AS APdENDED, _ WHERr.AS, the City Council oP the said City of Lynwood hae heretofore,. by•resolution, determined that the public interest, convenience; and necessity require the refunding by the City of Lynwood oY the indebtednesa of Lynwood Acquisition and Improve- ment Districts Nos. 17, 18, 20, 22,. 23 and 28, and Lyn�vood Nlun-. icipal Improvement District No. l�under one proceeding known as a multiple district refunding proceeding; in accordance with the provisions of the Assessment Sond Refunding Act of 1933, as amend- " ed; and ' � YIHEREAS, said Acquisition and Improvement District No. 17 overlaps Districts Nos. 18, 23 and 28; said District No. 18 over- laps Districts Nos. 17 20, 22, 23, 28 and Lynwood Municipal 2m- provement District No:, l; said District No. 20 overlaps District No. 18; said•District.No. 22 overlaps Diatrict No. 18 and Munici- ' pa1.-lmprovement District No. 1; said District.No. 28 overlaps Districta iVos. 17, 18 and 23; and said Ntuncipal Improvement Dis- w trict No. 1 overlapa said Districts Nos. 18 and 22. C��FiEHEAB, said Acquisition and Improvement District No. 18 lies partially in the City of Lynv✓ood,. partially in the City of ' South Gate and partially in unincorporated area oY the County of � Los AngeTes; and ` , t'JHEREAS, said Acquisition and Improvement Districts Noe. � � � � . <s: � � T7, 20, and 28 lie partially in the City of Lynwood and partial- ly in the City of South Gate; and WHEREAS, the County of Los Angeles has on file in the office of the Clerk of thia City Council a certiPied copy of a resolu- tion adopted by the Board of Supervisors of the said County of Los Angeles on the tenth day of September, 1941, conaenting to the refunding oP the indebtedness of said districte under one proceeding, and.to the levying of one assessment (sometimes call- ed reassessment) therefor; and � V�IEREAS, the City Council of the City of 5outh Gate has on file in the office of the Clerk of thie City Council a certified copy of a resolution adopted by the City Council of the City of South Gate on the 28th day of July, 1941 consenting to,the re- funding oP the indebtedness of said districts a.nd to the levying of one assessment (sonetimes called rea.ssesament) therefor; NOW, THEREFORE, the City Council of the City of Lynwood, County of Loe Angeles, State of California, DOE$ HEREBY RESOLVE AIQD DE^1ERnIINE AS FOLLOl�'S: Section 1.' That the public interest, convenience and ne- cessity require the refunding of the indebtedness under one pro= ceeding, and it ia the intention.of the City Councll of the City of Lynwood to refund under one proceeding said indebtedneas of Lynwood Acquisition and Improvement Districts Nos. 17, 18, 20, 22, 23 and 28, and Lynwood Ddunicipal Improvement District No. 1 under a multiple district refunding proceeding according to the provisions of the Act of the Legislature of the 5tate of Califor- nia designated and knorvn as the "Assessment Bond Refunding Act of 1933," approved June 5, 1933, Statutes 1933, page 1915, and of all acta supplementary thereto incorporated by referenee therein and amendatory thereoP, and for the purpose of refunding said. indebtedness said City Council intends to levy an assessment (�ometimes ca.11ed reasaeasment) and issue refunding bonds as _2_ herein proposed. Section 2. That the total e.�ount of outstanding indebted- ness of each of said districts to be refunded, determined as of the date this resolution ie adoptefl, is as Pollowsi a. Lynwood Acquisition and Improvement Die- trict No. 17--the sum of Twenty-four Thousand Seven � Hundred Thirty-six and.56/100 Dollare (�24,736.56). The amount of the principal of bonds included therein is the aum of Nineteen Thousand;Five Hundred Twenty- four and 82/100 Dollars (�19,524.82). The amount of due and unpaid interest coupons included therein ia the sum of Five Thousand Two Hundred Eleven and 74/100 Dollars (�5,211.74). b. Lynwood Acquisition and Improvement Dis- trict No. 18--the sum of Nine Hundred Fifty-two Thou- sand Twenty and 57/100 Dollara (�952,020.57). The � amount oP the principal oP bonds included therein is the sum of Six Hundred Fifty Thousand Four Hundred Seventy-three and 11/100 Dollara (�650,473.11). The � amount of due and unpaid interest coupons included therein is the sum of Three Hundred One Thousa.nd Five Hundred Forty-eeven and 46/100 Dolla.rs (�301,547.46). c. Lynwood Acquisition and Improvement Dis- , trict No. 20--the sum of One