AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, ACCEPTING AND APPROVING
THE FINAL PLAT OF COVINGTON GARDENS SUBDIVISION, SECTION FIVE, A SUBDIVISION
OF THE CITY OF JEFFERSON, MISSOURI.
WHEREAS, G.T.L.R. Development Corporation, owner of the real estate hereinafter
described, having submitted to the City Council a plat of said real estate, being located in Jefferson
City, Cole County, Missouri, and more particularly described as follows:
Part of the West Half of the Northwest Quarter of Section 20, Township 44 North,
Range 12 West, in the City of Jefferson, Cole County, Missouri, more particularly
described as follows: BEGINNING at the southwest corner of COVINGTON
GARDENS SUBDIVISION, SECTION FOUR, as per Plat of Record In Plat Book 12,
page 425, Cole County Recorder's Office; thence easterly along the southern
boundary of said COVINGTON GARDENS SUBDIVISION, SECTION FOUR, the
following courses: 588'10'34"E, 314.64 feet; thence S77'04'57"E, 713.33 feet;
thence S40'11'17"E, 104.59 feet to the southeast corner of said COVINGTON
GARDENS SUBDIVISION, SECTION FOUR; thence leaving the boundary of said
COVINGTON GARDENS SUBDIVISION, SECTION FOUR along the southern
boundary of COVINGTON GARDENS SUBDIVISION, SECTION ONE, as per Plat of
. Record in Plat Book 11, page 932, Cole County Recorder's Office the following
courses: S40'11'17"E, 250.39 feet; thence S88'25'54"E, 131.84 feet to the easterly
line of the Southwest Quarter of the Northwest Quarter of said Section 20; thence
leaving the southern boundary of said COVINGTON GARDENS SUBDIVISION,
SECTION ONE, S1032'05"W along said easterly line, 1280.53 feet to the southeast
corner of the Southwest Quarter of the Northwest Quarter of said Section 20; thence
N88'01'04"W along the Quarter Section Line 1385.45 feet to the southwest corner of
the Southwest Quarter of the Northwest Quarter of said Section 20; thence
N1'32'49"E along the Section Line, 1362,73 feet to the northwest corner of the
Southwest Quarter of the Northwest Quarter of said Section 20; thence N2006'00"E
along the Section Line 314.39 feet to the POINT OF BEGINNING. Containing in all
49.61 acres.
Bearings based on COVINGTON GARDENS SUBDIVISION, SECTION ONE, as per
plat of record in Plat Book 11, page 932, Cole County Recorder's Office.
WHEREAS, it appearing that said plat has been fully and properly signed and accepted by
the owner of said subdivision, known and referred to as the Plat of Covington Gardens
Subdivision, Section Five, that all taxes have been paid, and that in all respects the requirements
of Chapter 445, RSMo, entitled "Plats" have been fully complied with by the owner of said
subdivision, and that in all respects the requirements of the Planning and Zoning Commission of
the City of Jefferson, Missouri, relating to plats and subdivisions have been complied with.

• NOW, THEREFORE, BE IT ENACTED BY THE COUNCIL OF THE CITY OF JEFFERSON,
MISSOURI, AS FOLLOWS:
SECTION 1. That the plat of Covington Gardens Subdivision, Section Five, lying, being
and situated within the corporate limits of the City of Jefferson, Missouri, as shown by the said plat
attached hereto and made a part of this ordinance, is hereby approved and accepted by the City
Council of the City of Jefferson, Missouri.
SECTION 2. The Mayor and City Clerk are hereby authorized and directed to endorse
acceptance of said plat hereon and to certify the approval of said plat under the seal of the City of
Jefferson.
SECTION 3. This ordinance shall be in full force and effect from and after the date of Its

Development Corp., property owners, for approval of the Final Plat of Covington Gardens Subdivision,
Section 5. The subdivision proposes 133 lots on 49.61 acres, zoned RS-3 Single Family Residential. The
subject property is located in the northwest quarter of Section 20, Township 44 North, Range 12 West, in
Jefferson City,Cole County, Missouri(Central Missouri Professional Services,consultant),
Bnckgroond
The subject property is located south of Covington Gardens, Section Four. Previously approved sections of
Covington Gardens include:

