JM09_3 AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, AMENDING CHAPTER 2, SECTION 2-115 PERTAINING TO FINANCIAL DISCLOSURE BE IT ENACTED BY THE COUNCIL OF THE CITY OF JEFFERSON, MISSOURI, AS FOLLOWS: Section 1. The City Code, Chapter 2, Section 2-115, is hereby amended as follows: See.2-115. Financial Disclosure Policy. A. Declaration of Policy.The proper operation ofmunicipal government requires dim public officials and employees be independent, impartial and responsible to the people; that government decisions and policy be made in the proper charnels of the governmental structure;that public office not be used for personal gain;and that the public have confidence in the integrity of its government. In recognition of these goals,there is hereby established a procedure for disclosure by certain officials and employees of private financial or other interests fn,natters affecting the city. • B. Definitions. For the purposes of this section,the following words and phrases shall have the mennings respectively ascribed to them by this section: I. Business Entity: A corporation, association, fiat, partnership, proprietorship,or business entity of any kind or character; 2. Substantial Interest: Ownership by the individual or his spouse, or his dependent children, whether singularly or collectively, directly or indirectly,often percent or more orally business cntf y,or of nn interest having a value of ten thousand dollars or more, or tine receipt by nn individual or,his spouse,or his dependent children,whether singularly or collectively,of a salary,gratuity,or other compensation or remuneration of five thousand dollars, or more, per year from any individual partnership,organization or association within any calendar year. C. Conflicts of Interest.No elected or appointed official who has a financial or private interest concerning any business of the city shall participate in discussion will)the city council orally officer or official body of the city govemment. I. A mayor or member of the city council who has a financial orotherprivate interest in any bill shall disclose on file records of the city council the nature of his interest and shall disqualify, himself from voting on any matters relating to this interest.
