Recomm endation: Approve Item s A through I per recommendations. A. APPROVAL OF MINUT ES The City Council is requested to review and approve: 1. Minutes of the City Council Special Meeting of July 17, 2018; 2. Minutes of the City Council Regular Meeting of July 17, 2018; and 3. Minutes of the City Council Special Meeting of July 25, 2018. Recommendation: Approve. B. PLANNING COMMISSION ACTIONS The City Council is requested to receive and file the Actions of the Regular Planning Commission Meeting of July 10, 2018. Recommendation: Receive and file. C. TRANSPORTATION AND PUBLIC SAFETY COMMISSION ACTIONS The City Council is requested to receive and file the Actions of the Regular Transportation and Public Safety Commission Meeting of July 11, 2018. Recommendation: Receive and file. D. PARKS AND RECREATION COMMISSION ACTIONS The City Council is requested to receive and file the Actions of the Regular Parks and Recreation Commission Meeting of July 18, 2018. Recommendation: Receive and file. E. ACCEPT PLANS AND SPECIFICATIONS, AND AUTHORIZE BID ADVERTISEMENT FOR DEMOLITION ACTIVITIES AT 5922 AND 5928 PRIMROSE AVENUE The City has completed the preliminary environmental site assessments for 5922 and 5928 Primrose Avenue. To continue the project’s momentum, a bid document has been prepared for building demolition and site clearance. Recommendation: 1. Accept plans, specifications and estimates for the demolition of buildings City Council Agenda August 7, 2018 Page 3 of 6 located at 5922 and 5934 Primrose Avenue (APN 8587 -014-904,-905); and 2. Authorize the City Manager to circulate the bid advertisement. F. APPROVAL OF A MEMORANDUM OF UNDERSTANDING (MOU) BETWEEN THE CITY OF TEMPLE CITY AND THE TEMPLE CITY E MPLOYEES ASSOCIATION FROM JULY 1, 2018 THROUGH JUNE 30, 2019 The City of Temple City and the Temple City Employees Association have come to a tentative agreement for wages, hours, and other terms and conditions of employment for July 1, 2018 through Jun e 30, 2019. It is recommended the City Council take the actions outlined to implement the MOU. Recommendation: 1. The City Council is requested to adopt Resolution No. 18 -5351 approving the Memorandum of Understanding (MOU) between the City of Temple City and the Temple City Employees Association; and 2. Appropriate $40,000 from the General Fund Reserves to implement provision of the MOU. G. PETTY CASH REPORT The City Council is requested to receive and file the Petty Cash Report for Fiscal Year 2017-18 and 2018-19. Recommendation: Receive and file. H. ADOPTION OF RESOLUTION NO. 18-5352 APPROVING PAYMENT OF BILLS FOR FISCAL YEAR 2017-18 The City Council is requested to adopt Resolution No. 18 -5352 authorizing the payment of bills. Recommendation: Adopt Resolution No. 18-5352. I. ADOPTION OF RESOLUTION NO. 18-5353 APPROVING PAYMENT OF BILLS FOR FISCAL YEAR 2018-19 The City Council is requested to adopt Resolution No. 18 -5353 authorizing the payment of bills. Recommendation: Adopt Resolution No. 18-5353. 8. PUBLIC HEARING – None City Council Agenda August 7, 2018 Page 4 of 6 9. UNFINISHED BUSINESS – None 10. NEW BUSINESS A. PROPOSED COMMITTEE ON AGING One of the action steps in the recently adopted Senior Master Plan is establishment of the Committee on Aging (COA) to advise the City Council on older adult issues and concerns. The Parks and Recreation Commission has reviewed and recommended approval of criteria and standards for the COA. City Council approval will allow staff to move forward with recruitment and selection of members for the COA. Presentation: Parks and Recreation Director Recommendation: 1. Review the criteria and standards for the proposed COA as recommended by the Parks and Recreation Commission; 2. Approve as presented or amended; and 3. Appoint one Councilmember to the COA as a non-voting member. B. CITY COMMISSION DISCUSSION The City Council is requested to hold a discussion regarding possibly increasing the number of commissioner seats for the Parks and Recreation Commission and Transportation and Public Safety Commission. Presenter: City Manager Recommendation: 1. Hold a discussion regarding number of commissioner seats for the Parks and Recreation Commission and Transportation and Public Safety Commission; and 2.
