SUBJECT: ACCEPT PLANS AND SPECIFICATIONS, AND AUTHORIZE BID
ADVERTISEMENT FOR DEMOLITION ACTIVITIES AT 5922 & 5934
PRIMROSE AVENUE
RECOMMENDATION:
The City Council is requested to :
1. Accept plans, specifications and estimates for the demolition of buildings located at
5922 and 5934 Primrose Avenue (APN 8587-014 -904 , -905); and
2. Authorize the City Manager to circulate the bid advertisement.
BACKGROUND:
1. In July 2007 and February 2014, the City purchased the properties at 5922 and
5934 Primrose Avenue (APN 8587-014-904 , -905) respectively for future
redevelopment opportunities .
2. In June 2017 , the City successfully relocated all tenants from said properties
pursuant to State laws and regulations .
3 . In July 2018 , the City completed preliminary environmental site assessments on
both properties to determine the presence of recognized environmental concerns.
No additional reviews were needed.
ANALYSIS:
To continue the project's momentum , the City Engineer has prepared a bid document
for building demolition and site clearance. Provided as Attachment "A", it contains the
City Council

following key components:
• The project scope , which includes :
The removal of lead-based paint and asbestos from the bu ildings, prior to
demolition;
The demolition and removal of all buildings and foundations , with exception to
the existing north and south boundary cinder block walls (adjacent to existing
public and patron parking areas);
The backfilling of the demolished s ite with clean dirt and surface mulch
covering ;
Necessary project activ ity noticing to adjacent residents and local government
authorities ; and
Coordination with utility companies for necessary service disconnects.
• Mitigation measures that require the successful contractor to limit dust and noise
on and around the project site during demolition ; as well as to keep the site and
adjacent public right-of-ways clean , neat and safe ;
• Notice of award provisions , which require the successful bidder to begin work no
less than 15 days from the City's issuance of a Notice to Proceed , and for a
duration no more than 40 wo rking days between the hours of 7 a.m. and 5 p.m.
• Bidder proposal requ i rements that identify professional qualifications and
communicate procedu res for how the work will be performed . Bidders must
provide a schedule of hourly and/or fixed costs to compete the project.
• Contractual provisions, which outline to bidders a number of the City's key
contracting requirements including -but not limited to-fair employment
practices , preva iling wages , prescribed safety protocols and insurance liability
requi rements for indemnity .
Should Council authorize circulation of the bid document, the City Engineer (on behalf
of the City Manager) will solicit competitive bids for a bid opening date of September 7,
2018 . The subsequent award of contract will be presented fo r Council consideration on
September 18 , 2018 .
The successful contractor will be required to complete all demolition activities by mid-
Decembe r of this year.

Actions contained in th is report align with the City's strategic goals of economic
development and public safety.
FISCAL IMPACT:
None . Project funds have been formally appropriated under the City's Cap ital
Improvement Program, Account Number 60-980-81-6010 (Project 19 -13).
