SUBJECT: TRANSPORTATION AND PUBLIC SAFETY COMMISSION ACTIONS -
MEETING OF JUNE 13, 2018.
RECOMMENDATION:
The City Council is requested to receive and file the Transportation and Publ ic Safety
Commiss ion (Comm iss ion ) act ions from the i r regula r meeti ng of June 13, 2018 .
BACKGROUND:
On June 13 , 2018 the Commission held their regularly scheduled meeting .
ANALYSIS:
The follow i ng is a summary of actions taken at the June 13 , 2018 , meeting :
1. ROLL CALL
Present: Commissi oner-Kwan , Nimri, Pa lm ieri , Clift, Blatt
Absent: Commissioner-None
Excused : Commissioner-None
2 . CONSENT CALENDAR
The Commission approved the minutes of t he May 9 , 2018 meeting .

3. PARKING CITATION HEARINGS
The Commission held three hearings in person . Two citations were dism issed and
one citation was upheld .
The Commission held two hearings by written declaration . One citation was upheld
and one citation was dismissed .
4 . UNFINISHED BUSINESS :
A. PRESENTATION OF TEMPLE CITY HIGH SCHOOL FOCUSED TRAFFIC
ENGINEERING ANALYSIS AT THE INTERSECTIONS OF LEMON AVENUE
AND TEMPLE CITY BOULEVARD AND LEMON AVENUE AND TRELWANEY
AVENUE .
The Transportation and Public Safety Commission approved the proposed traffic
and pedestrian safety improvements at Lemon Avenue and Temple City
Boulevard and Lemon Avenue and Trelawney Avenue and recommended their
approval by the City Council:
Lemon Avenue and Temple City Boulevard
a) Install "stay back lines" I "yield li ne" approaching all crosswalks in each leg ;
b) Install pedestrian push buttons for pedestrians crossing north and south ,
making sure to match the existing style of the existing push buttons for the
east/west crosswalks ;
c) Install updated push button signage at all push buttons ; and
d) Increase the time for pedestrians to cross Temple City Boulevard with
pedestrians c ross i ng a few seconds before veh icles are given a green light.
Lemon Avenue and Trelawney Avenue
a) Outline the existing yellow ladder crosswalk in the south leg and the east
leg with highly reflective yellow raised pavement markers (RPM );
b) Install shark teeth yield lines 30-feet in advance of the crosswalk for
westbound and eastbound travelers ;
c) Install corresponding "YIELD HER FOR PEDS " signs (R1-5 ) adjacent to
proposed yield lines for westbound and eastbound travelers ;
d) Install a "stay back line " I "yield l ine" approaching the south leg crosswalk ;
e) Install Double S ided Pedestrian Activated Flashing Beacons on top of
existing Pedestrian crossing signs ;
f) Purchase two new YIELD to pedestrian in-road signs (R1-6b ) to be placed
at each crosswalk by school staff during school hours ;
g) Install approximately 52 ' of red curb west of the crosswalk and 70 ' of red
curb east of the crosswalk on the north side and south sides of Lemon
Avenue

h) Install 20 ' of red curb from the base of the curb ramp on the east and west
sides of Trelawney Avenue ; and
i) Construct a la rge r landing pad for pedestrians to wait to cross by expanding
the curb return with a mini bulb out or larger paved wait i ng area .
CITY STRATEGIC GOALS:
Reviewing the Transportation and Public Safety Comm ission Actions furthers the City's
Strategic Goal of Citizen Education and Communication .
FISCAL IMPACT :
This item d oes not have an impact on the Fis cal Year 2018-19 City Budget.
