Mayor Man called the City Council Regular Meeting to order at 7 :33 p.m. in the Council Chambers located at 5938 Kauffman Avenue, Temple City . 2. ROLL CALL PRESENT: ABSENT: ALSO PRESENT: 3. INVOCATION Councilmember-Chavez, Sternquist, Yu, Fish, Man Councilmember-None City Manager Cook, City Attorney Vail , Director of Parks and Recreation Burroughs, Parks and Recreation Manager Lawson, City Clerk Kuo Jerry Jambazian, owner of Wonder Cleaners and Draperies, located at 9136 Las Tunas Drive provided the invocation. 4. PLEDGE OF ALLEGIANCE Boy Scout Troop 1741ed the pledge of allegiance. 5. CEREMONIAL MATTERS-PRESENTATIONS A. PET OF THE MONTH Gosia Jaszczur, San Gabriel Valley Humane Society volunteer presented the pet of the month . Those interested in adopting a pet can call the San Gabriel Valley Humane Society at (626) 286-1159. 6. PUBLIC COMMENTS ON ITEMS NOT LISTED ON THE AGENDA Lucy Liou, Temple City resident, commented on an article in last year's City Connect Magazine. She invited the public to the National Night Out tomorrow during concert in the park and the Neighborhood Watch next Thursday. Albert Mulraney, Temple City resident, requested that City Council consider adding a discussion item to an upcoming meeting agenda allowing the sale of cannabis in the City . City Council Minutes August 7, 2018 Page 2 of 8 Steve Stafford, Temple City resident, made comments regarding attracting new types of restaurants to the City. 7. CONSENT CALENDAR City Manager Cook pulled Consent Calendar Item 7E to provide more information. E. ACCEPT PLANS AND SPECIFICATIONS, AND AUTHORIZE BID ADVERTISEMENT FOR DEMOLITION ACTIVITIES AT 5922 AND 5928 PRIMROSE AVENUE The City has completed the preliminary environmental site assessments for 5922 and 5928 Primrose Avenue . To continue the project's momentum, a bid document has been prepared for building demolition and site clearance. City Manager Cook gave a brief overview of the demolition of the properties and shared that this is the first step towards completing the demolition project. Councilmember Yu, City Property Ad Hoc Committee member, shared that the committee will continue to meet w ith staff and will direct staff to bring updates to Council at future meetings . City Council made comments regarding the project. Mayor Man opened public comment. Hearing no request to speak, Mayor Man closed public comment. Councilmember Chavez made a motion to : 1. Accept plans , specifications and estimates for the demolition of buildings located at 5922 and 5934 Primrose Avenue (APN 8587-014-904,-905); and 2 . Authorize the City Manager to circulate the bid advertisement. Seconded by Mayor ProTem Fish and carried by the following votes: AYES: NOES: ABSTAIN: ABSENT: Councilmember-Chavez, Sternquist, Yu, Fish , Man Councilmember-None Council member-None Councilmember-None Councilmember Chavez made a motion to approve the remainder of the Consent Calendar Items. APPROVAL OF MINUTES The City Council is requested to review and approve: 1. Minutes of the City Council Special Meeting of July 17, 2018; 2 . Minutes of the City Council Regular Meeting of July 17, 2018; and 3 . Minutes of the City Council Special Meeting of July 25, 2018. Action: Approved. B. PLANNING COMMISSION ACTIONS The City Council is requested to receive and file the Actions of the Regular Planning Commission Meeting of July 10, 2018 . Action: Received and filed . C. TRANSPORTATION AND PUBLIC SAFETY COMMISSION ACTIONS The City Council is requested to receive and ffle the Actions of the Regular Transportation and Public Safety Commission Meeting of July 11, 2018. Action : Received and filed . D. PARKS AND RECREATION COMMISSION ACTIONS The City Council is requested to receive and file the Actions of the Regular Parks and Recreation Commission Meeting of July 18 , 2018 . Action: Received and filed. F. APPROVAL OF A MEMORANDUM OF UNDERSTANDING (MOU) BETWEEN THE CITY OF TEMPLE CITY AND THE TEMPLE CITY EMPLOYEES ASSOCIATION FROM JULY 1, 2018 THROUGH JUNE 30 ,2019 The City of Temple City and the Temple City Employees Association have come to a tentative agreement for wages, hours, and other terms and conditions of employment for July 1, 2018 through June 30, 2019. It is recommended the City Council take the actions outlined to implement the MOU . Action : 1. Adopted Resolution