RESOLUTION OF THE CITY COUNCIL OF THE ..
CITY OF LYNlN00D OFFERING TO PURCHASE
CERTAIN PROPERTY DEEDED ^10 THE STATE
' UNDER THE PROVISIONS OF SECTIONS 3897d �
AND 3897.3 OF THF POLITICAL CODE.
Be it reaolved by the City Council,of the City oP
Lynwood as folloc�s:
1. That the'City of Lynv�ood does hereby
offer�to purchase from the County of Los.
Angeles, with the consent of the StatB Con-
troller, the tax deeded propertiea herein-
after specifically described, under the terms
and conditions contained in the attached egree-
mer_t, which by this reference is hereby ir_-
� corporated into and in its entirety•made a
- _ part of this resolution.
` 2. That the said attacY�ed agreement and
the conditiona ar.d terms thereof are hereby
approved and the P�Iayor and the Clerk of the
City of LynvJOOd are hereby authorized and di-
rected to execute said agree�ent for and in
behalf of the City of Lynwood. •

by and bettiveen the Board�of Supervisors of the County of Los
'� Angeles, State of California and the City oi LynQ,rood a muni-
�- cipality of.�the State of California,• subject to the approbal
' of the,State Controller of the State of Cali£ornia, �
1NITNESSETH that: _ .
. " taVHEREAS, certain real property tivit:nin said Count•y and
. within said City of Lynwood, and hereinafter more par.ticularly
described; has been to the,State for dell.nquent taxes .
of said City, within the meanin� thereof as provided by Sections '.
" 3897d and 3897.3 of the Political Code oi' the State of Callfornia;
and
' �. , WiiE�I:AS, the previous City administration in the years` �
"192� and 1929 caused to be imposed upon the property.hereinafter �
. ,,,described certain special assessment taxes under and by virtue ''
of Acquisition and,Improvement Act of 1925; and
- WF��S, under said Act two districts were created and
. bonds issued on territorial districts in V�hich the- subject property
• l�y, namely, Lynwood Abquisit.ion and Improvement' Districts Ydos. 8

" � • lNI3�EAS, in the refunding of said District •No. 8, under
'the Assessment Bond Hefunding Aot of 1933, a_bond was issued on
the sAid property in.the principal sum of y�359.44; and :

�_ bond was is,sued on said property in the principal.sum of , �

• • WHEREAS, in the proceedinbs for the rofunding of said •
districts the Cit� of Lynwood was unable to sell the sforesaid
bonds issued a�ainst the subject property and was, therefore, •
compelled to purchase the same in order to make possible the com-
pletion o£ the refunding of the outstanding bonds of said Acqui-
sition and Improvement Districts; and
INALREAS, no part of the principal or interest on said
refluiding bonds has been paid and £rom all indications it ia un-
likely that said bonds or any part thereof will be paid.unless
the said City is able to e£fect a purchase of said property from
the County o£ Los Angeles as hereinafter provided; and
WN�REAS, the City is in great need of'the money repre-
sented by said refunding bonds which the Gity owns on said property;
and
YJ�REAS, the taxes on said property which heve.been delin-
- quent since 1930 noiv a�gregate in principal amount approximately
^�'3,000.00, �vithout interest or penalties of any kind which would
be required to be p�id in the event of redemption by the record
owner; end
, W_�BF.AS, the combined total of the delinquent taxes and
the refunding bonds is so great that the present property owners
are unable to pay them and are unable to sell the property sub- .
jact thereto �vith the result that said property is and will cori-
tinuously remain off the tax rolls to the great detriment of the
said City, County and all other taxing aoencies; and '
WF_EREAS, it notiv appeara q�3.te likely that if the Cit�
of Lynwood can acquire said propert;� it will be able to sell the
same to a subdivider who will within a short time make many im-
provements of a creditable nature on said proparty, thus materially
increasing the assessed value and consequently tlle revenue to be
derived from said property in taxes Yor future years; and �

` WHEREAS, in order to accompliah the aforesaid ob-
' ' jectives the general tax debt on said property must be eliminated�� �
� as the cost of clearing said bonds and the acquiring oF title
to said property, total an amount equal to the present market
value o£ said property; and �
WHEREAS, the consideration hereinafter expressed,'i. e.,
�1,345.00 for Parcel No. 1 and �285.00 for Parcel No. 2, are the
maximum amounts which the parties hereto believe can be paid for
the elimination o£ said taxes; and
VJ�REAS, in the judgnent of said Board of Supervisors
it would be impracticable for the State to sell its interest in
said property without the cooperation of said City of Lynwood and
it will be for the best interests of the State and of said County
to trans£er the title noiv held by the State to said City, in or-
der that said real propert� may be restored to the tax rolls of
both the City and the County.. �
NOW, THE?�FORE, it ia hereby agreed that the City of
Lynwood shall purchase and the County of Los Angeles shall sell
sub�ect to the approval of the Controller of the State of Cali-
fornia, all tne real property hereinafter described upon the fol-
lowing terms and conditions:
1. That said City shall pay to the County
Tax Collector of said County the sum of �$1,345,00
• for Yarcel No. 1 hereinafter described, and ,
�285.00 for Parcel No. 2 hereinafter described,
plus the costs o£ sale incurred as in said See-
tion 3897d, Political Code, provided for, the
said C3Ly hereby agreeing to pay the same.
2. Upon receipt by the County Tax Collector
, of said sums said Tax Collector ahall make,
execute and deliver to said City a deed or deeda
to said parcels o£ real property in substantially
the forxn set forth in said Section 3897d, Political
