PROCEDURE TO ADDRESS CITY COUNCIL: If you wish to address the City Council,

A. APPROVAL OF MINUT ES
The City Council is requested to review and approve:
1. Minutes of the City Council Special Meeting of May 15, 2018;
2. Minutes of the City Council Regular Meeting of May 15, 2018;
3. Minutes of the City Council Special Meeting of May 29, 2018; and
4. Minutes of the City Council Special Meeting of May 30, 2018.
Recommendation: Approve.
B. PLANNING COMMISSION ACTIONS
The City Council is requested to review the actions of Regular Planning
Commission Meeting of May 8, 2018.
Recommendation: Receive and file.
C. PARKS AND RECREATION COMMISSION ACTIONS
The City Council is requested to revie w the actions of Regular Parks and
Recreation Commission Meeting of May 16, 2018.
Recommendation: Receive and file.
D. TRANSPORTATION AND PUBLIC SAFETY COMMISSION ACTIONS
The City Council is requested to review the actions of Regular Transportation
and Public Safety Commission Meeting of May 9, 2018.
Recommendation: Receive and file.
E. APPROVAL OF THIRD AMENDMENT TO AGREEMENT WITH SOUTHLAND
TRANSIT, INC. FOR DIAL-A-RIDE TRANSPORTATION SERVICES
The City is in the first year of a possible two -year extension with Southland
Transit, Inc. to provide Dial-A-Ride transportation services. Extending the
existing contract for one year will allow staff time to explore new programs and

options for the City’s transport ation programs.
Recommendation:
1. Approve the Third Amendment to the Agreement to Provide Services with
Southland Transit, Inc. (STI) for Dial-A-Ride (DAR) transportation services;
2. Direct staff to return to City Council with a plan on how a Request for Proposals
(RFP) will be structured integrating Dial-A-Ride and on-demand local public
transportation for residents by the December 18, 2018 meeting; and
3. Based on City Council discussion and direction, on December 18, 2018, direct
staff to develop and issue a Request for Proposals (RFP) for DAR and other
transportation programs in January 2019.
F. FIRST AMENDMENT TO THE CONSULTANT SERVICES AGREEMENT WITH
WILLDAN ENGINEERING TO PROVIDE HOUSING CONSULTANT SERVICES
FOR THE CITY’S HOME IMPROVEMENT PROGRAM
A first amendment is needed to extend the existing consultant services
agreement for Willdan Engineering to provide consultant services for the City’s
Home Improvement Program for Fiscal Year 2018 -19.
Recommendation:
1. Review and approve the First Amendment to the consultant services
agreement with Willdan Engineering to provide housing consultant
services for Fiscal Year (FY) 2018-19, which shall not exceed 20 percent
of the City’s home improvement program’s expenditures and shall not
exceed $60,000; and
2. Authorize the City Manager to execute the First Amendment with Willdan
for FY 2018-19.
G. ACCEPTANCE OF PROJECT COMPLETION FOR TEMPLE CITY
BOULEVARD HIGHWAY SAFETY IMPROVEMENT PROJECT (CIP NO. P15-
06)
The Temple City Boulevard project included street resurfacing and various
safety enhancements such as replacement of traffic signs and signals. The
project was completed on schedule and within the approved budget.
Recommendation:
1. Accept project completion for the Temple City Boulevard Highway Safety
Improvement Project (HSIPL-5365(010)), Capital Improvement Project
(CIP) No. P 15-06, as performed by All American Asphalt, with a final
contract amount of $1,079,332.34; and

2. Authorize the City Manager to file a Notice of Completion with the County
of Los Angeles Registrar-Recorder and release the retention payment 35
days thereafter.
H. ADOPTION OF RESOLUTION NO. 18-5331 APPROVING PAYMENT OF
BILLS FOR FISCAL YEAR 2017-18
The City Council is requested to adopt Resolution No. 18 -5331 authorizing the
payment of bills.
Recommendation: Adopt Resolution No. 18-5331.
