Joe can fill us in on that. The approved plans should have provided details on stabilization as Mark's usually do. If not the engineer could inform him or he could refer to the green book. Seeding is allowed but it's not as simple as just throwing down some seed. In appearance, its usually straw, mulch, etc.. over appropriate seed. As Joe had grassed R.O.W. shoulders, I'll defer to him on whether or not that's acceptable. Please feel free to forward this email to Tom, with his Engineer copied. I plan to look at the site later this (early) evening or first thing tomorrow in response to the 12:26pm notification that the site was ready for my visit. The second is from the same SW corner looking north along Chatham. I will restate my concerns I voiced at the site meeting with Tom Betagh, Joe and Mark. I am not pleased with the raising of the south side yard against the neighboring lot. This is not as Mark designed it. The only work in this area was to have been a swale cut into the lot. However, as it is not a flagrant digression, with their being minor relief across the unopened City R.O.W. to the east and as Mark, Joe and Tom all believed me to be overly precautions and unnecessarily resistant to wavering from the approved plans, I'll yield to the design engineer's opinion. The roadside swales along Chatham Ave on each side of the driveway were not installed. With that any runoff will go to the road. With the dense sod, it shouldn't be much and the swales would only serve this lot, but that's Joe's call. If, Joe's OK with the front yard on Chatham, I can sign off on the drainage. The pictures show stabilization not being complete. My pies of the east sides unstabilized area were evidently deleted. The Certification Letter means that someone representing this project needs to write a letter stating the Foundation Survey has been compared to the building plans, and no setback encroachments will occur when the remainder of the house is constructed. This would be checking that stairways, chimneys, bay windows, window trims, shutters, deck boards, roof overhangs if greater than 24- inches, etc. can all be installed without protruding into the required setbacks.
