· REVIEW COMMITTEE (MSRC) CLEAN TRANSPORTATION FUNDING
LOCAL GOVERNMENT PARTNERSHIP PROGRAM AND ADOPTION OF
RESOLUTION NO. 18-5342
RECOMMENDATION:
The City Council is requested to:
1. Receive the presentation on the MSRC's Clean Transportation Funding Local
Partnership Program;
2. Adopt Resolution No. 18-5342 ; and
3. Authorize staff to submit a proposal to the MSRC to partially fund the purchase of
two electric utility vehicles.
BACKGROUND:
1. In September 2017, staff received notification of the MSRC 's Clean Transportation
Funding Local Government Partnership Program.
2 . In February 2018, while preparing the Parks and Recreation Department budget,
staff contact the MSRC to determine if the purchase of electric utility vehicles would
be an eligible program to be funded under the Local Government Partnership
Program. The response from the MSRC was that it could be eligible.
3. In late March 2018, staff received further clarification from the MSRC regarding the
purchase of the electr ic vehicles and reviewed the submittal requirements .
4. On June 19, 2018, the City Council adopted the 2018 -19 Fiscai ·Year (FY) budget
which included Air Quality Management District (AQMD) funds for the purchase of

two electric utility vehicles; however staff intends to apply for partial funding of the
vehicles through the MSRC Local Government Partnership Program thereby
reduc i ng the amount of AQMD funds required .
ANALYSIS :
The MSRC was established by the California Legislature in 1990 . Its sole mission is to
invest funds to reduce air pollution generated by mobile sources . The MSRC's Local
Government Match Program has been successfully implemented for over 17 years. This
year the MSRC is partnering directly with cities and counties within the South Coast
AQMD with a new Local Government Partnership Program that seeks to improve upon
the prior program. In particular, the new Local Government Partnership Program sets
aside a pro-rata share of MSRC funding for each city and county within the South Coast
AQMD who participate in the AB 2766 Subvention Fund Program . The program is not a
competitive procurement -funds have been set aside for each city and county. The
funding allocation is based upon the amount of AB 2766 Subvention Funds each
jurisdiction receives. Cities and counties that receive an annual allocat ion of AB 2766
Subvention Funds less than $50,000 are elig ible to receive an MSRC Partnership match
of $50,000. Temple City falls into this category.
Eligible project categories for which MSRC funds can be sought include:
• Light-duty zero emission vehicle purchases or leases
• Medium & heavy-duty zero emission vehicle purchases
• Near-zero emission heavy-duty alternative fuel vehicle purchases and repowers
• Electric vehicle charging infrastructure installation
• Alternative fuel refueling infrastructure new construction or expansion
The MSRC will contribute a portion of an eligible project's total cost-the balance of the
cost must be borne by the participating city or county. It is the express desire of the
MSRC that participating cities and counties use-to the maximum extent possible-their
AB 2766 Subvention Funds as a match .
In order to participate in the MSRC Local Government Partnership Program , jurisdictions
must complete the following:
1. Present the MSRC-provided PowerPoint Presentation to the City Council or County
Board of Supervisors.
2. Obtain a · Resolution or Minute Action Documentation that acknowledges receipt of
the MSRC presentation from city or county staff; authorizes the proposed project;
and allocates the necessary matching funds.

3. Prepare and submit a Program Proposal that includes a project implementation plan,
proposed budget, and implementation schedule . Proposals are due to the MSRC
by August 2 , 2018.
Staff has included $32,000 in the 2018-19 FY budget for the purchase of two (2) electric
utility vehicles to replace two (2) 2002 electric GEM carts. The electric carts are used on
a regular basis for routine maintenance tasks in the park and in support of community
events (i.e . collecting and dumping trash, hauling equipment and supplies ; etc.). The
GEM carts are in extremely poor condition , one is unusable . During development of the
budget, staff originally proposed funding the entire purchase amount w ith AQMD AB 2766
Subvention Funds. While the City has sufficient AB 2766 funds to cover the purchase of
the vehicles, those funds are also used to cover a portion of the Enterprise lease for the
City's fleet. The City currently receives approximately $45 ,000 annually in AB 2766
Subvention Funds and budgets just under $40 ,000 for the lease and maintenance of
hybrid vehicles .
CITY STRATEGIC GOALS:
Adoption of Resolution 18-5342 authorizing staff to submit a proposal to the MSRC to
partially fund the purchase of two electric utility vehicles will further the City's Strateg ic Goal
of Good Governance .
FISCAL IMPACT:
The City Council , as part of the FY 2018-19 City Budget, has appropriated $32 ,000 in AQMD
funds for the purchase of two (2) e lectri c utility vehicles. Approval of this agenda ite m will
authorize staff to solicit MSRC Local Government Partnership Program funding which , if
approved will reduce the impact on the City's AQMD AB 2766 Subvention Funds .

