Norbut, P.E., C.M.E. of T &M Associates has submitted a proposal to provide said engineering services at a total cost not to exceed $3,500.00; and WHEREAS, the Mayor and Council have reviewed said proposal; WHEREAS, the Chief Financial Officer has certified that fiords are or will be mailable for said purpose. NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council of the Borough of Carteret, County of Middlesex, State of New Jersey, as follows: The proposal from Donald J. Norbut, P.E., C.M.E. of T &M Associates for professional engineering services with regard to Washington Avenue, Roosevelt Avenue, and Holmes Street Traffic Signal NJDOT Approval at a total cost not to exceed $3,500.00, at the hourly rate set forth in T & M's existing contract with the Borough is hereby approved. 2. Annexed hereto is a copy of said proposal. 3. This action is approved as an award of a professional services contract pursuant to N.J.S.A. 40A:11- 5(1)(a) in accordance with the Borough's Fair and Open Process as authorized by law. Constriction and Signal Plans associated with this project were prepared by Maser Consulting, dated October 24, 2003, last revised November 7, 2005. SCOPE OF SERVICES Based on N.J.A.C. 16:27 -4 the following steps are required: 1. Obtain the electronic files for the signal installation fi•om the Engineer of record. 2. Conduct a final inspection of the installation, noting changes to the original approved plan. 3. Review changes for conformance to MUTCD standards. If a conformance issue is apparent, advise the Borough. 4. Provide an as -built plan and timing directive based on these changes. 5. Certify the installation is MUTCD compliant. 6. Coordinate the required Borough Ordinance and County Resolution. 7. Submit required documentation to NJDOT for review and approval. EXCLUSIONS Although not anticipated, if the installation is found to be MUTCD deficient, this proposal does not include design services to connect the deficiencies or coordination of construction activities to implement the required changes. This amount will only be exceeded through a change in the Scope of Services authorized in writing by the Borough of Carteret. T &M will invoice the Borough on a monthly basis, based upon the charges associated with the project. SCHEDULE Based on our experience with similar projects, it is anticipated that the entire process will take approximately 180 -210 days. The effort associated with items 1 -5 will be completed within 30 days from notice to proceed. The Borough Ordinance cannot be drafted until items 1 -5 are completed, it is anticipated that adoption of the Ordinance will take 30 days. Furthermore, the County Resolution must follow the Borough Ordinance and may require the County to conduct an independent inspection prior to adopting the Resolution. It is anticipate that the County Resolution process will take approximately 60 days for adoption. Finally, the required documents will be sent to NJDOT for their review and approval, which will take 60 -90 days. We will initiate our efforts upon Borough authorization.
