THE CITY OF RICHMOND, INDIANA, JUNE 18, 2009
The Board of Public Works and Safety of the City of Richmond, Indiana, met at 5:00 P.M.,
Thursday, June 18, 2009, in the Community Room at the Municipal Building, 50 North 5th
Street, Richmond, Indiana. In attendance were Board Members Vicki Robinson, Dian Lawson
and Mary Jo Flood. Also attending were Assistant City Attorney Kim Vessels, Captain Terry
Hopkins and Police Chief Kris Wolski. Also in attendance were Centerville students Nicole
Rosborn, Chelsti Hinners, Hannah Toschlog, Denise DeLong and Daniel Story.
The following business was conducted:
CALL TO ORDER
Robinson called the meeting to order and noted for the minutes that all board members and legal
counsel were present.
APPROVAL OF MINUTES
Robinson made a request to the board to approve the minutes for June 11, 2009. Member Flood
explained that there needed to be some corrections to the minutes. The first one was in the first
paragraph and needed changed from Assistant City Attorney Walt Chidester to City Attorney
Walt Chidester. The other one was under the Temporary Banner Display request and it needed
to say it was for the Clean Water for Garden City Benefit Concert to be held on Thursday, July
16, 2009. Flood made a motion to approve the minutes as amended with a second by Robinson.
The motion was unanimously passed.
CLAIMS FOR PAYMENT
Robinson made a request to approve the claims for payment for June 19, 2009 in the amount of
$225,279.65. She explained of that amount $76,171.05 was paid to Richmond Power & Light
for electrical cost, including street lights, and $77,081.75 was paid to Richmond Housing
Authority as a pass through from Redevelopment for demolition of Nicholson School. Lawson
made a motion to approve with a second by Flood. The motion was unanimously passed.
STREET CLOSURES
A. Robinson brought to the board a request that was presented by Captain Terry Hopkins
and submitted by Deputy City Clerk Monica Burns to close the first block of South 1st
Street on Thursday, July 16, 2009 from 8:00 AM to 11:00 PM for the Clean Water for
Garden City Benefit Concert. Flood made a motion to approve with a second by
Lawson. The motion was unanimously passed.

B. Robinson brought to the board a request that was presented by Captain Terry Hopkins
and submitted by Tom Broyles for the approval to close all entrances into Glenn
Miller Park on Saturday, June 20, 2009 from 8:45 AM to 9:30 AM for the Annual
Dalmatian Foundation "Rock -n- Roll ". Those entrances are:
1. Elks Road
2. 30th Street
3. 24th Street
4. 22nd Street
5. North "C" Street
6. North "D" Street
7. Grand Boulevard
8. Glen Court
9. Maintenance Building Drive
Lawson made a motion to approve with a second by Flood. The motion was
unanimously passed.
NEW RESERVED HANDICAPPPED PARKING SIGNS
A. Robinson brought to the board a request that was presented by Captain Terry
Hopkins for the approval of a new Reserved Handicapped Parking Sign at 405 West
Main Street for Ms. Kelly J. Hunt. Hopkins explained that he really didn't know if
the area in the back of the property would constitute off street parking since it wasn't
paved or graveled. The ordinance really doesn't specify what constitutes off street
parking. Hopkins said this was one that he was going to leave to the board for
approval with no recommendation from him. Lawson brought up the fact that there
were long steep stairs coming out of the back of the house that is probably difficult
for Ms. Hunt to maneuver with her condition. She went on to say that it looked like
the steps in the front would not be as steep, therefore making it easier for her to
maneuver than the back ones. Lawson made a motion to give special consideration
and approve with a second by Flood. The motion was unanimously passed.
RESIDENTIAL HANDICAPPED PARKING SIGN RENEWALS
A. Robinson brought to the board a request that was presented by Captain Terry Hopkins
for the approval of a Residential Handicapped Parking Sign Renewal at 1415 South
"E" Street for Ms. Debbie Ellison. Hopkins explained to the board that this sign was
applied for originally about a year ago and at that time since they were in the process
of building a garage he recommended to the board to approve, with the understanding
that when the construction was completed they would then have off street parking and
would not qualify for a Handicapped Parking Sign. He told the board that the
construction was done and he recommended denying the request for renewal. Flood
made a motion to deny with a second by Lawson. The motion was unanimously
passed.
B. Robinson brought to the board a request that was presented by Captain Terry Hopkins
for the approval of a Residential Handicapped Parking Sign Renewal at 121 North

15t11 Street for Ms. Jeannette Knorpp. Lawson made a motion to approve with a
second by Flood. The motion was unanimously passed.
C. Robinson brought to the board a request that was presented by Captain Terry Hopkins
for the approval of a Residential Handicapped Parking Sign Renewal at 42 South 19th
Street for Ms. Shirley Kehlenbrink. Flood made a motion to approve with a second
by Lawson. The motion was unanimously passed.
D. Robinson brought to the board a request that was presented by Captain Terry Hopkins
for the approval of a Residential Handicapped Parking Sign Renewal at 721 South 7th
Street for Ms. Sheila Mullins. Lawson made a motion to approve with a second by
Flood. The motion was unanimously passed.
E. Robinson brought to the board a request that was presented by Captain Terry Hopkins
for the approval of a Residential Handicapped Parking Sign Renewal at 55 South 16th
Street for Mr. Carl Davis. Flood made a motion to approve with a second by Lawson.
The motion was unanimously passed.
BID REJECTION
A. Robinson made a request to the board that was submitted by Street Commissioner
Bill Smith to reject the bid for Fiber Mat and Micro Surfacing applications to various
streets in Oak Park from Strawser Construction in the amount of $255,710.40.
Lawson made a motion to reject the bid with a second by Flood. The motion was
unanimously passed.
BID OPENING
A. Robinson brought a bid opening to the board for a steel building for the Police
Department. There was one bid from King Manufactured Concepts in the amount of
$2,405.00.
Robinson took this time to introduce the students from Centerville, attending for their
Government class. Their names are listed above.
ADJOURNMENT
There being no further business, on a motion duly made, seconded and passed unanimously. The
meeting was adjourned.