Hundred Thirteen Thou- sand Eight Hundred Seventy-one a.nd 11/100 Dollars (�113,871.11). The amount of the principal of bonda included therein is the sum oY Eighty-one Thousand Two Hundred Thirty-three and 61/100 Dollars (�81,233.61). The amount of due and unpaid interest coupons included therein is the sun of Thirty-two Thousand Six Hundred Thirty-Eeven and 50/100 Dollars (�32,637.50). d. Lynwood Acquiaition and Improvement Dietrict _3� No: 22--the sum of Thirty Thousand Five Hundred � One and 99/100 Dollars (�30,501.99). The amount of •the principal of bonds included therein is the sum of Twenty-seven Thousand Two Hundred Forty-ene and 65/100 Dollars (�27,241.65). The amount of due and unpaid intereat coupone included therein is the sum of Three Thousand Tw�o Hundred Sixty and 34/100 Dollars (�3,260.34). � e. Lynwood Acquisition and.Improvement Dis- trict No. 23--the sum of�Twenty-t�o Thousand Thirty- f four and 73/100 Dollars (�22,034.73). The amount of the principal of bonds included therein ia the • sum of Eighteen Thousand Four Hundred Eighty-fonr and 88/100 Dollars (�18,484.88). The amount of due and unpaid interest coupons included therein le the sum of Three Thousand Five Hundred Forty-nine and ° 85/100 Dollars (�3,549.85). Y. Lynwood Acquisition and Improvement Dis- trict No. 28--the aum of Ten Phousand Four Hundred Eighty-two and 74/100 Dolla.rs (�10,482.74). The amount oP the principal of bonds included therein is the sum of Ten Thousand One Hundred Twenty-nine and 98/100 Dollars ($10,1.29.98). The amount of due and unpaid interest coupons lncluded therein is the sum of Three Hundred Fifty-two and 76/100 Dollars ��352.�6). g. Lynwood P.4unicipal Improvement District No. 1--the sum of Eight Thoueand Nine Hundred Six and 38/100 Dollass (�8,°06.38). The amount of the prin- cipal of bonds included therein is the aum of Five Thousand Seven Hundred Forty and no/100 Dollars (�5,740.00). _4r The amount of due and unpaid interest coupons in= cluded therein is the sum of Three Thousand One Hundred Sixty-eix and 38/100 Dollars (�3,166.38). Section 3. That the.outstanding indebtedness of the aYore- said distrlcts, their sum being in the total amount of One �Ril- lion One Hundred Sixty-two Thousand Five Hundred FiPty-four and OS/100 Dollars (�1,162,554.08). the par value principal thereof being;in the total,amount of Eight Hundred Twelve Thousand Eight Hundred Twenty-eight and 05/100 Dollars (�812,828.05), and the sum of the due and unpaid interest of sa.id districta being in the total amount of Three Hundred Forty-nine Thousand Seven Hun- dred Twenty-aix and 03/100 Dollars (�349,726.03), be refund'ed under the provi�sions of the Assessment Bond Refunding Act of 1933, as amended, by the levy of an assessment (sometimes call- ed reasaessment) in the maximum principal amount of Six Hundred � Ten Thousand�Dollars ($610,�00.00) upon all lots, pi-ecea or par- cels of land as are sub�ect to tax or assessment to pay the principal and interest of the out�tanding bonds of any of the Lyn�ood Acquisition and Improvement Districts and Lynwood Muni- cipal Improvement District No. 1 herein proposed to be refunded. The amount oP. said assesement, plus contributions of public Punds to aid in this refunding except moneys used for the payment of interest accruing on any bonds after the date of the latest due and unpaid interest coupons thereof included in the amount of due and unpaid interestatated in this resolution, and the money used for the payment oP incidental expenses of the refunding . being less than the total amount of the outstanding unpaid bonds and the outstanding due and unpaid interest coupons which are to be refunded. The amounts referred to in this section are deter- mined as of the date this resolution is adopted. Section 4. That to aid in the refunding of the indebted- ness of said Acouiaition and Improvement Districts Nos. 18 and _5_ 20 of the City of Lynwood, the County of Los Angeles will con- tM bute in cash the sum_of One Hundred Twenty-five Thousand , Dollars (�125,000.00) to said District No. 18, and the sum of Thirty-two Thousand Dollars (�32,000.00) to said District No. � 20. Section 5. It is determined that the total maximum prin- cipal ar�ount for which an assessment (sometimes called reassesa- ment) ahall be ledied in this proceedin� shall be the sum oF Six Hundred Ten Thousand Dollare ($610,000.00). � Section 6. That for all asoessments (sometimes called re- assessmenta) not