SUBJECT: FINAL SUBDIVISION MAP APPROVAL FOR PARCEL MAP NO. 72220
FOR CAMELLIA SQUARE
RECOMMENDATION:
The City Council is requested to:
1. Review final Parcel Map No . 72220 (Attachment "A") and the street right-of-way
dedication at the southeast corner of Rosemead Boulevard and Elm Street;
2. Accept the right-of-way dedication and approve final Parcel Map No. 72220 ; and
3. Authorize the City Clerk to certify Parcel Map No. 72220.
BACKGROUND:
1. On April 1, 2013, the City received the application for Tentative Parcel Map No.
72220 proposing a four-unit commercial condominium subdivision for Camellia
Square shopping center. Camellia Square shopping center is located at the
southern terminus of Myda Avenue, partially upon the previously-vacated Elm
Avenue .
2. On December 7, 2015, following multiple revisions to the tentative parcel map, the
City Engineer advised that the map was ready for Planning Commission
consideration.
3. On April 12 , 2016 , the Planning Commission held a public hearing and approved
the tentative parcel map with an expiration date of April 12 , 2018 . The Planning
Commission also recommended that the City Council vacate a portion of the
public right-of-way at the southern end of Myda Avenue to align the perimeter

walls of the shopping center with the property lines at the end of Myda Avenue.
For the same purpose, the Planning Commission conditioned the project which
required that the applicant complete a lot line adjustment with the two residential
properties on the north.
4. On May 17, 2016, the City Council held a public hearing and approved the street
vacation.
5. On February 12, 2018, the applicant submitted a request for a time extension
because the applicant was unable to record the map before April 12, 2018 (the
initial expiration date). The time extension request was subsequently scheduled for
the Planning Commission to consider on March 27, 2018 .
6. On ·March 3, 2018 , the applicant submitted proof that the lot line adjustment was
completed and the document was recorded with the Los Angeles County's
Recorder's Office .
7. On March 27, 2018, the Planning Commission held a public hearing and approved a
12-month time extension for the tentative parcel map .
8. On July 23 , 2018, City 's engineering staff advised that the plan check for the final
subdivision map was completed and the final map was certified for its mathematic
accuracy.
ANALYSIS:
Camellia Square is an existing commercial shopping center. The parcel map is for the
four commercial buildings of the shopping center to have separated titles. The map was
approved based upon the findings that such a subdivision was consistent with the
General Plan and Zoning Code. The applicant has completed the lot line adjustments.
The expiration of the tentative map has been extended to April 12, 2019. The City's
Building and Engineering staff has completed the review of the final map and certified the
map. Based on the conclusion that the applicant has satisfied the conditions of approval,
and that the final map is in substantial compliance with the tentative map , staff requests
that the City Council approve the final map. Approving the final map would allow the
property owner to record the map to finalize the subdivision.
CITY STRATEGIC GOALS:
Approval of final Parcel Map No . 72220 will further the City's Strategic Goal of Economic
Development.

Approval of this item will not have an impact on the City's budget for Fiscal Year 2018-19.
