Mayor Man called the City Council Regular Meeting to order at 7:33 p .m. in the Council Chambers located at 5938 Kauffman Avenue, Temple City. 2. ROLL CALL PRESENT: ABSENT : ALSO PRESENT: 3. INVOCATION Councilmember-Chavez, Sternquist , Yu , Fish , Man Councilmember-None City Manager Cook , Assistant City Attorney Murphy, Community Development Director Forbes, Planning Manager Reimers , Associate Planner Gulick , City Clerk Kuo Pastor Darrel Kelty, Community of Christ , 9468 Broadway, provided the invocation. 4. PLEDGE OF ALLEGIANCE Troop 161 led the pledge of allegiance . 5. CEREMONIAL MATTERS -PRESENTATIONS A. RECOGNITION OF TEMPLE CITY RESIDENT JOSEPHINE SACHELE City Council recognized Josephine Sacheli , a Temple City resident of 66 years, and wished her an early happy 98 1h birthday . 6. PUBLIC COMMENTS ON ITEMS NOT LISTED ON THE AGENDA Lucy Liou , Temple City resident, encouraged everyone to donate to the Red Cross . She also invited everyone to the next Neighborhood Watch meeting at Cloverly Elementary School from 5 :30-7 :30 p.m. Maria Warner, Temple City resident, spoke regarding a coyote with mange in the city . Jerry Jambazian, Temple City business owner, invited the public to the Kiwanis ' 50th Annual Barbeque at Longden Elementary School. City Council Minutes July 17 , 2018 Page 2 of 8 Valerie Munoz , Water Quality Authority/Councilmember of City of La Puente, gave a brief overview of the Water Quality Authority and spoke about water in the San Gabriel Valley . Steve Stafford, Temple City resident , made comments regarding publi c utility work trucks creating hazardous condition for drivers in the City. 7. CONSENT CALENDAR Mayor Man pulled Consent Calendar Item 7F and City Manager Cook pulled Item 7G for comments . Councilmember Sternquist made a motion to approve the remainder of the Consent Calendar Items . APPROVAL OF MINUTES The City Council is requested to review and approve: 1. Minutes of the City Counci l Special Meeting of July 3, 2018; and 2. Minutes of the City Council Regular Meeting of July 3 , 2018. Action: Approved . B. TRANSPORTATION AND PUBLIC SAFETY COMMISSION ACTIONS The City Council is requested to receive and f i le the Actions of the Regular Transportation and Public Safety Commission Meeting of June 13 , 2018 . Action: Received and filed. C . PLANNING COMMISSION ACTIONS The City Council is requested to receive and file the Actions of the Regular Planning Commission Meeting of June 26 , 2018. ADOPTION OF RESOLUTION NO . 18-5347 RECITING THE FACT OF THE SPECIAL MUNIC IPAL ELECTION OF JUNE 5 , 2018 , DECLARING THE RESULT, AND DECLARING SUCH OTHER MATTERS AS PROVIDED BY LAW FOR CITY MEASURE VP (AMENDING CITY CHARTER) The City Council is requested to declare the final results of the June 5, 2018 Special Municipal Election . Action: Adopted Resolution No . 18-534 7 reciting the facts of the Special Municipal Election held on June 5, 2018 and declaring such other matters as provided by law for City Measure VP . E. ADOPTION OF NEW RESOLUTION NUMBER CHANGING THE REFERENCE OF RESOLUTION NO . 18-5342 TO 18-5348 PERTAINING TO THE APPOINTMENTS OF PARKS AND RECREATION COMMISSIONERS The same resolution number was used for both the approval of the MSRC Local Government Partnership Program and the appointment of the Parks and Recreation Commissioners. The City Council is requested to adopt Resolution No. 18-5348 to correct this clerical error. Action : H. VISA CARD REPORT Adopted Resolution No. 18-5348 changing the reference of Resolution No . 18-5342 pertaining to Appointments to Parks and Recreation Commissioners . The City Council is requested to receive and file the Visa Card Report. Action: Received and filed . I. ADOPTION OF RESOLUTION NO. 18-5349 APPROVING PAYMENT OF BILLS FOR FISCAL YEAR 2017-18 The City Council is requested to adopt Resolution No . 18-5349 authorizing the payment of bills . Action: Adopted Resolution No . 18 -5349 . J. ADOPTION OF RESOLUTION NO. 18-5350 APPROVING PAYMENT OF BILLS FOR FISCAL YEAR 2018 -19 The City Council is requested to adopt Resolution No . 18-5350 authorizing the payment of bills . City Council Minutes July 17, 2018 Page 4 of 8 Action: Adopted Resolution No . 