AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, CHANGING, AMENDING, AND
MODIFYING THE ZONING MAP OF THE ZONING CODE OF THE CITY OF JEFFERSON, BY
REZONING FROM RA-2 HIGH DENSITY RESIDENTIAL TO RS-4 MEDIUM DENSITY
DETACHED RESIDENTIAL, FOR PROPERTY LOCATED AT 1500 TO 1516 EDMONDS
STREET, AND ENDORSING AN AMENDMENT ON THE DEVELOPMENT PLAN MAP OF THE
COMPREHENSIVE PLAN TO REFLECT SUCH CHANGE.
WHEREAS, It appears that the procedures set forth in the zoning code relating to zoning have in
all matters been compiled with.
WHEREAS, The zoning ordinance requires consistency between the comprehensive plan and
the zoning map and the proposed zoning change would necessitate a change to the
Comprehensive Plan Development Plan Map.
NOW, THEREFORE, BE IT ENACTED BY THE COUNCIL OF THE CITY OF JEFFERSON,
MISSOURI, AS FOLLOWS:
Section 1. The following described real estate Is rezoned from RA-2 High Density
Residential to RS-4 Medium Density Detached Residential: Lot Nos. 1, 2, 3, 4, 5, 6, 7, 8 and 9,
Block 2, Morris and Edmonds Subdivision, Plat Book 2, Page 19, City of Jefferson, County of Cole,
• Missouri. Containing approximately 0.74 acres.
Section 2. An amendment to the Comprehensive Plan Development Plan Map is hereby
endorsed to reflect the changes for the area described in Section 1 from High Density Residential
to Medium Density Residential.
Section 3. This ordinance shall be in full force and effect from and after Its passage and
approval.

1500 to 1516 Edmonds Street
The City Council of the City of Jefferson, Missouri, will hold a public a hearing on Monday, August
15, 2005 at 6:00 p.m. in the Council Chamber of the John G. Christy Municipal Building, 320 East
McCarty Street, to consider rezoning approximately 0.74 acres of property located at 1500 to 1516
Edmonds Street from RA-2 High Density Residential to RS-4 Medium Density Detached
Residential and an associated amendment to the Development Plan Map of the City's
Comprehensive Plan to reflect the zoning change:
Section 1. Property Description. Lot Nos. 1, 2, 3, 4, 5, 6, 7, 8 and 9, Block 2, Morris and Edmonds
Subdivision, Plat Book 2, Page 19, City of Jefferson, County of Cole, Missouri. Containing
approximately 0.74 acre.
Section 2. Rezoning application. The property described in Section 1 is proposed to be rezoned
from RA-2 High Density Residential to RS-4 Medium Density Detached Residential.
Section 3. Associated Comprehensive Plan Map Amendment. Designation of the property in
Section 1 above is proposed to be revised from High Density Residential to Medium Density
Residential.

The undersigned hereby petitions the Planning and Zoning Commission and City Council of the City of Jefferson,
Missouri, for the following amendment(s) to the City's Comprehensive Plan or Development Plan Land Use Map.

All applications shall attach a narrative which addresses the following criteria, as outlined in Section 35.74.AA,
Jefferson City Zoning Code.
a. Whether there was error in the original Comprehensive Plan adoption in that the Planning and Zoning
Commission falled to take into account then existing facts,projections or trends that were reasonably
foreseeable to exist in the future.
b. Whether events subsequent to the Comprehensive Plan adoption have invalidated the Commission's
original premises and findings made upon plan adoption.
C, Whether the change is consistent with the goals, objectives and policies of the Plan.
d. Whether events subsequent to the Comprehensive Plan adoption have changed the character and/or
condition of the area so as to make the application acceptable.
e. Whether the change is needed to Improve consistency between the Comprehensive Plan and other
adopted plans.
f. Whether public and community facilities,such asutilities,sanitaryand storm sewers,water,police and
fire protection, schools, parks and recreational facilities, roads, libraries, solid waste collection and
disposal, and others are adequate to serve development for the type and scope suggested by the
proposed zone. If utilities are not available, whether they can be extended reasonably.
g. Whether there is an adequate supply of land available in the subject area and the surrounding
community to accommodate the zoning and community needs.