Current Proposal
Covington Gardens Subdivision, Section Five,proposes an extension of the RS-3 Single gamily Residential
use subdivision. it is accessed via a southern extension of the 2000 block of Hastings Road.A total of 133 lots
are proposed on 49.61 acres. The proposed development would result in the creation of 5 new streets:
• Street Name I Orientation
Hampshire Drive North—South
Newcastle Court North—South
Newcastle Lane Gast —West
Southam Ion Drive Gast—West
Westminster Drive Gast—West
Section 33-8-Final Pints
The Proposed final Plat generally conforms to the approved Revised Preliminary Plat. All items required by
Section 33-8 Final Plat Contents have been addressed.A Slonnwater Detention Area is shown as Reserve A
to be dedicated for public ownership and maintenance.A connection to nn adjacent street and installation of an
all-weather access drive needs to be included on the plat.A temporary turnaround should be considered at the
end of Southhampton Drive.
Section 33-9—Construction of Improvements
Design plans have been submitted for proposed streets, store sewers and sanitary sewers. Sidewalks are
proposed on both sides of all streets throughout the development.The Development Agreement will cover the
construction of these improvements,Comments regarding the technical details of the stotnt drainage,sanitary
sewer, and street plans are being finalized.
Staff Recommendation
Approval of the plat,subject to Engineering Division approval of access to the detention pond,the need fora
temporary turnaround, and technical corrections to construction plans prior to City Council consideration.

NEW BUSINESS- Item 8.
Case No. P05016- Final Plat of Covington Gardens Subdivision, Section Five (5), Hastings
Road, (RS-3)
CONINIF,NTS:
The Engineering Division is completing the technical review of the submittal of the final plat and
improvement plans for servers, sidewalk, utilities and streets as submitted by Central Missouri
Professional Services, Inc. To date, most items concerning Engineering Division review in
Section 33-8. of the Subdivision Code pertaining to final plat contents have been addressed on
the initial submittal of the final plat. The following comments, are regarding this review;
Regarding infrastructure;
Infrastructure is existing in the vicinity to serve the subdivision. New infrastructure is
. proposed including, streets, storm sewer, sanitary sewer and sidewalk for the subdivision
to serve the proposed lots.
Regarding our review of the plan are the following items;
1. Storm drainage/detention-
A subdivision size detention basin is planned for the area on Reserve Tract A. An
access area to one of the adiacent streets needs to he included as a part of the
Reserved Tract A. Also an all weather access road needs to he included /
proposed to provide access to the basin. It appears one of the various areas
shown as easement for drainage to the basin could be modified to provide an
access to the basin. Comments in regard to the technical details of the storm
drainage plan are being finalized.
2. Access-
Access to this section of the subdivision will be from Hastings Road, in Section
Four(4) of the subdivision. Section Five (5) also provides access to the
undeveloped ground to the east in the County of Cole. A temporary turnaround
may want to he considered at the end of Southampton Drive.
3. Sanitary sewer-
Easement access and sewer main extension to within a few feet of the property
line for the existing subdivisions in the County of Cole has been provided within
this subdivision, The subdivisions in the County along South Country Club Drive
have septic tanks that are failing and the City is working to see that sanitary sewer
• can be extended to eventually serve these areas. Comments regarding the
technical details of the sanitary sewer plan are being finalized.
4. Utility Access-
Utilities have been shown throughout the subdivision to serve the proposed lots
with necessary easements provided as well.
5. Sidewalk-
Sidewalk has been provided throughout the subdivision on both sides of all the
streets, as in previous sections of the subdivision.
G. Streets-
Streets are designed throughout the subdivision are in accordance with the
previously approved preliminary plat, Comments regarding the technical
details of the street plans are being finalized.
ENGINEERING STAFF POSITION:
Conditionally approve the final plat, subject to specific comments highlighted above being
addressed prior to submission of the Ilnai plat to the City Council for consideration.
