SUBJECT: ACCEPTANCE OF PROJECT COMPLETION FOR STREET
RESURFACING PROJECT PHASE 4 (CIP NO. P18-03)
RECOMMENDATION:
The City Council is requested to:
1. Accept project completion for the Street Resurfacing Project Phase 4 (CIP No . P18-
03) (the Project) as performed by All American Asphalt with a final contract amount
of $842 ,948.84; and
2 . Authorize the City Manager to file a Notice of Completion with the County of Los
Angeles Registrar-Recorder and release the retention payment 35 days thereafter.
BACKGROUND:
1. On May 2 , 2017, the City Council approved construction bid documents and
authorized the City Manager to conduct a formal bid process for the Project.
2. On July 5, 2017, the City Council authorized award of a construction contract with
All American Asphalt for $877 ,700 and authorized the City Manager to approve
change orders in an amount not to exceed 1 0 percent of the contract amount
($87,770) for unanticipated project costs.
3 . On August 14, 2017, All American Asphalt commenced work on the Project. The
Project was completed within the contract schedule. The final cost for the work
completed by All American Asphalt is $842 ,948.84 which is well within the approved
contract amount.

ANALYSIS:
The Project included resurfacing of about 3 .2 miles of streets , as listed in the table below.
The resurfacing included cold mill and overlay of the asphalt street surfaces, localized
asphalt repairs when needed due to pavement condition , concrete curb and gutter repairs
where needed, traffic signal loop replacements , and restriping.

CITY STRATEGIC GOALS:
Resurfacing streets is consistent with the City Strategic Goals of Public Health and Safety,
Quality of Life , and Sustainable Infrastructure.
FISCAL IMPACT:
The Project was included in the Fiscal Year (FY) 2017-18 City Budget under CIP No . P18-
03 . All work comp leted fo r the Project was paid from the FY 2017-18 budget using
Measure R and Measure M transportation funds. The Project will have no impact on the
FY 2018-19 budget.