No. 18-5351 approving the Memorandum of City Council Minutes August 7, 2018 Page 4 of 8 Understanding (MOU) between the City of Temp le City and the Temple City Employees Association ; and 2. Appropriated $40,000 from the General Fund Reserves to implement provision of the MOU . G . PETTY CASH REPORT The City Council is requested to receive and file the Petty Cash Report for Fiscal Year 2017-18 and 2018-19 . Action: Received and filed. H . ADOPTION OF RESOLUTION NO. 18-5352 APPROVING PAYMENT OF BILLS FOR FISCAL YEAR 2017-18 The City Council is requested to adopt Resolution No. 18-5352 authorizing the payment of bills . Action: Adopted Resolution No . 18-5352. I. ADOPTION OF RESOLUTION NO. 18-5353 APPROVING PAYMENT OF BILLS FOR FISCAL YEAR 2018 -19 The City Council is requested to adopt Resolution No. 18-5353 authorizing the payment of bills . Action: Adopted Resol ution No. 18-5353 . 8. PUBLIC HEARING-None 9. UNFINISHED BUSINESS -Non e 10. NEW BUSINESS A. PROPOSED COMMITTEE ON AGING One of the action steps in the recently adopted Senior Master Plan is establishment of the Committee on Aging (COA) to advise the City Council on older adult issues and conce rns. The Parks and Recreation Comm ission has reviewed and recommended approval of criteria and standards for the COA. City Council approval will allow staff to move forward with recru itment and selection of members for the COA. Parks and Recreation Manag e r Lawson gave a b rief summary of the staff report. City Council made comments and asked questions regarding the proposed City Council Minutes August 7, 2018 Page 5 of 8 committee . Mayor Man opened publi c comments . Lucy Liou, Temple City resident , spoke in favor of the Council establishing a Committee on Aging . Hearing no further request to speak. Mayor Man closed public comments. Mayor Man made a recommendation to appoint Mayor ProTem Fish as a non- voting member to the COA. Councilmember Chavez made a motion to approve the creation of the Committee on Aging as recommended by staff with amendments to initial committee members' terms and who is eligib le to apply to serve on the committee. Also to appointed Mayor ProTem Fish to the COA as a non-voting member. CITY COMMISSION DISCUSSION The City Council is requ ested to hold a discussion regarding possib ly increasing the number of commissioner seats for the Parks and Recreation Commission and Transportation and Public Safety Commission . City Manager Cook gave a brief summary of the staff report. City Commissioner Recruitment Ad Hoc Committee commented briefly on the reasoning behind proposing an increase in the number of commiss ioner seats. City Council made comments and held a discussion regarding commissioner seats for the two commissions . Mayor Man opened public comment. Steve Stafford, Temple City resident, made comments regarding number of commissioner seats . Jim Clift, Temple City resident!Transportation and Public Safety Commissioner, made a comment regarding commissioner applicants . Hearing no further request to speak , Mayor Man closed public comment. City Council Minutes August 7, 2018 Page 6 of 8 Councilmember Chavez made a motion to continue this discussion to a future date and directed staff to bring back additiona l background information for Council's consideration. COMMUNICATIONS-None 12. UPDATE FROM CITY MANAGER A. Grants Informed Council that tracking of grant opportun it ies was decentralized but will now be centralized and be tracked by the City Manage r's office. He also commented on upcoming city events. 13. UPDATE FROM CITY ATTORNEY Commented on Fair Political Practices Commission mass mailing restriction and how it may affect incumbents when running for reelection. 14. ADDITIONAL PUBLIC COMMENTS ON ITEMS NOT LISTED ON THE AGENDA Steve Stafford, Temple City resident, requested that City Counci l adjourn in memory of Jean Machinski, former Fire Captain. Jerry Jambazian, Temple City business owner, made a comment about motorized scooters . He also requested that City Council adjourn in memory of Philip Pettus , Temple City Chamber of Commerce Temple City Life Managing Editor. Jim Clift, Temple City residentrrransportation and Public Safety Commissioner, thanked City Council for doing a great job and shared that the DMV does regulate the operation of motorized scooters . 18.
