MANAG EM ENT SERVICES DEPARTMENT DATE: TO: FROM: August 7, 2018 The Honorable City Council Bryan Cook, City Manager By: Peggy Kuo, City Clerk MEMORANDUM SUBJECT: CITY COMMISSION DISCUSSION RECOMMENDATION: The City Council is requested to: 1. Hold a discussion regarding possibly increasing the number of commissioner seats for the Parks and Recreation Commission and Transportation and Public Safety Commission only; and 2. Provide staff with further direction . BACKGROUND: On June 19, 2018 , the City Commissione r Recruitment Appointment Ad Hoc Committee (i .e., Councilmember Chavez and Councilmember Yu) recommended to City Council to discuss possibly increasing the number of City commissioner seats for the Parks and Recreation Commission and Transportation and Public Safety Commission from five to seven . The number of Planning Commissioners will remain unchanged. ANALYSIS: The City currently has three City Commissions: Planning , Parks and Recreation, and Transportation and Public Safety. Each Commission consists of five commissioners and each Comm issioner serves a term of two years with no term limit (i.e., per City Municipal Code Title 2: Administration, Chapter 6: City Commissions, Article A: Parks and Recreation , Article E: Transportation and Public Safety Commission, and Title 9: Zoning Regulations, Article B: Planning Commission). Planning Commission meets on the second and fourth Tuesdays of the month, Parks and Recreation Commission meets on the third Wednesdays of the month , and Transportation and Public Safety Commission meets on the second and third City Council August 7 , 2018 Page 2 of 2 Wednesdays of the month . To change the number of comm1ss1oner seats for the Parks and Recreation Commission and Transportat ion and Public Safety Commission , City Council would need to adopt an ordinance to amend Municipal Code Sect ion 2-6A-1 and 2-6E-1 (Title 2 -Administration, Chapter 6 -City Commissions , Article A -Parks and Recreation Commission and Article E -Transportation and Public Safety Comm ission , Se ction 1 - Members) to increase the number of commissioner seats from five to seven. City Council is requested to hold a discussion regarding the number of commissioner seats on the Parks and Recreation Commission and Transportation and Public Safety Commission . CITY STRATEGIC GOALS : City Council discussion regarding the number of comm1ss1oner seats for each commission promotes the City's Strategic Goals of Good Governance and Citizen Education and Communication . FISCAL IMPACT: This item does not have an impact on the Fiscal Year (FY) 2018-19 City Budget. ATTACHMENT: None
