff recommends approval of the Preliminary and Final Site Plan subject to the following conditions: 1. Construction of a sidewalk along Gast Elm Street along the front of the subject site. 2 Jefferson City • Planning & Zoning Commission Meeting Engineering Division Staff Report Thursday, June 9, 2005, 5:15pm Case No. P05022 - Preliminary and Final Plan Financial Facility, 1745 East Elm Street (PUD) COMMENTS: The Engineering Division has done a technical review of the site plan as submitted by Central Missouri Professional Services. The following comments are regarding this review; Regarding infrastructure; Storm Water- Existing infrastructure is in place to accommodate the proposed runoff from this site. Erosion Control-An existing land disturbance permit has been applied to MDNR for this site. Erosion control measures have been incorporated into the site/grading plan, including a temporary granular entrance, silt fence, ditch checks, and inlet protection. • Sidewalk- Sidewalk exists along the southeast portion of the site. No sidewalk is currently proposed across the frontage as presented, though the drive approaches will accommodate future construction of sidewalk. If sidewalk is constructed it may be difficult to construct a parkway or three(3) feet green way between the curb and the walkway due to grades on the southwest corner of the site. Sanitary Sewer-An existing sanitary sewer main crosses East Elm Street at the southwest corner of the site. The manhole will need to be exposed and raised to grade in conjunction with the development of this site, as indicated on the site plan. Traffic Impact- See general information below, and information in the Planning Division Staff Report. Regarding traffic impact; The ADT (average daily traffic) for Eastland Drive is 8456 vehicles per day south of East Elm Street. (Source is MoDOT, Jefferson City Traffic Count Summary, August 2002) This development is proposed within a developing commercial/office area. • East Elm Street. would be classified as the south outer road for U.S. Route 50, a collector type roadway. Eastland Drive is classified as a minor arterial roadway from U.S. Route 50 and Bald Hill Road. (Functional classification is from the List of Functional Roadway Classification for Jefferson City, dated April 12, 2000) The speed limit for East Elm Street is 30 mph. Width of East Elm Street is approximately thirty-three(33) feet back-to-back. Sight distance onto East Elm Street west and east from the proposed entrance/exit to/from the sight is acceptable(well over three hundred (300) feet in both an easterly and westerly direction. The drive thru drive is an entrance only, so no vehicles will be turning onto East Elm Street from the drive closest to the curve in Elm Street near Exchange Bank. ENGINEERING STAFF POSITION: Support, with any final technical comments to be addressed after a complete review of the redlines, prior to issuance of any building permit for the site. • •
