Chapter 7 of the Code of the City of Jefferson, Missouri, Is hereby amended by the addition of Article XIV, Sec, 7-400 through 7-407, pertaining to the establishment of the Jefferson City Public Television Steering Committee,which shall read as follows: ARTICLE XIV.JEFFERSON CITY PUBLIC TELEVISION STEERING COINMITTF.E Sec.7-400.Established. • There is hereby established a t.lefferson City Public Television Steering Conanittce. Sec.7-401.11f embers. A. The.leffmou C11),Pubile'relevislon StecriiigConiiititteeslialleoiisist of six(6) members. B. The mayor shall,with the approval and consent of it majority of the members of file city council, appoint three residents of the city as public members of the steering committee. The term of life public members shall be one year. C. One member shall be appointed by dte President of Lincoln University and approved by it majority of the Board of Curators.. D. One member shall be elected by file persons or groups providing locally originated programming,hereinafter referred to as the producers'representative. Each person or group producing at least one program per year which Is taped or filmed ivlf hin.lefferson City slid alred on JCTV will be entitled to title vote for the producers'representative. E. The Mayor, with the advice and consent of the council, shall appoint one council member to file comndttce as it voting member who shall be the council liaison. F. The JCTV operation manager, the City Counselor, file station manager as reported to file Federal Conununicaflons Commission, and if representative of file cable franchisee,or their designees,shall be ex-officio members of the commit lee. All members shall continue to serve until their successors shall have been appointed and qualified. Sec.7-402.Meetings. The Jefferson City Public Television Steering Committee shall hold a regular business meetings at least once ench quarter at such thne and place as shall be established by file Committee. The.lefferson City Public Television Steering Committee shall elect,at Its first meeting ht each fiscal year and front omong Its voting members,a chairman,and a vice chairman. Such officers shall be eligible to succeed themselves at the will of the Committee. Sec.7-404.Powers and duties generally. The Jefferson City Public Television Steering Coninditce shall have the following powers and duties related to Jefferson City's PEG channcl(s): n. Engage in research designed to Assess community response to programing on,ICTV so as to ascertain areas of need for additional or Alternative programming and report to Ilse council an such research. till Facilitate and encourage the broadcast of the%eldest possible range of community events,such as parades,sports,state government everts, plays,pageants,festivals,and cultural events. IV, Provide An outlet for the expression of a wide diversity of viewpoints, Ideas,and opinions. V. SUBSTITUTE Iv. Coordinate with Lincoln University to incorporate the resources of JCTV Into Its curriculum. V. Provide live feeds and tapes for commercial and public media for major events and coordinate the broadcast of the sane. III Supervise the management and operations of JCTV. I. Analyze JCTV's financial needs Ii. Create an operating budget far JCTV III, Provide for replacement and repairof equipment,Including long term planning for depreciation and replacement of equipment IV. Create job descriptions and evaluation policies for paid employees. V. Review and evaluate volunteer policies. C. Provide for the fiscal needs of JCTV. I. Make recommendations asto appropriations for.iCTvbythecityar Jefferson and Lincoln University. II. Make recommendations regarding user fees for persons usiug.ICTV. Ili. Solicit sponsorships and provide for the rules and regulations of such sponsorships 1V. Evaluate other funding sources such as n cable subscriber surcharge and make recommendations to the council regarding such other sources. V. Subject to the approval of the City Connell,seek grants to provide funding for the mission of JCTV. Sec. 7405.Annual report. The Jefferson City Public Television Steering Committee shall make an annual report to the city council giving a full account of its operations, fiscal coudtttoa, needs, and Its accomplishments. Sec. 7-406. Fluaaaccs. The city council may appropriate funds for the use of the Jefferson City Public Television Steering Committee to its work, and (lie Committee shall submit to the council a proposed budget Indicating file amounts needed and the purpose for which they would be used. The Committee, or the city council acting for the Committee, may receive federal and slate gratis for the work of the Committee. The Committee also is empowered to accept and use private contributions for the furtherance of its work. Sec.7407.Staff;city cooperation. Subject to the limitations imposed by a budget approved by the city council, the Jefferson City Public Television Steering Committee may employ such full-tine or part-time employees,consultants or experts as It deems necessary In the furtherance of its work. The Committee may request and shall receive the cooperation of city officials unit city employees to • the extent reasonably possible in providing it assistance for the furtherance of Its duties.
