GREENCASTLE COMMON COUNCIL
SPECIAL SESSION
THURSDAY, OCTOBER 23, 2003 5:00 P.M.
CITY HALL
The Greencastle Common Council met in Special Session Thursday, October 23, 2003,
5:00 p.m., City Hall. Mayor Michael called the meeting to Order at 5:00 p.m. On the
Roll Call, the following were found to be present: Councilor Hammer, Councilor
Sedlack, Councilor Liechty and Councilor Lanie. Councilor Roach was absent.
Ordinance 2003 -19, Fair Housing Ordinance, first and second reading. Motion to
waive reading was made by Councilor Hammer, seconded by Councilor Lanie. Vote was
unanimous.
Mayor Michael explained we need this Ordinance to be on file for our Westside Project
Grant. Mayor Michael stated we thought we had one because we have done other CFF
® grants. CT Jones stated the last CFF grant was in 1993 and the Department of Commerce
didn't start the Grant Administrator program until 1994.
Mayor Michael stated we need to waive second reading and pass this Ordinance tonight.
Councilor Sedlack asked that it be recorded that the Council does not, as a matter of
principle, waive second reading and pass an Ordinance in one reading. The Council is
willing to do this because of the circumstances, but does not want this to be a regular
practice.
Motion to waive second reading and adopt Ordinance 2003 -19, was made by Councilor
Hammer, seconded by Councilor Sedlack. Vote was unanimous.
Motion to adjourn was made by Councilor Liechty, seconded by Councilor Lanie. Vote
was unanimous.
