COUNCIL MINUTES
APRIL 30, 1991 WORKSHOP MEETING
The workshop meeting of the Bal Harbour Village Council was held
on Tuesday, April 30, 1991, in the Village Hall Council Chambers.
The meeting was called to order at 4:05 p.m. by Mayor Estelle
Stern and the roll was called. Those present were:
Mayor Estelle Stern
Asst. Mayor Andrew R. Hirschl
Councilman Matthew B. Blank
Councilman Sol M. Taplin
Councilman James E. Boggess
Also Present: Richard J. Weiss, Village Attorney
Carole S. Morris, Village Manager
Jeanette Horton, Village Clerk
As a quorum was determined to be present the meeting was
commenced.
2. Discussion of Appearance Plan and Proposed Ordinance:
Mr. Tom Kelsey of Craig Smith & Associates was present to discuss
the draft of the appearance plan and ordinance.
He discussed his method and concerns when drafting the plan.
Suggested the Village Attorney review draft.
Reviewed objective of plan ; areas of jurisdiction; the private
club district; criteria for appearance; relationship of the
building to site; landscape; the building design; signs.
The establishment of Appearance Board was discussed as to cost
and qualifications of appointees. Procedure for meetings and
public hearings, submission and review of proposals were
discussed.
The Ordinance which would adopt the Appearance Code will address
all of the issues pertaining to the Appearance Board.
Mrs. Morris informed the Council that the hole in the storm
drain, located at intersection Harbour Way and Bal Cross,
emergence repairs are underway. Village Attorney Richard Weiss
questioned if test could be done that would point out any more

holes in pipes, concerned if someone could get hurt. The
engineer suggested the road could be check for indent pavement.
A study was done in 1982 would like to review.
3. Adjourn:
There being no further discussion Councilman Blank moved to
adjourn, seconded by Councilman Boggess. Meeting adjourned at
5:30 p.m.