paid within thirty (30) days from the date of recording the aseessment, sometimes called reassessment, (ex- cept,unpaid asseasmenta, sometimes called reassessments, upon public properties for which bonds are not to be issued) refund- ing bonds shall iesue as provided in said Aasessment Bond Re- fundin� Act of 1933, as ar�ended. Only one issue of refunding bonds shall issue under this proceeding. Said refunding bonds sha11 extend over a period ending nine (9) years from the se- cond day of January next succeeding the fifteenth day of the next November following their date, and an even annual propor- tion of tne principal sum of each bond shall be payable by cou- pon on thesecond day of January of every year after the fifteenth , day bf the next November follo�ving ita date, until the whole ie paid. Said refunding bonds sha11 bear intereat at the rate of five per cent (5°�0) per annum, payable semiannually by coupon on the second days of Januar3 and July, respectively, of each year . after the date of said bonds. .Upon_any of such bonds dated after •the fourteenth day of T:Ray of any year%•and on or bePore the four- teenth day of the Yollowing November, the first interest coupon shall become due and payable'on the second day of the next suc- ceeding January, and upon such bonda dated after the fourteenth day of November of any year and on or Tiefore the fourteenth day _5r of the follo�ing May, the firat interest coupon shall become due on the second day.oY the next succeeding July. Each refunding bond aha.11 represent the assessnent (sometimes called reasseas- • ment) upon the lot, piece or parcel of land described iri said bond, and the principal amount of each bond shall be the amount oY the unpaid assessment (sometimes called reassessment) upon the lot, piece, or parcel of land described in such bond. Said interest rate of Yive (5) per cent per annum on said refunding bonds is less than the interest ra.te on all of said outstanding bonds of each of said districts to be refunded. � Section ?. That the 21st day of October, 1941 at the hour of 5:00 o'clock P.M. of said day is the day and hour, and the chambers of the City Council in the City of Lyn�ood in the City, Hall in the said City of Lyn�vood is the place fixed by the City Council when and where any peraon interested and any owner of property which ia sub�ect to assessment in the multiple district refunding proceeding may file his written ob�ection against the proposed refunding with the Clerk of said City Council. Such ob�ection must contain a descri_ption of the property in which each signer thereof is interested, sufficient to identify the same, and ahall set forth the nature of each signer's interest � ! therein, and shall be delivered to the Clerk of said City Coun- � cil at or before the time set for hearing, and no other protest � . ` or obJection shall be considered. At the time and place fixed � for the hearing of ob3ectiona, or at any time to which the hear- , � ing thereof may be ad,�ourned, the City Council shall hear and � i consider all ob,�ections so filed. Section 8. The refunding of said indebtedness shall not be authorized unless the written conaent oP the ownera of a�a- ,�ority in area of the lands sub,Ject to assessment (sometimes i called reaesessment) included within each of said districts pro- � posed to be refunded, vaho shall li�ewise.be the owners of a f i ' _7� 4. .. ; • . � ma�ority in area of the lande included within the exterior boun- daries of the Etotal area which comprises said•dietricts proposed . to be refunded is filed ��ith the Clerk oP the City Council of. the City of Lynrvood, and any o��ner of land sub�ect to assessment (sometimes called reassessment) in any of said districts may file his written consent to such refunding prior to the adoption oP the resolution ordering the refunding. • Section 9. That the land proposed to be assessed for the refunding of the outstanding indebtedness of Lynwood Acquisition and Improvement Districts Nos. 17, 18, 20, 22,•23 and 28, and Lyn�ood Municipal Improvement District No. l, the boundaries of which districts are.shown on maps on file in the office of said City Council, consists of all such lots, pieces or parcels of land within said Acquisition and Improvement Districts and said P�unicipal Improvement District No. 1 as are sub�ect to tax or assessment to pay the principal and interest oY any of the out- standing bonds to be rePunded.
