MANAGEMENT SERVICES DEPARTMENT MEMORANDUM DATE: June 19 , 2018 TO: The Honorable City Council FROM: Bryan Cook, City Manager By : Jillian Nunez , Deputy City Clerk SUBJECT: DISCUSSION AND DIRECTION TO STAFF REGARDING SISTER CITY PARTNERSHIP WITH HUALIEN COUNTY, TAIWAN RECOMMENDATION: The City Council is requested to hold a discussion regarding a possible Sister City partnersh ip with Hualien County, Taiwan and provide staff with further direction as Council deems appropriate inc luding considering adopting a resolution (Attachment "A ") creating a Sister Cities relationship . BACKGROUND: On June 5, 2018 , the Mayor requested staff bring an item to City Council to discuss and consider entering into a Sister City partnersh ip with Hual ien County, Taiwan . ANALYSIS: The City currently has two Sister City partnerships with Magdalena de Kino , Mexico (1964) and Hawkesbury City , Australia (1984). The Temple City Sister City Association coordinates an exchange program with Hawkesbury City, Australia , including an annual student exchange program and biennial adult ambassador trips . The student exchange program gives Temple City and Hawkesbury City student's an opportunity to attend secondary school , participate in comm unity activities , and visit attractions like museums and theatres . This is a four-week long program that includes homestay with a host family. The Taiwan Benevolent Association of America (TB BA) has approached the City to begin the process of establishing a Sister Cities relationship with the City of Temple City (Attachme nt "8 "). TBBA has 24 local chapters and the 2018 Annual Convention is being held in San Gabriel on August 24th through August 26th . The TBBA works to be build international relationship with Cities and Counties in Taiwan . Currently , Hualien County , Taiwan has sister city relationships with Albuquerque , New Mexico and City Council June 19 , 2018 Page 2 of 2 Bellevue , Washington . A sister city relationship with Hualien County, Taiwan will further promote economic , cultural , arts and educational exchange between cities . Establishing and designating Hualien County, Taiwan as a sister city will allow for the potential of future exchanges . Hualien County , Taiwan is known for its flower the Camellia along with being a premier tourist destination with many famous National Parks . If the City does enter into a Sister Cities relationship with Hualien County , Taiwan , it will be announced formally at the TBBA convention in August with a signing ceremony on Saturday, August 251h . On August 241h , a delegation from Hualien County , Taiwan would visit Temple City , City Hall. The City already belongs to the Sister Cities International Association through its two current Sister Cities . Any future Sister City relationship can be added on to the membership . CITY STRATEGIC GOALS : A discuss ion of a possible partnership with Hualien County, Taiwan will promote the City 's Strategic Goals of Quality of Life and Citizen Education and Communication . FISCAL IMPACT: This item does not have an impact on the Fiscal Year (FY) 2017-18 City Budget. ATTACHMENT: A . Proposal from Taiwan Benevolent Association ATTACHMENT A RESOLUTION NO. 18-5339 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY EXTENDING AN INVITATION TO HUALIEN COUNTY , TAIWAN TO BECOME A SISTER CITY WHEREAS, it is the desire of Temple City to exchange hands of friendship and camaraderie with the people of Hualien County, Taiwan as sister cities ; and WHEREAS , it is the purpose of the aforesaid affiliation to embark upon a various exchanges and personal contacts between the people of the Sister C ities with a view to promote mutual understand ing , respect and frie ndship between them ; and WHEREAS, Temple C ity, th rough its City Council , hopes that a sister c ities re lationship will lead to a la sting friendship between the people of Temple City and Hualien County, Taiwan . NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF TEMPLE CITY DOES HEREBY RESOLVE : SECTION 1. The C ity Council , on behalf of the people of Temple City , hereby e xte nds an invitation to the Government and the peop le of the City of Hual ie n County, Taiwan to participate with the Government and the people of the City of Temple C it y as Sister Cities for the pu rpose of creating good w ill and understanding between the people of our two cities , states , and nations. In order to enhance the mutual understanding and promote friendship between the two counties , this Memorandum of Understanding on international friendship is hereby signed as follows: Objectives: To promote and enhance friendship between the people of City of Temple City and Hualien County. To promote and enhance educational, cultural , tourism and economic/commercial co-operation between the two counties.
