Forbes, AICP , Communi ty Development Director By : Adam Gulick, Associate Planner SUBJECT: FINAL SUBDIVISION MAP APPROVAL FOR PARCEL MAP NO. 72355, A FOUR-UNIT CONDOMINIUM SUBDIVISION AT 5712-5718 NOEL DRIVE RECOMMENDATION: The City Council is requested to: 1. Review and approve the final subdivision map for Parcel Map No . 72355 (Attachment "A"); and 2. Authorize the City Clerk to certify Parcel Map No . 72355 . BACKGROUND: 1. On August 9, 2013, the City received the tentative parcel map proposing a fou r un it condominium subdivision for the properties located at 5712 -5718 Noel Drive. Following the submittal, the tentative parcel map was forwarded to the Los Angeles County Fire Department , the City's Building and Engineering Divis ions, and the local utility companies for review and comments . 2 . On June 10, 2014 , at a noticed public hea ring, the Planning Commission reviewed and approved the tentative parcel map and site plan review. However, the subd ivis ion was not acted upon (did not obtain final map approval or file an extension for the entitlements), so the application expired on June 1 0, 2016 . 3 . On October 5, 2016, an application was submitted for essentially the same project that was originally approved on June 10, 2014. The tentative parcel map was again forwarded to the Los Angeles County Fi re Department, the City's Build ing and Engineering Divisions, and the local utility compan ies for review and comments . City Council July 3, 2018 Page 2 of2 4 . On March 14, 2017, at a noticed public hearing, the Planning Commission reviewed and approved the tentative parcel map and site plan review. 5. On November 15, 2017, the Los Angeles County Fire Department completed the final map review and issued approval. 6. On May 23 2018, the City's Building and Engineering Division completed the final map review and issued approval. 7. On June 14, 2018, demolition of the existing structures on the property was finalized . The demolition is a condition of approval, which is required prior to the final map approval. ANALYSIS: The tentative parcel map is prepared for a four-unit condominium subdivision. The tentative map was approved based upon the conclusion that the project would be consistent with the General Plan and Zoning Code. The approval of the tentative map is valid for two years with the expiration date set as March 14, 2019 . The City's Building and Engineering Division has reviewed and certified the final map and the applicant has paid the required deposit for the right-of-way improvements. The applicant also received approval from the Los Angeles County Fire Department. Based on the conclusion that the conditions of approval have been fulfilled and that the final map is in substantial compliance with the tentative map, staff requests that the City Council approve the final map. Approving the final map would allow the property owner to record the map and to start the construction of the four-unit condominium project. CITY STRATEGIC GOALS: Approval of final Parcel Map No. 72355 will further the City's Strategic Goal of Economic Development. FISCAL IMPACT: Approval of this item will not have an impact on the City's budget for Fiscal Year 2018-19 ATTACHMENT: A.
