ORDINANCE NO. / 3 13 .-
AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, AUTHORIZING A GRANT
BETWEEN THE DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT AND THE
JEFFERSON CITY HUMAN RELATIONS COMMISSION, AND AUTHORIZING A
SUPPLEMENTAL APPROPRIATION.
BE IT ENACTED BY THE COUNCIL OF THE CITY OF JEFFERSON, MISSOURI, AS
FOLLOWS:
Section 1. Authorizes the City To Accept a Housing and Urban Development (HUD)
Grant on behalf of the Jefferson City Human Relations Commission.
Section 2. Authorizes a Supplemental Appropriation to the City's FY 2004-2005 Budget
In the amount of$4,500, as indicated in detail in Exhibit A.
Section 3. This Ordinance shall be in full force and effect from and after the date of its
passage andppproval.

B. Narrative description of the project:
The City or Jefferson Human Relations Commission(HRC)advises and consults with public, private and civic
organizations and makes recommendations concerning the development of programs that promote equality
and justice. The HRC encourages fair housing practices by educating the public on preventing and/or
eliminating discriminatory housing practices Including knowledge of how to rile a complaint of housing
discrimination with the Missouri Commission on Human Rights.(MCHR). Brochures and seminars will be the
primary methods HRC will use to educate the public about the Fair Housing provisions of the Missouri Human
Rights Act and the federal Fair Housing Act. Two seminarstpublic hearings will be presented: One for low
Income families and one for students seeking housing near educational institutions of higher leaming in
Jefferson City. These seminars will be advertised through the local newspaper, radio stations, churches and ,
letters to agencies and/or individuals. The HRC expects these seminars to have a signficant impact.
