SUBJECT: PLANNING COMMISSION ACTIONS -MEETING OF MAY 8, 2018

ITEM 7.8.
The City Council is requested to receive and file the Planning Commission
(Commission) actions from their meeting of May 8, 2018.
BACKGROUND:
On May 8 , 2018 , the Commi ss ion held their regularly scheduled meeting.
ANALYSIS:
The following is a summary of actions taken at the May 8 , 2018 meeting :

3. PUBLIC HEARING
A A TENTATIVE PARCEL MAP AND MAJOR SITE PLAN REVIEW FOR A
FLAG LOT SUBDIVISION AND FOR THE CONSTRUCTION OF A SINGLE-
FAMILY RESIDENCE ON EACH PARCEL AT 9711 OLIVE STREET
The Commission approved a tentative parcel map including one single
family residence on each parcel at 97 11 Olive Street. The front lot is 70 feet
wide and 102 feet deep with a land area of approximately 7 ,202 square feet.
The rear lot (flag lot) is 90 feet wide and 82 feet deep with a land area of
approximately 7 ,208 square feet. A two-story 2,897 square foot house will
be built on the front lot and a one-story 2,581 square foot house will be built
on the rear lot. The property is located in the R-1, zone , and is designated
as Single Family Residential by the City's General Plan .
B. SERIES 2 CODE AMENDMENTS OF TITLE 9 (ZO NING REGULATIONS),
CHAPTER 1 (ZONING CODE)
The Commission recommended that th e City Council approve the Series 2
Code Amendments of Title 9 as presented . The proposed modifications
include clearly defined language particularly to code section 9-1A-9,
construction hours, parking requirements and gross floor area for Accessory
Dwelling Units , fence , wall and hedge heights , second floor cantilevering in
the R-1 zone , and permeable area in the R-3 zone .

6 . COMMUNICATIONS
A PARKING ANALYSIS AT TEMPLE CITY MARKETPLACE (NORTHWEST
CORNER OF ROSEMEAD BOULEVARD AND LAS TUNAS DRIVE)
The Commission reviewed the parking analysis presented by staff at the
Temple City Marketplace . The Temple City Marketplace is 111,445 square
feet in size, includes 31 businesses , and 4 39 parking spaces . The tenants
include retailers , a personal service establishment , offices, medical offices , a
bank , and restaurants . The shopping center now has 15 tenant spaces
(tota ling 46 ,294 square feet or 42 percent of the Marketplace's square
footage) that generate parking demand greater than what can be
accommodated by supplied parking ratio . Staff proposed multiple options
for solutions such as a shared parking agreement, valet parking , and
mechanized parking . The property owners of the Temple City Marketplace
agreed to hire a parking consultant to best assess and solve parking

deficiency and return to staff with optimal solutions 1n approximately 120
days .
7 . UPDATE FROM THE PLANNING MANAGER
Planning Manger Reimers stated that zoning code amendments to the R-1 Zone to
reflect the General Plan w ill be discussed at the Planning Commission Meeting of
May 22 and that aesthetics will soon improve in the Manufacturing Zone as a
second new warehouse building has been approved by Directors Hea ri ngs .

The Commission meeting was adjourned at 9:19p.m.
