Forbes , Community Development Director By : Ali Cayir, PE , City Engineer SUBJECT: ACCEPTANCE OF PROJECT COMPLETION FOR TEMPLE CITY BOULEVARD HIGHWAY SAFETY IMPROVEMENT PROJECT (CIP NO. P15-06) RECOMMENDATION: The City Council is requested to : 1. Accept project completion for the Temple City Boulevard Highway Safety Improvement Project (HSIPL-5365(01 0)), Capital Improvement Project (CIP ) No . P15 -06 (the Project), as performed by All American Asphalt , with a f i nal contract amount of $1 ,079 ,332 .34 ; and 2 . Authorize the City Manager to file a Notice of Completion with the County of Los Angeles Registrar-Recorder and release the retention payment 35 days thereafter . BACKGROUND: 1. On February 7, 2017 , the City Council approved construction bid documents and authorized the City Manager to conduct a formal bid process for the Project. 2 . On June 20 , 2017, the C ity Council authorized award of a construction contract with All American Asphalt for $1 ,139 ,150 and authorized the C ity Manager to approve change orders as needed for unanticipated project costs not to exceed 1 0 percent of the contract amount ($113 ,915). 3 . On August 14, 2017 , All American Asphalt commenced work on the Project. The Project was completed on schedule in December 2017 with follow up and punch list items continuing through March 2018 . The final construction cost of $1 ,079 ,3 32 .34 is less than the approved contract amount of $1 ,139,150. City Council June 5 , 2018 Page 2 of 2 ANALYSIS: The Project enhanced traffic safety on Temple City Boulevard between Camino Real Avenue (northern City limit) and Ellis Lane (southern City limit) by installing new signs and replacing signs , traffic signal heads , and pavement markings with improved and upgraded equipment consistent with Caltrans standards and the California Manual on Uniform Traffic Control Devices (CAMUTCD ). The Project included the following specific improvements: • Resurfaced Temple City Boulevard using 7 ,800 tons of rubberized asphalt concrete ; • Replaced 115 traffic loops ; • Replaced 72 pedestrian countdown head display; • Replaced 30 overhead street name signs ; and • Replaced 55 traffic signal heads with new light emitting diode (LED) signal heads . CITY STRATEGIC GOALS: The Project furthers the City Strategic Goals of Public Health and Safety and Sustainable I nfrastru ctu re. FISCAL IMPACT: Funding for the Project is included in the approved Fiscal Year (FY) 2017-18 C ity Budget under CIP No. P15-06 using a combination of Highway Safety Improvement Program (HSIP), Surface Transportation Program-Local (STPL), and Proposition C funds . While the HSIP and STPL funds require a local match , the City received approval from Caltrans to apply Toll Credits for the local match portion of the Project. Toll Credits are funds collected from toll roads that can be used as a credit to match Federal funds . With the use of Toll Credits for this project, no local match is required . ATTACHMENTS: None
