HomeMy Public PortalAbout07-02-2009THE BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND, INDIANA, JULY 2, 2009 The Board of Public Works and Safety of the City of Richmond, Indiana, met at 5:00 P.M., Thursday, July 2, 2009, in the Community Room at the Municipal Building, 50 North 5th Street, Richmond, Indiana. In attendance were Board Members Vicki Robinson, Dian Lawson and Mary Jo Flood. Also attending were Assistant City Attorney Kim Vessels, Director of Public Works and Engineering Greg Stiens, Police Chief Kris Wolski, Network Administrator Coordinator Doug Goss, Computer Technician Jeff Norris and Art Baczewski. The following business was conducted: CALL TO ORDER Robinson called the meeting to order and noted for the minutes that all board members and legal counsel were present. APPROVAL OF MINUTES Robinson made a request to the board to approve the minutes for the June 25, 2009 meeting. Lawson made a motion to approve with a second by Flood. The motion was unanimously passed. CLAIMS FOR PAYMENT Robinson made a request to the board to approve the claims for payment for July 2, 2009, in the amount of $195,292.34. She explained of that total $32,249.47 was paid for Intergovernmental charges payable to the City of Richmond; $21,089.01 was paid to Pro Lawn for curbs and sidewalk rehabilitation for North and South 7th Street; $45,887.15 was paid to Bonar & Associated for design work for street projects and $26,125.04 was paid to Milestone for the Airport Runway 6/24 Rehabilitation. Flood made a motion to approve with a second by Lawson. The motion was unanimously passed. CHANGE ORDERS A. Robinson made a request to the board to approve Change Order No. 1 to Contract No. 60 -2009 with Ameresco. Lawson made a motion to approve with a second by Flood. The motion was unanimously passed. Board of Works Minutes July 2, 2009 Page 2 of 4 CITY INFRASTRUCTURE A. Robinson brought to the board a request that was presented by Director of Public Works and Engineering Greg Stiens for the acceptance of Arbor Drive into the City Infrastructure and be dedicated as a City Street. Flood made a motion to approve with a second by Lawson. The motion was unanimously passed. BID AWARDS A. Robinson brought to the board a request that was presented by Police Chief Kris Wolski to award the bid to King's Manufactured Concepts, Inc, not to exceed the amount of $3,405.00, for a metal garage building for the Police Department. Lawson made a motion to award the bid with a second by Flood. The motion was unanimously passed. B. Robinson brought to the board a request that was presented by Network Administrator Coordinator Doug Goss to award the bid to Pomeroy in the amount of $87,345.00 for the Network Switches. Flood made a motion to approve with a second by Lawson. The motion was unanimously passed. STREET CLOSURES A. Robinson brought to the board a request that was presented by Captain Terry Hopkins and submitted by Michael Elstro for the approval to close the 1300 Block of South "B" Street during the week of July 3, 2009 through July 10, 2009 for electrical power supply maintenance on street lights. Flood made a motion to approve with a second by Lawson. The motion was unanimously passed. B. Robinson brought to the board a request that was presented by Captain Terry Hopkins and submitted by Earl Conners for the closure of the 1700 Block of South "Y Street, provide 5 Caution Sign Barrels, one Police assist, 4 Traffic Vest and 4 Stop /Slow Paddles on Saturday, July 11, 2009 from 8:00 AM to 9:30 AM with a Rain Date of Saturday, July 18, 2009 for a Mini Marathon Kick -Off for the 2nd Annual Southview Community Picnic. Lawson made a motion to approve with a second by Flood. The motion was unanimously passed. C. Robinson brought to the board a request that was presented by Captain Terry Hopkins and submitted by Donna Mack for the closure of the 200 Block of South 6th Street on Saturday, August 8, 2009 from 8:00 AM to 9:00 PM for the Bethel AME Church's 4th Annual Family Fun Mini - Carnival with the City of Richmond Police Department posting "No Parking Signs ", the Street Department delivering the needed barricades. The organizers will be responsible for setting up and taking down. Lawson made a motion to approve with a second by Robinson with Flood abstaining. The motion was unanimously passed. NOISE VARIANCES A. Robinson brought to the board a request that was presented by Captain Terry Hopkins and submitted by Rick Parker for the approval of a Noise Variance for