18-5350. Consent Calendar Items F and G were heard out of agenda order. F. APPROVAL OF AN ANNUAL SERVICES AGREEMENT WITH THE TEMPLE CITY CHAMBER OF COMMERCE The current agreement between the City and the Chamber expired on June 30, 2018. To ensure that there is no disruption to the services currently being provided by the Chamber , the City Council is requested to consider approval of an Annual Service Agreement with the Chamber for Fiscal Year 2018-19. Mayor Man opened public comment. Jerry Jambazian, Temple City business owner, made comments regarding the agreement between the City and the Chamber of Commerce . City Council asked questions regarding the City's agreement with the Chamber of Commerce. Councilmember Sternquist made a motion to approve the Annual Service Agreement with the Temple City Chamber of Commerce covering the term of July 1, 2018 through June 30, 2019, ratify the work that has been done since July 1, 2018, and authorize the City Manager to execute the Annual Service Agreement for Fiscal Year 2018-19. APPROVAL OF A SISTER CITY PARTNERSHIP MEMORANDUM OF UNDERSTANDING WITH HUALIEN COUNTY, TAIWAN City Council approved an invitation to Hualien County , Taiwan, to establish a sister city relationship and directed staff to bring back a memorandum of understanding (MOU) for Council's consideration . City Manager Cook requested City Council to consider amending Term #3 in the MOU from "Strive to develop a youth exchange program in the future " to "Develop a youth exchange program in the future ". Mayor Man opened public comment. With no request to speak, Mayor Man closed pub li c comment. Councilmember Sternquist made a motion to approve the Sister City Partnership City Council Minutes July 17, 2018 Page 5 of 8 MOU between the City of Temple City and Hualien County , Taiwan, with amendment to Term #3 in the MOU as requested by City Manager Cook . PUBLIC HEARING -None 9. UNFINISHED BUSINESS -None 10. NEW BUSINESS A. PUBLIC SECTOR RIDESHARING PARTNERSHIP TO COMPLEMENT THE CURRENT DIAL-A-RIDE PROGRAM Public Ridesharing Partnerships enable cities to subsidize the cost of rides making travel more affordable for eligible users. This has allowed some cities to reduce their Dial-A-Ride service programs. Ridesharing partnerships may be able to provide residents greater access to public transportation and decrease parking demands throughout downtown . Public Works Management Analyst Avery gave a brief summary of the staff report. City Council asked questions and made comments regarding the rideshare partnership with Lyft. Parks and Recreation Director Burroughs answered City Council questions relating to the cost of Dial-A-Ride with implementation of a rideshare program. Mayor Man opened public comment. Lucy Liou, Temple City resident , spoke in favor of using the rideshare partnership with Lyft to supplement senior ridership. She suggest the City consider tiered subsidies depending on the type of riders (i.e ., age , residents versus visitors to the city , etc.). Hearing no further request to speak, Mayor Man closed public comment. Councilmember Chavez made a motion directing staff to bring back to City Council for approval a six month trial agreement, with the option to terminate with 30 days' notice, for a rideshare partnership with Lyft. COUNCILMEMBER YU-None B . COUNCILMEMBER STERNQUIST Remind the public to be mindful of standing water as it is pest and mosquito season. C . COUNCILMEMBER CHAVEZ Shared that Temple City National Little League, 11-12 year olds, won the Millham Field section tournament. D . MAYOR PROTEM FISH Commented and thanked City Commissioners for volunteering their time serving on the city commissions , complimented on the festive decorations in Camellia Square, and thanked park staff for putting together great concerts in the park. E. MAYOR MAN Commented on the Mayor's Facebook Live. 16. REIMBURSEMENT OF EXPENSES TO CITY OFFICIALS FOR CONDUCT OF CITY BUSINESS AND FOR CITY PAYMENT OF CONFERENCE EXPENDITURES-None 17. ADDITIONAL PUBLIC COMMENTS ON ITEMS NOT LISTED ON THE AGENDA Lucy Liou , Temple City resident, shared that literatures regarding mosquito prevention are shared at the Neighborhood Watch meetings . Steve Stafford, Temple City resident, made comments regarding toxic water and City Council Minutes July 17 , 2018 Page 8 of 8 lead poisoning. 18.
