FROM: Bryan Cook, City Manager By: Cathy Burroughs, Director of Parks and Recreation Steve Lawson, Parks and Recreation Manager SUBJECT: 'ADOPTION OF RESOLUTION NO, 18=5354 ESTABLISHING A COMMITTEE ON AGING RECOMMENDATION: The City Council is requested to adopt Resolution No. 18-5354 establishing a Committee on Aging. BACKGROUND: 1. On August 7, 2018, the City Council reviewed and approved the criteria and standards for the proposed Committee on Aging as recommended by the Parks and Recreation Commission with minor amendments. ANALYSIS With the recent adoption of the Senior Master Plan, staff has begun implementation of the various Action Steps, in particular those identified as "immediate". One of those immediate Action Steps, #04, recommends establishment of a new standing committee, the Committee on Aging (CoA), under the Parks & Recreation Commission, to advise the Commission and City Council on older adult issues and concerns. The City Council, at their August 7, 2018, regular meeting, considered the criteria and standards for the proposed CoA as recommended by the Parks and Recreation Commission. The City Council and City Attorney requested a few minor amendments for membership and governance, as italicized below: MEMBERSHIP City Council August 21, 2018 Page 2 of 2 #2. Each member shall serve staggered two (2) year terms. Initial appointments shall be for twe erthree one or two years and shall be from the date of appointment to June 30. Terms shall commence on July 1 and terminate on June 30. #3. Membership may be drawn from community members, professionals in the field of aging, non-profit leaders, faith -based representatives, program participants, and persons representing the business community. Persons currently serving on any City Commission are not eligible, except the appointed member from the Parks and Recreation Commission, who is a non-voting member. #8. Committee members will not receive a stipend of any kind for their involvement on the CoA. GOVERNANCE #1 CoA meetings will be subject to the Brown Act. Resolution No. 18-5354 formally establishes the CoA under the amended criteria and standards approved by the City Council on August 7, 2018, CITY STRATEGIC GOALS: Adoption of Resolution No. 18-5354 furthers the City's Strategic Goals of Quality of Life and Citizen Education and Communication. FISCAL IMPACT: This item does not have a direct impact on the Fiscal Year (FY) 2018-19 City Budget. However, City resources and staff time will be required to support the CoA. ATTACHMENT: A. Resolution No. 18-5354 ATTACHMENT A RESOLUTION NO. 18-5354 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY ESTABLISHING A COMMITTEE ON AGING WHEREAS, the City Council, on April 17, 2018, adopted a Senior Master Plan (SMP), the purpose of which was to provide recommendations to the City and local service agencies to assure that Temple City continues to be healthy, older -adult friendly community; and WHEREAS, the SMP contains 24 Action Steps, each of which includes a priority rating for implementation, which are immediate, short-term, or long-term; and WHEREAS, Action Step #04 in the SMP recommends the City establish a new standing committee, the Committee on Aging, under the Parks and Recreation Commission to advise the City Council and Parks and Recreation Commission on older adult issues and concerns; and WHEREAS, the City Council considered and approved a recommendation from the Parks and Recreation Commission to establish a Committee on Aging on August 7, 2018 NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF TEMPLE CITY DOES HEREBY RESOLVE: SECTION 1. The Committee on Aging is hereby established under the criteria and standards contained on Exhibit "1". PASSED, APPROVED AND ADOPTED on this 21 S' day of August 2018. BASIC FUNCTIONS 1. To assist the Parks & Recreation Department with the implementation of the Temple City Senior Master Plan (SMP) and provide an annual report card to the Commission and City Council. 2. To advise and assist Parks &Recreation staff regarding activities, programs and services for seniors. 3. To inform the Parks & Recreation Commission and the City Council about programs and services benefiting seniors. 4. To evaluate existing senior programs and services annually. 5. To advocate for legislative issues that affect the lives of older adults and to disseminate information that will enable seniors to participate actively in the democratic process. MEMBERSHIP 1. The CoA shall consist of at least 9 representatives of the community; 50% or more shall be 50 years or older. 2. Each member shall serve staggered two (2) year terms. Initial appointments shall be for one or two years and shall be from the date of appointment to June 30. Terms shall commence on July 1 and terminate on June 30, 3. Membership may be drawn from community members, professionals in the field of aging, non-profit leaders, faith -based representatives, program participants, and persons representing the business community. Persons currently serving on any City Commission are not eligible, except the appointed member from the Parks and Recreation Commission who is a non-voting member. 4. The Parks & Recreation Commission and City Council shall each appoint one of its members to serve on the CoA as a non-voting representative who does not count towards a quorum. 5. Initial and ongoing appointment of members to the CoA shall be made by a committee consisting of the City's Parks and Recreation Director, Parks and Recreation Manager, Parks and Recreation Coordinator and the appointed members of the City Council and Parks and Recreation Commission as stated in paragraph 4 above. 6. Additional members may be appointed to the CoA during the year if the proposed member(s) have the potential to bring professional stature and/or experience beneficial to the mission of the CoA. 7. The CoA shall meet on a quarterly basis (January, April, July, and October). Exact day, time, and location TBD. 8. Committee members will not receive a stipend of any kind for their involvement on the CoA. GOVERNANCE 1. CoA meetings will be subject to the Brown Act, 2. The CoA shall select the following officers: Chair and Vice Chair. 3. Officers shall serve from July 1 to June 30, 4. Officers shall serve 1 -year terms and may serve a second consecutive year. 5. The Chair shall appoint chairs of subcommittees as needed from within the membership. 6. The Chair shall appoint replacements for officer vacancies which occur (for the remainder of the year) from within the membership. 7. A quorum shall consist of a simple majority.
