SUBJECT: PROPOSED COMMITTEE ON AGING
RECOMMENDATION:
The City Council is requested to:

ITEM 10.A.
1. Review the criteria and standards for the proposed Committee on Aging (CoA) as
recommended by the Parks and Recreation Commission ;
2. Approve as presented or amended; and
3. Appoint one Councilmember to the CoA as a non -voting member.
BACKGROUND:
1. In January 2017, the City retained a consultant, Mr. Dick Guthrie, to assist with the
development of a Temple City Senior Master Plan (SMP).
2. On May 16 , 2017, the City Council approved the Senior Master Plan Advisory
Committee (SMPAC) members.
3. Between June and November 2017, the SMPAC met monthly to receive
information on various topics relative to older adults and to ultimately develop the
action steps for the SMP.
4. On January 4, 2018, the SMP was approved by the SMPAC.
5. On February 21, 2018, the Parks and Recreation Commission recommended
adoption of the SMP to the City Council.

6 . On April 17, 2018 , the City Council adopted the SMP as recommended by the
Parks and Recreation Commission .
7 . On July 18 , 2018, the Parks and Recreation Commission considered the criteria
and standards for the proposed CoA and approved it with one amendment.
ANALYSIS
With the recent adoption of the SMP, staff has begun implementation of various Action
Steps, in particular those identified as "immediate" (to be completed within a year of
adoption). One of the immediate Action Steps staff has been working on is Action Step
04:
The City should establish a new standing committee, the Committee on Aging,
under the Parks & Recreation Commission to advise the Commission and City
Council on older adult issues and concerns .
Staff contacted various local cities that have similar older adult committees. After
reviewing those models, staff developed the following criteria and standards for the
proposed committee and presented them to the Parks and Recreation Commission for
review and approval:
• NAME
Temple City Committee on Aging (CoA)
• AUTHORITY
The CoA will be a standing Comm ittee under the Parks & Recreation
Commission.
• BASIC FUNCTIONS
1. To assist the Parks & Recreation Department with the implementation of the
Temple City Senior Master Plan (SMP).
2 . To advise and assist Parks & Recreation staff regarding activities, programs
and services for seniors .
3 . To inform the Parks & Recreation Commission and the City Council about
programs and services benefiting seniors .
4 . To evaluate existing senior programs and services annually.

5. To advocate for legislative issues that affect the lives of older adults and to
disseminate information that will enable seniors to participate actively in the
democratic process.
• MEMBERSHIP
1. The CoA shall consist of at least 9 representatives of the community; 50 %
or more shall be 50 years or older.
2 . Each member shall serve staggered two (2) year terms. Initial
appointments shall be for two or three years and shall be from the date of
appointment to June 30 . Terms shall commence on July 1 and terminate
on June 30.
3. Membership may be drawn from community members , professionals in the
field of aging, non-profit leaders, faith -based representatives, program
participants , and persons representing the business community .
4. The Parks & Recreation Commission and City Council shall each appoint
one of its members to serve on the CoA as a non -voting representative who
does not count towards a quorum .
5 . Initial and ongo ing appointment of members to the CoA shall be made by a
committee consisting of the City's Parks and Recreation Director, Parks and
Recreation Manage r, Parks and Recreation Coordinator and the appointed
members of the City Council and Parks and Recreation Commission as
stated in paragraph 4 above .
6 . Additional members may be appointed to the CoA during the year if the
proposed member(s) have the potential to bring professional stature and/or
experience beneficial to the mission of the CoA.
7 . The CoA shall meet on a quarterly basis (January, April, July , and October).
Exact day, time , and location TBD.
• GOVERNANCE
1. The CoA shall select the following officers: Chair and Vice Chair.
a. Officers shall serve from July 1 to June 30 .
b. Officers shall serve 1-year terms and may serve a second consecutive
year.

c. The Chair shall appoint chairs of subcommittees as needed from
within the membership .
d. The Chair shall appoint replacements for officer vacancies which occur
(for the remainder of the year) from within the membership.
2. A quorum shall consist of a simple majority.
The Parks and Recreation Commission approved the standards and criteria as
presented with one minor amendment. The Commission requested #1 under BASIC
FUNCTIONS be amended to read :
1. To assist the Parks & Recreation Department with the implementation of the
Temple City Senior Master Plan (SMP) and provide an annual report card to the
Commission and City Council.
If the City Council approves the standards and criteria for the CoA, as presented or
amended, the Council is requested to appoint one member to serve on the CoA.
Recruitment will begin for CoA members within the next few months. The City Council
and Parks and Recreation Commission appointees will assist staff with the selection of
CoA members.
CITY STRATEGIC GOALS:
Approval of the standards and criteria for the CoA furthers the City's Strategic Goals of
Quality of Life and Citizen Education and Communication .
FISCAL IMPACT:
This item does not have an impact on the Fiscal Year (FY) 2018-19 City Budget.
