MANAGEMENT SERVICES DEPARTMENT MEMORANDUM DATE: July 17, 2018 TO: The Honorable City Council FROM: Bryan Cook, City Manager By: Julie Gatica, Interim Administrative Assistant SUBJECT: APPROVAL OF A SISTER CITY PARTNERSHIP MEMORANDUM OF UNDERSTANDING (MOU) WITH HUALIEN COUNTY, TAIWAN RECOMMENDATION: The City Council is requested to approve a Sister City Partnership MOU between the City of Temple City and Hualien County, Taiwan. BACKGROUND: 1. On June 5, 2018, the Mayor requested staff bring an item to City Council to discuss and consider entering into a sister city partnership with Hualien County, Taiwan . 2. On June 19, 2018, City Council adopted Resolution No. 18-5339 (Attachment "A") approving an invitation to Hualien County, Taiwan, to establish a sister city relationship with the City and directed staff to bring back a MOU (Attachment "B") including the desire to work towards a youth exchange program for Council's consideration . ANALYSIS: The City Council approved an invitation to Hualien County, Taiwan, to establish a sister city partnership with Temple City in June and directed staff to bring back an MOU for Council's consideration . City Council directed staff to draft an MOU focusing on the following: 1. Promote and enhance the friendship between the people of the City of Temple City and Hualien County; 2. Promote and enhance educational, cultural, tourism and economic/commercial co-operation between City of Temple City and Hualien County, Taiwan; City Council July 17, 2018 Page 2 of2 3. Strive to develop a youth exchange program in the future; and 4. Aspire to work together based on the need for friendly co-operation, and both countries to promote mutual understanding, respect and friendship between them. If the City Council approves the proposed MOU with Hualien County, Taiwan, it will be announced formally at the TBBA (Taiwan Benevolent Association of America) convention in August with the signing ceremony on Saturday, August 25th CITY STRATEGIC GOALS: City Council's approval of the MOU with Hualien County, Taiwan will promote the City's Strategic Goals of Quality of Life and Citizen Education and Communication. FISCAL IMPACT: This item does not have an impact on the Fiscal Year (FY) 2018-19 City Budget. ATTACHMENTS: A. Resolution No. 18-5339 B. MOU from the City ofTemple City ATTACHMENT A RESOLUTION N0.18-5339 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY EXTENDING AN INVITATION TO HUALIEN COUNTY, TAIWAN TO BECOME A SISTER CITY WHEREAS, il is the desire of Temple City to exchange hands of friendship and camaraderie with the people of Hualien County, Taiwan as sister cities; and WHEREAS, it is the purpose of the aforesaid affiliation to embark upon a various exchanges and personal contacts between the people of the Sister Cities with a view to promote mutual understanding, respect and friendship between them; and WHEREAS, Temple City, through its City Council, hopes that a sister cities relationship will lead to a lasting friendship between the people of Temple City and Hualien County, Taiwan. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF TEMPLE CITY DOES HEREBY RESOLVE: SECTION 1. The City Council, on behalf of the people of Temple City, hereby extends an invitation to the Government and the people of the City of Hualien County, Taiwan to participate with the Government and the people of the City of Temple City as Sister Cities for the purpose of creating good will and understanding between the people of our two cities, states, and nations. PASSED, APPROVED AND ADOPTED on this 19th day of June 2018. AND ATTACHMENT B THE COUNTY OF HUALIEN, TAIWAN, THE REPUBLIC OF CHINA WHEREAS, on June 19, 2018 City Council of City of Temple City adopted Resolution No. 18-5339 approving an invitation to Hualien County, Taiwan to establish a sister city relationship; and WHEREAS, it is the purpose of the City of Temple City and Hualien County, Taiwan to embark upon and activate joint programs of various exchanges and personal contacts between the people of Temple City and Hualien County, Taiwan with a view to promote mutual understanding, respect and friendship between them; and WHEREAS, Temple City, through its Council does recognize and endorse this program between the people of Temple City and Hualien County; and WHEREAS, in order to develop a sister city relationship with cooperation between the City of Temple City and Hualien County, both agree to support a sister city relationship on the following terms: 1. Promote and enhance the friendship between the people of the City of Temple City and Hualien County; 2. Promote and enhance educational, cultural, tourism and economic/commercial co- operation between City of Temple City and Hualien County; 3. Strive to develop a youth exchange program in the future; and 4. Work together based on the need for friendly co-operation and mutual understanding for friendship. Hence, on August 25, 2018 this memorandum of understanding solidifies a future sister city relationship between the City of Temple City, USA and Hualien County, Taiwan.
