The Common Council of the City of Richmond, Indiana met in regular session August 3, 2015 in the
Council Chambers in said City.
PLEDGE OF ALLEGIANCE
PRAYER BY COUNCILOR MILLER
President Oler called the meeting to order and the following business was conducted:
ROLL CALL
Present were: Doug Goss, Kelley Cruse - Nicholson, Bruce Wissel, Clayton Miller, Don Winget, Misty
Hollis, Ron Oler and Phil Quinn. Absent was Larry Parker.
Also in attendance were Walt Chidester, City Attorney; Karen Chasteen, City Clerk; Fire Chief Jerry
Purcell; Police Chief Mark Connery; City Controller Sandra Spencer; Sergeant at Arms; and, media.
APPROVAL OF MINUTES
Councilor Wissel moved to amend the July 20, 2015 minutes by indicating a dissenting vote by Councilor
Miller relative to Ordinance Nos. 47 & 48 -2015, supported by Councilor Miller. Upon a vote viva voce, the
motion passed. Councilor Winget moved to approve the amended minutes of the meeting held July 20,
2015, supported by Councilor Miller. Upon a vote viva voce, the motion passed.

COMMUNICATION FROM THE MAYOR
• Thank you to Richmond Power and Light, Street Department and Sanitary District for their work
during a very rainy season
• Condolences to the family of former Mayor Frank Waltermann who passed away August 2

ORDINANCES ON FIRST READING
Councilor Miller moved to suspend the rules and read Ordinance Nos. 49 & 51 -2015 on first reading by
title only, supported by Councilor Cruse - Nicholson. Upon a vote viva voce, the motion passed.
ORDINANCE NO. 49-2015 — A SPECIAL ORDINANCE AUTHORIZING THE APPROVAL OF A
STATEMENT OF BENEFITS FOR A PROPERTY OWNER APPLYING FOR DEDUCTIONS UNDER I.C.
6 -1.1 -12.1
The Clerk read Ordinance No. 49 -2015 on first reading by title only.
This Ordinance is a petition of Quanex Homeshield LLC for a ten year tax abatement on manufacturing
equipment valued at Four Hundred Eight Thousand Six Hundred Eighty Five Dollars and zero cents
($408,685.00).
Ordinance No. 49 -2015 was referred to the Tax Abatement Committee for due diligence.
ORDINANCE NO. 51-2015 — A SPECIAL ORDINANCE AUTHORIZING THE APPROVAL OF A
STATEMENT OF BENEFITS FOR A PROPERTY OWNER APPLYING FOR DEDUCTIONS UNDER I.C.
6 -1.1 -12.1
The Clerk read Ordinance No. 51 -2015 on first reading by title only.
This Ordinance is a request of Georgia - Pacific Corrugated LLC for a ten year tax abatement on
equipment valued at Seven Million Seven Hundred Eighty Seven Thousand Dollars and zero cents
($7,787,000.00).
Ordinance No. 51 -2015 was referred to the Tax Abatement Committee for due diligence.
