THE SPECIAL MUNICIPAL ELECTION OF JUNE 5 , 20 18, DEC LARING
THE RESULT, AND DECLARING SUCH OTHER MATTERS AS
PROVIDED BY LAW FOR CITY MEASURE VP (AMENDING C ITY
CHARTER)
RECOMMENDATION :
T he City Council is requested to adopt Resolution No . 18-5347 (Attachment "A ") recit ing
the facts of the Specia l Municipal Electi on held on J une 5 , 2018 and declarin g such
other matters as pro v ided by law for City Measure VP (amending city charter).
BACKGROUND :
1. On February 20, 2018 , the City Council adopted Resolution No . 18-5313 calling a
Specia l Municipal Election for June 5 , 2018 to adopt a Measure , and setting forth
certain Elections Code -required steps for adoption of the Measure and adopted
Resolution No . 18-5314 requesting the Board of Supervisors of Los Angeles (LA)
County to co nso lidate the City 's Specia l Municipal Election with the June 5 , 2018
Statewide Genera l Election p urs uant to Section 1200 of the State Elections Code .
2 . On June 5 , 2018, from 7 :00 a .m. until 8 :00 p .m., the City's polling places were
open to vote rs t o cast their ballot.
3 . On Ju ly 2 , 2018 , t he LA County Election Department posted the official Statement
of Votes Cast for the City's Special Municipal Election on its website .
ANALYSIS :
The LA County Election Department issued the official Statement of Votes Cast for the
City's Special Mu nicipa l Election pertai ning to Measure VP (Measure) as required by
City Council

law on July 2 , 2018 . As a result of the election , a majority of the voters voted in favor of
the Measure thus amend ing the Charter of the City Section 501 [Elective Officers] of
Article V [Municipal Elections] to read in whole as follows :
The elective officers of this city shall be five (5) members of the city
council , each of whom shall hold the office of council member.
Elective officers of the city shall be ele cted for four year terms by the
registered qualified voters of the city , on an at large basis , at genera l or
special municipal elections , held for that purpose . General mun ici pa l
elections shall be conducted on the first Tuesday after the first Monday i n
March of even-numbered years , commencing in March of 2020 and as
more fully set forth in Elections Code section 2601 .
To effectuate the change from odd-numbered years to even-numbered
years , the elective officers holding office as of the effective date of this
section shall have their current terms extended by one (1) year.
The final results , including all vote-by-mail and provisional ballots is now presented to
the City Council to declare as follows :
3 ,285 voted yes for Measure VP
985 voted no for Measure VP
CITY STRATEGIC GOALS :
City Council 's adoption of resolut ion reciting the facts of the Special Municipal Election
of June 5 , 2018 and declaring the results will promote the City 's Strategic Goals of
Good Governance and Citizens Education and Communication .
FISCAL IMPACT
This item does not have an impact on the Fiscal Year (FY) 2018-19 City Budget.

RESOLUTION NO . 18 -5347
A RESOLUTION OF THE C ITY COUNC IL OF THE CITY OF TEMPLE
CITY, CALIFORNIA, RECITING THE FACT OF THE SPEC IAL
MUN ICIPAL ELECT ION HELD ON JUNE 5, 2018 , DECLARING THE
RESULT AND SUCH OTHER MATIERS AS PROVIDED BY LAW
WHEREAS , a Special Municipal election was he ld and condu cted in the City of Temple City ,
Ca liforn ia , on Tuesday, June 5, 2018, as required by law; and
WHEREAS, notice of said elect ion was give n in time , form and manner as prov id ed by law; that
voting precincts were properly establ ished ; that election officers were appointed and that in all respects the
election was held and conducted and the votes were cast, rece ived and canvassed and the returns made
and declare d in time , form and manner as required by the provis ions of the Elect ions Code of the State of
Ca liforn ia for the ho lding of elections in charter cities ; and
WHEREAS, the Los Ange les County Election Department has canvassed the returns of the election
and has certi fi ed the resu lts to th is City Council ; the results are received , attached and made a part hereof as
Exhibit "1";
NOW, THEREFORE , THE CITY COUNC IL OF THE CITY OF TEMPLE CITY , CALIFORN IA, DOES
RESOLVE , DECLARE , DETERMINE AND ORDER AS FOLLOWS :
SECTION 1. That the measure (Measure VP ) voted upon at the election is as follows :
To comply with new Sta te law intended to inc rease voting partic ipat ion in local
elections and save m oney on election costs , shall the Temple City Charter be
amended to change the date for Temple City municipal elections f rom the f irst
Tuesday of March in odd numbered years to the first Tuesday of March in
even numbered years (which does not otherwise grant the City new powers)?
SECTION 2 . That the number of votes given at each precinct and the number of votes given in the
City for and aga inst the measure are listed in Exhib it "1" attached .
SECTION 3. The City Council does declare and determ ine that:
As a res ul t of the election , a majority of the voters voting on Measure VP did vote in favor of it, and
that Measure VP was carried , and Section 50 1 [Elective Officers] of Artic le V [Mun icipa l Elect ions ] to read
in who le tha t the elective officers of th is city shall be f ive (5 ) members of the c ity council , ea ch of whom
sha ll hold the office of council member. Elective officers of the city shall be elected for four year terms by
the registered qualified voters of the c ity , on an at large bas is, at general or special mun ic ipal elections ,
he ld for that purpose . General m u nicipal elections shall be conducted on the first Tuesday after the first
Monday in March of even-numbered yea rs, commencing in March of 2020 and as more fu lly set forth in
Elections Code section 2601 .

SECTION 4 . The City Clerk shall en ter on th e records of the City Counc il of the City , a statement of