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY
ADOPTING THE MSRC LOCAL GOVERNMENT PARTNERSHIP
PROGRAM REQUIREMENTS FOR $16,000 MSRC MATCHING FUNDS
WHEREAS, the Mobile Source Air Pollution Reduction Re v iew Committee (MSRC) has
created a new Local Government Partnership Program to emphasize an accelerated transition to
zero and near-zero emissions vehicles along with essential supporting infrastructure for
jurisdictions within the South Coast Air Quality Management District (SCAQMD); and
WHEREAS, the Local Government Partnership Program sets aside a pro-rata share of MSRC
funding for each city and county within the SCAQMD that participate in the AB 2766 Motor Vehicle
Registration Fee Program, directly supports implementation ofthe South Coast District's 2016 Air
Quality Management Plan, educates local government leadership on the District's air quality
challenges, and le v erages other sources of available funding; and
WHEREAS , the City of Temple City receives an annual allocation of AB 2766 Subvention
Funds less than $50,000 and is therefore eligible to receive a MSRC Partnership match of up to
$50,000 to implement meaningful air pollution reduction project(s); and
WHEREAS, to receive funding, the City of Temple City must provide a resolution from the
City Council that acknowledges receipt of the MSRC Clean Transportation Presentation from C i ~y
staff, authorizes the proposed project to purchase two (2) light-duty zero emission utility vehicles,
and allocates the necessary matching funds as well as enter into an agreement with the MSRC.
NOW, THEREFORE, the City Council of the City of Temple City does hereby resolve as follow s:
SECTION 1 . The City Council received the MSRC Clean Transportation Presentation from
City staff.
SECTION 2. The City Council authorizes the purchase of two (2) light-duty zero emission
utility vehicles.
SECTION 3. The City Council allocates the 50% match from the City 's AB 2766 Subvention
Funds (Fund 29, AQMD).

MSRC PowerPoint Presentation
City staff presented the MSRC-provided PowerPoint Presentation to the Temple City City
Council on July 3, 2018 along with the proposed project to be included in the application by the
authorizing resolution.
Resolution
Resolution No. 18-5342 from the Temple City City Council was adopted on July 3, 2018 and is
included in this application as Attachment A. The Re so lution:
1. Acknowledges receipt of the MSRC-supplied PowerPoint Presentation from City staff;
2 . Authorizes the proposed project; and
3. Allocates the necessary matching funds.
Project Implementation Plan
The City of Temple City proposes to purchase two (2 ) li ght-duty zero emission utility v e hicles of
which MSRC funding will cover 50% of each vehicle's net purcha se or $10,000 whichever i s less.
The vehicle s propose d are Polari s Ranger EV or equivalent. The Polari s Ranger also is available
with a gasoline powered engine, however since a funding source has been identified, the City
desires to purchase electric vehicles. The vehicle s will be used in the City's parks for park and
landscape maintenance projects, ongoing maintenance tasks, and tran sport of supplies and
equipment for maintenance projects and/or special community events. The City currently ha s
two (2) electric GEM carts (2002) that are no longer operational, and one gasoline powered
Kuboda utility vehicle (2017). This project is based on the eligible project categories outlined in
the Program Opportunity Notice & Invitation to Negotiate dated September 1, 2017.
Proposed Budget
The City of Temple City has a preliminary budget ba se d on a sales quote from a local vendor for
the proposed vehicles. The City will be u sing AB 2766 funds to cover the 50% matching
requirement.
