( 3 q I g AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, ACCEPTING AND APPROVING THE FINAL PLAT OF THE TRAILS OF KAUFFMAN HILLS, SECTION ONE, A SUBDIVISION OF THE CITY OF JEFFERSON, MISSOURI. WHEREAS, it appearing that said plat has been fully and properly signed and accepted by the owner of said subdivision, known and referred to as the Plat of The Trails of Kauffman Hills, Section One, that all taxes have been paid, and that in all respects the requirements of Chapter 445, RSMo, entitled "Plats" have been fully compiled with by the owner of said subdivision, and that in all respects the requirements of the Planning and Zoning Commission of the City of Jefferson, Missouri, relating to plats and subdivisions have been complied with. NOW, THEREFORE, BE IT ENACTED BY THE COUNCIL OF THE CITY OF JEFFERSON, MISSOURI, AS FOLLOWS: SECTION 1. That the plat of The Trails of Kauffman Hills, Section One, lying, being and situated within the corporate limits of the City of Jefferson, Missouri, as shown by the said plat attached hereto and made a part of this ordinance, is hereby approved and accepted by the City Council of the City of Jefferson, Missouri. SECTION 2. Ilacktnound The preliminary pint of this subdivision was approve on June 9, 2005 subject to the recommendations of the Engineering Division and submittal of constmetion plans for public improvements, including landscaped medians and the roundabout, with the final plat. Description of Renuest • zoniog: RS-I Single FamilyResidenlial • Size of Property: 11.46 acres • Number of Lots: 14 • I.ot Sizes: 'file smallest lot is 18,050 sq. fl. and the narrowest lot is 103 feel wide. All lots meet minimum widd) (100')and nrca(15,000 sq, 11.)requirements. All corner lots are over 18,000 sq, Il. • • Streets: Sherwood Drive will be extended into the subdivision through its imerseelion wilh Grayslone Drive. A roundabout is proposed at This 4-%vay intersection. A landscaped median in the middle of the street at Ibe north end of Sherwood Drive is also proposed. All streets arc shown with a right-of-way width of 60 feel and pavement width of 35 feet. Parking would be allowed on both sides ofall sheets. • Sidewalks: Sidewalks are shown on both sides of all streets. • Drainage: Street inlets connected to storm sewers will be installed to convey runoff to nearby drainage ways. No detention is proposed so site grading will need to be carefully planned and executed. • Utilities: New sewer laterals will be extended from existing server lines to scree the lots, Water lines will be extended from adjoining areas along all new streets. Fire hydrants and street lights are indicated at appropriate intervals. All utilities will be underground. Section 33-8 of rile Subdivision Code, Regnrdin¢ Filial Pints All items required by Section 33.8 Final Plat Contents have been addressed. The proposed Final Plat closely conforns to the approved Preliminary Plat. Public improvements will be covered in the Development Agreement. Staff Recommendation Approve the final plat, as submitted, subject to the following condition: • 1. Compliance with the recommendations of the Miginecring Division regarding the addition of any needed casements, any design changes for public infrasnr clure, and site grading. • Jefferson City Planning & Zoning Commission Meeting Engineering Division Staff Report Thursday, July 14, 2005, 5:15pm NEW BUSINESS-Item 7. Case No. P05032-Final Plat of The Trails of Kauffman Hills, Section One (1), Sherwood Drive (RS-1) COMMENTS: The Engineering Division has completed the technical review of the submittal of the final plat and improvement plans for sewers, sidewalk, utilities and streets as submitted by Central Missouri Professional Services, Inc. To date, most items concerning Engineering Division review in Section 33-8. of the Subdivision Code pertaining to final plat contents have been addressed on the initial submittal of the final plat. The following comments, are regarding this review; Regarding infrastructure; • Infrastructure is existing in the vicinity to serve the subdivision. New infrastructure is proposed including, streets, storm sewer, sanitary sewer and sidewalk for the subdivision to serve the proposed lots. Regarding our review of the plan are the following items; 1. Storm drainage- Inlets are proposed near the roundabout. Energy dissipation near the creek where the outfall to this enclosed system occurs needs to be carefully examined, especially until the future creek crossing is installed. Written easement descriptions need to be provided for the off-site portion of the drainage system to review. Drainage and the street design at the end of Sherwood Drive will need to be examined. A five(5) feet cut is proposed at the property line, so drainage and impact upon the adjacent property are a concern that will need to be addressed on the infrastructure plans. 2. Erosion Control-An erosion control plan needs to be incorporated into the infrastructure plans. A land disturbance permit has been obtained from MDNR. 3. Access- Access to this section of the subdivision will be from Sherwood Drive, Country Club Estates Subdivision. Future sections will connect this subdivision to various adjacent subdivisions. A temporary turnaround may need to be • considered on Graystone Drive to the east, since two (2)lots per side of the street will need to have to have trash service,mail service, etc. 4. Sanitary sewer- Sewer mains will be extended from the existing mains in the • vicinity, Lot 6 will need to be served by either a main in back of the lot as proposed by the preliminary plat or by a service lateral from the proposed main across Graystone Drive, These comments need to be incorporated into the sanitary sewer plan. Written easement descriptions need to be provided to review for the off-site portion of the proposed sewer system. 5. Utility Access- Utilities have been shown throughout the subdivision to serve the proposed lots with necessary easements provided as well. Access to existing utility service will primarily be from Sherwood Drive, Country Club Estates. 6. Sidewalk- Sidewalk has been provided throughout the subdivision on both sides of all the streets. The width of the sidewalk will conform to the local street standard of four(4) feet, with a three(3) feet green space between the sidewalk and curb. 7. Streets- Streets are designed throughout the subdivision are in accordance with the previously approved preliminary plat. A roundabout and subdivision entrance island have been proposed to calm and discourage any future residential through traffic,when Sherwood Drive eventually connects to West Edgewood Drive to the south in the future.
