Josh Torres, Southern California Edison Government Relations representative,
introduced his replacement.
7. CONSENT CALENDAR
Councilmember Sternquist pulled Consent Calendar Item 7E for additional
discussion .
E. APPROVAL OF THIRD AMENDMENT TO AGREEMENT WITH SOUTHLAND
TRANSIT, INC . FOR DIAL-A-RIDE TRANSPORTATION SERVICES
The City is in the f i rst year of a possible two-year extension with Southland
Transit , Inc . to provide Dial -A-Ride transportation services . Extending the
existing contract for one year will allow staff time to explore new programs and
options for the City 's transportation programs .
Councilmember Sternquist requested that City Council discuss the possibility of
shortening the agreement with Southland Transit from 1 year to 6 months with
an option to extend the agreement from month to month thereafter.
Councilmember Chavez made a motion directing staff to return with a revised
Amendment extending the term of the Agreement to six month, with a month to
month option after the six months up to a maximum of one year.
Recommendation 2 and 3 (i.e., a plan on how a Request for Proposals (RFP) will
be structured integrating Dial-A-Ride and on-demand local public transportation for
residents and development and issuing a Request for Proposal for DAR and other
transportation programs in January 2019). Seconded by Mayor Pro Tem Fish
and carried by the following votes :

and Public Safety Commission Meeting of May 9 , 2018 .

F. FIRST AMENDMENT TO THE CONSULTANT SERVICES AGREEMENT WITH
WILLDAN ENGINEERING TO PROVIDE HOUSING CONSULTANT SERVICES
FOR THE CITY'S HOME IMPROVEMENT PROGRAM
A first amendment is needed to e xtend the existing consultant services
agreement for Willdan Engineering to provide consultant services for the City's
Home Improvement Program for Fisca l Year 2018-19 .
Action :
1. Reviewed and approved the First Amendment to the consultant services
agreement with Willdan Engineering to provide housing consultant
services for Fiscal Year (FY) 2018-19 , which shall not exceed 20 percent
of the City's home improvement program 's expenditures and shall not

exceed $60 ,000 ; and
2 . Authorized the City Manager to execute the First Amendment with Willdan
for FY 2018-19 .
G. ACCEPTANCE OF PROJECT COMPLETION FOR TEMPLE CITY
BOULEVARD HIGHWAY SAFETY IMPROVEMENT PROJECT (CI P NO . P15 -
06)
The Temple City Boulevard project i ncluded street resurfacing and various
safety enhancements such as replacement of traffic signs and signals . The
project was completed on schedule and within the approved budget.
Action :
1. Accepted proje ct completion for the Temple City Boulevard Highway Safety
Improvement Project (HSIPL-5365(01 0)), Capital Improvement Project
(CIP) No . P 15-06, as performed by All American Asphalt , with a final
contract amount of $1,079,332 .34 ; and
2 . Authorized the City Manager to file a Notice of Completion with the County
of Los Angeles Reg istrar-Recorder and release the retention payment 35
days thereafter.
H. ADOPTION OF RESOLUTION NO. 18-5331 APPROVING PAYMENT OF
BILLS FOR FISCAL YEAR 2017 -18
The City Council is requested to adopt Resolution No. 18-5331 authorizing the
payment of bills .
Action : Adopted Resolution No . 18-5331 .

COMMITTEE

Councilmember Chavez reported that the ad hoc committee has concluded
with the interviews of the commissioner applicants and will be provid ing City
Council with their recommendation at the next meeting .

commented on the Youth Committee 's last meeting .

Commented on the concerts in the park series , the Sister Cities Association
Australian Student Exchange Program , invited the public to attend the Council 's
monthly morning meeting with the Sheriffs , and coyotes in the community.

Commented on his next Facebook live broadcast , the City Budget Study Sess ion
last week , the Youth Committee's last meeting , and potentially establish ing a
sister city relationship with Taiwan through the Taiwan Benevolent Assoc iation .
