It is obvious that the existing runway 02-20 (gravel) has hazards `to'..the north.' This is the reason for the proposal by several ;,pilots, particularily those who have flown from McCall for a .long time, that runway 02-20 be now designated for "Landings Only, from the South". Box M McCall, Idaho 83638 Re: McCall Airport Dear Mayor Evans: DIVISION OF AERONAUTICS AND PUBLIC TRANSPORTATION WORTHIE M.RAUSCHER,ADMINISTRATOR TRANSPORTATION DEPARTMENT 3103 AIRPORT WAY BOISE, IDAHO 83705 PHONE (208)384-3183 July 7, 1977 This letter is to clarify the position of the State of Idaho on certain points, which were discussed during the visit to McCall last April by the Division of Aeronautics and Public Transportation and the Federal Aviation Administration. We have serious concern over the designation of "runway" for the 1800' x 80' turf strip. This area does not meet either State or Federal dimensional standards for a public use runway, i.e. (1) too short for a field elevation of 5023 feet; (2) no avigation easements for the approaches; (3) obstructions within the clear zone; and (4) businesses causing a concentration of persons in the clear zone. The liability assumed by the airport caused by designation of this sub- standard area as a runway also must be considered. Considerable State funds have been expended in the past in construction projects on the McCall Airport. We are anticipating parti- cipation in future projects, including a runway lighting project, Master Plan, and parallel taxiway. To assure the State's ability to continue investment of public monies we ask you to consider the safety aspects of your airport. We continue to request the main runway be kept open year around. The final point is our recommendation that the airport manager not be associated with an airport business operation because of conflictof interests. We believe our position agrees with that presented to you by the Federal Aviation Administration. We, however, must be assured that the facility be available for year -around public use; be safe for use by the public; and that exclusive rights or conflicts of interest do not exist.
