Dear Mr. Smith:
Under date'of December 27, 1956 I wrote -you advising -that we had not
completed :he indicated changes on :prints of the Plans for the above
project that were discussed during our November meeting in Mr. Moulton's
office.
The prints of the:Plans have now been mtrked with those changes in-
dicated by red crayon and'are being transmitted to you along with
your tracings ,of the.plans under separate mailing tube..
You will recall'we discussed the reduding of the two knolls in the
North approach to the N/S runway, by side casting, to conform. to the
CAA approach standards of 40:1.- ,The 40:1 slope starts 200*.beyond
the end of,the runway paving, and at.the same elevation'as the end
of the pavement. We have made several studies.of different °lava-.
Lions for th.e'grading of. this approach,'trying to find -the most
economical construction. There -are alss.enclosed, in the mailing.
tube, our computations as to the length and -.gradient og the proposed
runway." You will notice that it is.a few feet short -of the Federal
length requirement for runway but appears .to he the most 'economical
approach to grading the North approach zone. The study. includes
sample cross sections of the approach zone when it .is in a cut.sec-
tion. This conforms to clearances. in the approach- zone , under,, our
Technical Standard Order No. N-18. There.are also attached sheets
of the approach zone grades and sections showing the computation
for:yardage.
The first knoll.would require approximately 15,000 1-ds.-of excava-
tion_and the second larger knoll would require approximately _
61;000 yds. These computations were taken.from the.contours shown.
-on your plans, and indicated by red crayon. We are enclosing these

computation sheets for your information so that you might check and
verify the yardage. This is in excess of the amounts discussed dur-
ing the meeting in Mr. Moulton's office and is the bare minimum that,
I believe, can be considered unless you have additional data on the
actual ground, configuration in the North approach zone, After you
have checkedthesecomputations, it is suggested that you discuss
them with Mr. Roberts and see if he is still interested in request-
ing Federal assistance in the proposed development under the above
project. If such is the case, it would be appreciated if you would
confirm his decision and make the statement to that effect in your
letter of transmittal of the corrected Plans.
The grade of the North approach involves a considerable amount of
excavation and it may be that it would involve too much of the City
of McCall's expenditures to undertake in conjunction with the above
project. If it is not accomplished during the project, and the pro-
ject is still wanted for the paving, then an agreement would have
to be made by the City of McCa11 that within a definite poriod of
time they would accomplish the grade in the North approach with
their own funds. A determination by Mr. Roberts on this item is
necessary.
The changes recommended on the Master Plan, as discussed at the meet-
ing in November, have been indicated by red crayon on the print being
returned to you. They show the future phasing out of the short NE/Stiff
landing strip and a future building area.
The Specifications transmitted in your letter of September 29, 1956
appear in acceptable form with four very minor corrections in sentences.
We are retaining the four copies of the Specifications youtransmitted,
in this office, until we hear further from you relative to the desires
of the City of McCall and the corrected plans.
Item No. 1, in your cost estimate for the above project, will need to
be revised to reflect the quantities that you arrived at for the grad-
ing in the North approach zone. You will notice that the study has
been made on you utilizing the present landing strip grade as the
final grade of the paving for the starting pads.
Sorry that we couldn't have gotten this to you sooner, and would ap-
preciate hearing from you relative to this at your earliest convenience.
A copy of this letter is being sent to Mayor Roberts for his information

