CALL TO ORDER: Mayor Swain called the meeting to order at 7:30 P.M. 2 A. PROPOSED COMPUTER SYSTEM: Also Present: Accounting Officer Maldonado and Ron Barzen of McGladdrey, Hendrickson & Pullen Council reviewed the May 11, 1988 staff report and attachments thereto on the proposed computer system. There were a number of questions from the Council members, including an inquiry by Councilman Breazeal regarding the Compaq 386/20 Model com- puter. The Council will give further consideration to the computer system as part of the 1988 -89 Budget. B. JOINT MEETING WITH PLANNING COMMISSION: 1. DOWNTOWN REVITALIZATION PROGRAM a) Development of Specific Plan: Council and Commissioners reviewed the Downtown Revi- talization staff report dated May 13, 1988. Chairman Muto of the Planning Commission indicated the consen- sus of the Commission was to recommend the imposition of a moratorium so that staff could study the feasi- bility of devising a specific plan for the block bordered by Las Tunas on the south, Woodruff on the north, Temple city boulevard on the east and Primrose on the west. Commissioner Griffiths indicated his agreement with the Chairman's statements. Commissioner Coolman indicated her disagreement with the idea of imposing any type of moratorium. The City Council will give further consideration to the matter at their next regular meeting to be held on May 17, 1988. (6 °'d a. 1 1 Joint Study Session Minutes - May 16, 1988 - Page 2 b) Parking Districts: City Manager Koski provided a status report of current efforts to form a parking district in the business area located in the vicinity of Las Tunas and Hart Avenue. This is being coordinated through the Chamber of Commerce Business Development Group. 2. RESIDENTIAL DEVELOPMENT STANDARDS Community Development Director Dawson presented standards recently adopted by the City of Arcadia to better regulate bulk and scale of dwellings in the R -1 Zone. The consen- sus was that staff should study this further and, at an early date, formulate some development criteria to present to the Planning Commission. C. JOINT MEETING WITH CHAMBER OF COMMERCE Also Present: Rick Konrad, President; Marianne Milche, Man- ager; Matt Jacobs, Mike Eison, Cheryl Robuck, Jim Robuck, Cal Magro, Mike Miller, Jean Hunter and Penny Graham Councilman Breazeal made known to those present that due to a possible conflict of interest he would not participate in the discussion of this item and, therefore, left the meeting at this time. Council reviewed the current contract and appropriations of monies to support the Chamber of Commerce. In terms of renewing the contract for the ensuing year, Council expressed concern with the lack of progress and accomplishment of the tasks out- lined in the Agreement. Rick Konrad and other members of the Chamber responded to the Council and enumerated the many diffi- culties encountered and were also concerned with the past per- formance. The President, Rick Konrad, stressed renewed sense of teamwork which was evident from an all -day workshop recently held by members of the Board, at which time they identified the projects and programs the Chamber was considering for the 1988- 89 year. -- Joint Study Session Minutes - May 16, 1988 -Page 3 The City Council indicated it would be necessary for the Chamber to present a detailed proposal listing goals and objectives, program of work for the Chamber staff, and a method of keeping the Council informed of future progress through regular reports. The foregoing information was requested to be made available to the Council on or about the 7th of June when they will begin discussions on the proposed City Budget, including the contract with the Chamber of Commerce. Chairman Swain adjourned the meeting at 9:30 P.M. 1 1
