HomeMy Public PortalAbout08-13-2015THE BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND, INDIANA, AUGUST 13, 2015 The Board of Public Works and Safety of the City of Richmond, Indiana, met at 5:00 P.M., Thursday, August 13, 2015, in the Council Chambers at the Municipal Building, 50 North 5th Street, Richmond, Indiana. President Robinson called the meeting to order and the following business was conducted: ROLL CALL Board members present were: Vicki Robinson and Tony Foster. Absent was Dick Foore. Also in attendance were Kim Vessels, Assistant City Attorney; Karen Chasteen City Clerk; Police Lt. Donnie Benedict; Grant Administrator Sharon Palmer; Street Commissioner Tracy Bosell; City Engineer Greg Steins; Park Superintendent Bill Thistlethwaite; and, Media. APPROVAL OF MINUTES Mr. Foster moved to approve the minutes of August 6, 2015, supported by Ms. Robinson. Upon a vote viva voce, the motion carried. CLAIMS FOR PAYMENT Mr. Foster moved to approve the August 14, 2015 Claims for Payment in the amount of Three Hundred Seventy Thousand Eight Hundred Seven Dollars and twenty six cents ($370,807.26), supported by Ms. Robinson. Upon a vote viva voce, the motion carried. REQUESTS • STREET CLOSURE BURNS WORLD OF MERCHANDISE — BACK TO SCHOOL CELEBRATION Elm Place to North 11th Street and the Alley behind the Atlas Apartments August 29, 2015 — 8 am — 8 pm Mr. Foster moved to approve, supported by Ms. Robinson. Upon a vote viva voce, the motion carried. • LANE RESTRICTIONS RICHMOND MINI MARATHON Chester Boulevard through Union Pike to the Cardinal Greenway and Waterfall Road — barricaded at Sheridan Street restricting East bound traffic August 23, 2015 — 7 am — Noon Mr. Foster moved to approve, supported by Ms. Robinson. Upon a vote viva voce, the motion carried. • HANDICAP PARKING SIGN — NEW 110 South 12th Street Mr. Foster moved to approve, supported by Ms. Robinson. Upon a vote viva voce, the motion carried. Upon a vote viva voce, the motion carried. BID OPENINGS • REJECT BIDS FOR BLIGHT ELIMINATION PROGRAM Mr. Foster moved to reject the bids, supported by Ms. Robinson. Upon a vote viva voce, the motion carried. BID AWARDS • AMERICAN ENVIRONMENTAL CORPORATION Carpenter Remediation Project Not to exceed $358,699.50 — 0% loan from the Redevelopment Commission Mr. Foster moved to approve, supported by Ms. Robinson. Upon a vote viva voce, the motion carried. CONTRACTS • AMENDED CONTRACT NO. 93-2015 — TRC ENVIRONMENTAL Phase 1 environmental study re CSX acquisition Mr. Foster moved to approve, supported by Ms. Robinson. Upon a vote viva voce, the motion carried. • CONTRACT NO. 94-2015 — SELKING INTERNATIONAL 2015 International 7400 Dump Truck with a W.A. Jones truck body Not to exceed $135,368.00 Mr. Foster moved to approve, supported by Ms. Robinson. Upon a vote viva voce, the motion carried. • CONTRACT NO. 95-2016 — MILLENNIUM RAIL SERVICES Inspection, testing and repair of Railroad Cross Protection Equipment at Industrial Parkway Not to exceed $260.00 /month for the first year Three percent increase for each additional year of this Agreement (3 year contract) Mr. Foster moved to approve, supported by Ms. Robinson. CHANGE ORDERS • INDOT CONTRACT NO. 33888 (South "E" Street) Change Order Nos. 7, 10, 11 & 12 -2015 will be paid 80% by the Indiana Department of Transportation and 20% by the City of Richmond until this grant is exhausted. If this happens, the remainder will be paid from the Economic Development Income Tax which has already been budgeted for 2015. Change Order No. 7 - Rock Excavation Not to exceed $18,920.00 Mr. Foster moved to approve, supported by Ms. Robinson. Upon a vote viva voce, the motion carried. Change Order No. 10 - RR tie Removal and Disposal Not to exceed $3,183.95 Mr. Foster moved to approve, supported by Ms. Robinson. Upon a vote viva voce, the motion carried. Change Order No. 11- Seal Window Wells at 8t' and "E" Street Not to exceed $8,297.00 Mr. Foster moved to approve, supported by Ms. Robinson. Upon a vote viva voce, the motion carried. Change Order No. 12 - Remove Overhead Sign Structures Not to exceed $4,242.97 Mr. Foster moved to approve, supported by Ms. Robinson. Upon a vote viva voce, the motion carried. Change Order No. 13 - Premium for Rock Excavation Not to exceed $6,478.56 Mr. Foster moved to approve, supported by Ms. Robinson. Upon a vote viva voce, the motion carried. • INDOT CONTRACT NO. 35686 (Whitewater Gorge) Change Order No. 1 - material only asphalt credit Not to exceed a credit of $49,876.00 Mr. Foster moved to approve, supported by Ms. Robinson. Upon a vote viva voce, the motion carried. Change Order No. 2 - Addition of yard hydrant/hose spigot Not to exceed $1,328.34 Mr. Foster moved to approve, supported by Ms. Robinson.