Dear -Art,
This letter is in response -to our telephone conversation
concerning the increased"cest of the Airport Project.
I received Mr. Perry's letter and corrected plans in red pencil.
-
You will recall by checking the previous cost estimate, that we had
the total project cost. set at $23,;099 X0, which included construction
costs, land cost, engineering, contingencies -and so forth.
• The construction cost. only was estimated.at $17,336.00. The_
design_ at that time involved 18,340 cubic yards of excavation and_
embankment.- This was estimated at .35 per cu. yd. or a total of
6,419.00. This involved the excavation mainly on the two knolls
that'had to be lowered in the North approach zone.
I believe the question -you wanted answered was the increased -
:cost of the latest design`prepared'by the C.A. A. over our previous
estimate. .The quantities as nearly'as I can determine from the -
revised plans 'mould indicate 15,000- Cu.-Yds: to• be removed from
the first knell and 61,000 Cu. Yds. to be removed from the second
knoll or.a total of.76,000 Cu* Yds. 76,000 cu..yds. less 18,340
cu. yds. figured -in our original estimate leaves an increase of
57,660 cu. yds. Using the 35/.per ou. yd._ as in the previous
estimate; this would cost.an additional $ 20,181.00,for construction.
Additional'engineering.and overhead would naturally be added to this.
However, assuming that this excavation could be done for .25 per -
cu. yd. which would probably be the minimum to expect, the added _
cost_of construction would-be about $14,415.00 Again the engineering
and -other contingencies would have to be added to this.

As you have a, copy of Mr.-Perry's letter of January 18, 1957,
you will note that he has suggested. that the Village sibn an agree-
ment to do- the 61,000 cu. yds. of excavation on their own within-
5 years ifthe project .seems too large to handle at; present. This
might be a possibility., I"do not know your feelings in this respect.
However, unless you wish to follow out the C.A.A. program,
it appears that the Village, State and County, with money they
were to provide, might go ahead on their own .and get more. actual„
runway paving than to follow the C.A.A. program. I am not.. prepared
to say which: would be the wiser thing to do when looking into the`
future. Perhaps you with the Village Board and Nr., Moulton world -
know more about the future planning than Iwould.

at your offioe in regard to Projeot No. 9-10-056- 702 on the MoCall Muni-
oipal Airport under which we have hoped to.get loge runway paving done.
Enclosed .please find copies of oorrespondenoe whioh will bring you tip to
date on th. propene -of the pro jeot. As you know, - the planning for this.
job has been going on for a long time and it seems very diffioul.t to get -
anything definite net up. As indicated in Mr. Perry's letter, the ,Village
of McCall is somewhat limited in.funds and no it is mammary for us to be
able to justify the commitments we enter in to. To -clarify our position,
I should like to list a ntuber of points which will have -to influence our
deoision:to go along with this CA.A,Project or to forget it and go ahead -on
our own,
We have booms* interested in this Federal Aid Project so as to asaure an
open approach to the strip and so as to start, at least, an orderly program
of runway stabilisation. We have, 1 suppose, when we first vent into a
program involving the Federal Government, agreed :to going along with CAA
epecifiowtions and requirements. Anyamy, to thisand we have, over the
past few years, been busy in the acquisition of band to proteot the ap-
proaches to the strip, the clearing of this land to improve the glide
angle, seeding the runways in -an effort to stabilise then, tensing the
field, improving the drainage struoth es and numerous other maintenance
and improvement operations designed to bring the field more in to con.
fortuity with CAA requirements.: We believe, however, that some judgment
must be used in bringing aboutthis conformity. it is irery. difrioult for
us as & Village Board .of Trustees to sell our oom$unity, even if most of
the bill is to be paid by the Federal Government, on the proposition of .
removing eight or ten feet from a hill which is almost three eighths of a
mile from the end of the runway, for an operation which la at present, and
for the formable future will be very probably, a daylight, seasonal one.
In feat, in our land clearing operation of last fell on the approach sane
north of the airport we ran into some oriticisu of our activity as being
a waste of tam mum and this from people who are local pilots but also
tampsyers. Ws, as a Min* Board, are very muoh in favor of continuing
to improve the Meall Municipal Airport and have not yet come to regret the.

Specifically, we de not object to the leveling of the first small knoll -at
the end of the runway, We do object to moving the Per, larger bill at -this
time. Mr Ferry suggests,. as on alternative, that. the Village of Meall
agree to aoCapplish, this work- in the near future at local **penes, fie, on •