Saturday, Board of Works Minutes July 2, 2009 Page 3 of 4 August 8, 2009 at the 4th Floor Blues Club at 923 North "E" Street from 7:00 PM to 11:00 PM for an Inconcert Fundraiser. Flood made a motion to approve with a second by Lawson. The motion was unanimously passed. B. Robinson brought to the board a request that was presented by Art Baczewski for the approval of a Noise Variance for Sunday, July 19, 2009 at 109 North 6th Street from 1:00 PM to 6:00 PM for the American Legion Post #65 Outdoor Hog Roast. Lawson made a motion to approve with a second by Flood. The motion was unanimously passed. C. Robinson brought to the board a request that was presented by Art Baczewski for the approval of a Noise Variance for Saturday, August 1, 2009 at 109 North 6th Street from 11:00 AM To 6:00 PM for the American Legion Post #65 Motorcycle Show with live band for their Fireworks Fundraiser. Flood made a motion to approve with a second by Lawson. The motion was unanimously passed. NEW RESERVED HANDICAPPED PARKING SIGNS A. Robinson brought to the board a request that was presented by Captain Terry Hopkins for the approval of a new Reserved Handicapped Parking Sign at 615 South "S" Street for Ms. Bonnie Van Ausdal. Lawson made a motion to approve with a second by Flood. The motion was unanimously passed. RESIDENTIAL HANDICAPPED PARKING SIGN RENEWALS A. Robinson brought to the board a request that was presented by Captain Terry Hopkins for the approval of a Residential Handicapped Parking Sign Renewal at 119 South 13th Street for Mr. Marvin Wheeler. Flood made a motion to approve with a second by Lawson. The motion was unanimously passed. B. Robinson brought to the board a request that was presented by Captain Terry Hopkins for the approval of a Residential Handicapped Parking Sign Renewal at 200 South 6th Street for Bethel A.M.E. Church (3 spaces). Lawson made a motion to approve with a second by Robinson. The motion was unanimously passed. C. Robinson brought to the board a request that was presented by Captain Terry Hopkins for the approval of a Residential Handicapped Parking Sign Renewal at 208 South 11th Street for Mr. James Gregory. Flood made a motion to approve with a second by Lawson. The motion was unanimously passed. D. Robinson brought to the board a request that was presented by Captain Terry Hopkins for the approval of a Residential Handicapped Parking Sign Renewal at 217 North 20th Street for Ms. Marilyn Helms. Lawson made a motion to approve with a second by Flood. The motion was unanimously passed. E. Robinson brought to the board a request that was presented by Captain Terry Hopkins for the approval of a Residential Handicapped Parking Sign Renewal at 325 South 10th Street for Robert Hoffman. Flood made a motion to approve with a second by Lawson. The motion was unanimously passed. F. Robinson brought to the board a request that was presented by Captain Terry Hopkins for the approval of a Residential Handicapped Parking Sign Renewal at 326 South Board of Works Minutes July 2, 2009 Page 4 of 4 15t11 Street for Rosalee O'Conner. Lawson made a motion to approve with a second by Flood. The motion was unanimously passed. G. Robinson brought to the board a request that was presented by Captain Terry Hopkins for the approval of a Residential Handicapped Parking Sign Renewal at 327 South 10th Street for Mr. Mark Carlson. Flood made a motion to approve with a second by Lawson. The motion was unanimously passed. H. Robinson brought to the board a request that was presented by Captain Terry Hopkins for the approval of a Residential Handicapped Parking Sign Renewal at 417 South 15t11 Street for Mr. & Mrs. Rick Wolfinbarger. Flood made a motion to approve with a second by Lawson. The motion was unanimously passed. I. Robinson brought to the board a request that was presented by Captain Terry Hopkins for the approval of a Residential Handicapped Parking Sign Renewal at 511 North 17t11 Street for Ms. Thelma Russell. Flood made a motion to approve with a second by Lawson. The motion was unanimously passed. J. Robinson brought to the board a request that was presented by Captain Terry Hopkins for the approval of a Residential Handicapped Parking Sign Renewal at 380 Hub Etchison Blvd. for Richmond High School (2 spaces at McGuire Hall and 2 spaces at Tiernan Center). Lawson made a motion to approve with a second by Flood. The motion was unanimously passed. ADJOURNMENT There being no further business, on a motion duly made, seconded and passed unanimously.