Re: RA Zoning Restrictions
Dear Sirs:
For the past twelve years, the Jefferson City Housing Authority and the Nichols Career Center
have been partnered to build a new (tome each year to be marketed to any individual who is
currently a resident of the Housing Authority, on one of our housing program waiting lists, or is
eligible to receive housing assistance. For the past eight years, this program has been done along
the 1500 and 1600 blocks of Edmonds Street, This property is zoned RA, and probably has been
zoned as such since the public housing development in the vicinity was first constructed, in the
mid 1960's.
• The recent major revision to the Comprehensive Zoning Plan of the City of Jefferson, which was
approved and implemented during 2002, the definition of permitted uses in RA zoning was
changed. Prior to the last years' major revision, single-fancily homes were permissible in a RA
zoning district. This revision changed time permissible use definitions, resulting in single-family
structures no longer being permitted in the RA zoning districts.
The south side of the 1500 block of Edmonds has been developed by the Housing Authority with
five single-family homes. All of the existing residences, with the exception of one, have been
replaced with new homes. All but one of these homes has been sold to an eligible family. The
north side of this same block has one new home on it, The Housing Authority also has previously
acquired the remainder of the block from this new home cast to Elizabeth Street, and had
planned to construct two or three additional new single-family homes on this property over the
next two It three years.
Time south side of the 1600 block of Edmonds is single-family public housing. The north side of
this block contains one home built by the Housing Authority, now in private ownership of an
eligible family. There are also two other single-family homes, and Roark Hauling garage on this
side of the street.

The subject site is located on the north side of Edmonds Street beginning at Elizabeth Street.The site has 270
feet of frontage on Edmonds Street and extends 120 feet notih-south. The site consists of 9 platted lots
containing 0.74 acres and is currently zoned RA-2 high Density Residential.

The subject site is located in a residential area that is mostly developed, In the immediate vicinity, several
individual homes exist among a number of vacant lots. Some of the lots contain dilapidated dwellings suitable
for clearance and redevelopment. Property immediately to the south of the site on the south side of lidnlonds
Street contains several new single-family dwellings.The remaining area to the south is developed with a large
number of public housing units.
Nature of Renuest
Tic applicants are requesting down-zoning of the property from RA-2 Mulli-family Residential to RS4
Single-family Residential. This request is being submitted because RA-2 (as defined in the new zoning
ordinance adopted in 2002) does not pennit single-family detached dwellings. The subject area has been
designated by the Jefferson City Housing Authority for the construction of new owner-occupied detached
residential dwellings.The units are being constructed by high school students enrolled in a construction bodes
progmin. One dwelling ilas already beat built on lots 3 and 9(where a dilapidated house was removed)and
three more houses are planned on the remaining 7 lots, An existing construction trailer located on Lot I will
be removed. Each platted lot is 30' wide by 120' deep. Each building site will consist of two lots and be at
• least 60' wide and contain a minimum of 7,200 sq. fl. of land area. This elects RS-4 standards.

Staff Annivsis
• A. Comprehensive Plan Amendment: The Comprehensive I'Imi Land Use Map designates the subject site
along both sides of Edmonds Street as High Density Residential. The area to dic south between Myrtle
Street and Buena Vista Street which contains the public housing complex is designated Medium Density
Residential. The proximity of existing single-family dwellings and the potential for similar development
on the subject site supports a lower density residential use.This change would also be an extension of the
Medium Density Residential.
B. Rezoning from RA-2 to RS-4:
• Density If the property were developed under existing RA-2 zoning, the site could contain one
residential unit per 1,500 sq. fl. of land area or up to 16 multi-family dwellings on the remaining
7 lots. With rezoning of the property to RS-4, which allows 6,000 sq. fl. and 60 foot wide lots,
no more than 3 additional single-family homes could be built on the site. Development matching
(his pattern would be more in keeping with the pattern of individual homes including ibose newly
built on the south side of rdmonds Street,
• Public Services: All public services and utilities are currently in place or could be extended to
serve the proposed development. Water and sanitary sewer service would be available from
existing lines located along Edmonds Street.
• Accessfrmffic: Edmonds Street is a two-lane residential street. Separate access drives would be
provided to each dwelling unit. Each unit can be expected to generate 7-8 vehicle trips per day.
Although the eastern portion of Edmonds Street is located on fairly sleep terrain, backing out of
• driveways should be no more bazardous than on many other steep city streets as traffic volume is
light.
Staff Recommendations
A. Staff supports the amendment to the Comprehensive Plan Development Map from High Density
Residential to Medium Density Residential.
D. Staff supports rezoning the site from RA-2 to RS-4.
