Edward P. and Joanne Storey, properly owners, request approval of the following: A. Revised Preliminary PUD Planned Unit Development site plan,and B. Final PUD site plan, to allow construction of a 40' X 100' single-story office building. Wilbur Krogstad,P. E. is the consultant. The subject tract is located in Section 8,Township 44 North,Range 12 West, Jefferson City, Cole County, Missouri. Notification Publication Date: April 26, 2005. Property Owners: By letter to adjacent and affected property owners within 185 feet. Area Residents: Properly Sign Posting, Location The subject property is located on the southwest cornerofFairgrounds Road and South Country Club Drive,in a PUD Planned Unit Development zoning district. Adjacent land uses include RS-2 Single Family Residential, to the south and west of the subject parcel;RA-1 High Density Residential,to the southeast;and PUD to the north and cast of the subject area. Rackeround • The original PUD site plan for the subject parcel was approved in October, 1987. The plan indicated two phases of commercial office building development:Phase I with three buildings and Phase II with 12 units,on 3.1 acres. In March, 1996,after completing construction of two buildings(925-A and 925-B and C), a 0.21 acre tract(Tract A)was divided from the original parcel to accommodate the sale of land and construction of Farm Bureau Insurance office. The associated Ingress&Egress Easement(Tract C),left the subject site(Tract B)with a total area of 2.82 acres. Since 1996,a third building(925-D and E)has been constricted. Current Request A. Preliminary PUD Site Plan Approval. Building Area. The developer proposes changes to the previously approved 1987 site plan layout. The original plan called for construction of five single-story office buildings in two phases,with a total of 22,500 square feet of floor area, and a floor area to parcel area ratio(FAR)of 0.17. The amended proposal shows a total of eight buildings(including 3 existing)with 29,050 square feel of floor area and a FAR of 0.24. These comparative data are compared in the following table: Parcel area #bld ,,s/total sf FAR Old Plan 3.1 acres 5 /22,500 sf 0.17 New Plan 2.82 acres 8/29,050 sf 0.24 Although the new plan proposes a floorarea ratio that is 0.07 higher than theoriginal plan,the maximum FAR in tine C-I District is 1.0. • Setbacks.A 25 foot perimeter setback is shown around the entire site.There are no buildings or parking spaces shown in this setback. Parkin a. The parking requirement for ail office building is I space per 300 square feet of building area, • with a resulting requirement of 97 spaces. The proposed amended Preliminary PUD site plan shows a total of )0) parking spaces, including 7 accessible spaces, This is an increase of 17 parking spaces from the original plan. One loading space is also included. Landscanina. Sufficient bufferyard trees are already in place. Proposed parking area trees are sufficient to meet the 35%canopy shade requirement as per Section 35-58B.S.b. Sian& A 4'x 8' freestanding sign is shown at the northeast corner of the parcel.The label Adv, for this sign and Note 4 needs to be revised to delete the reference to advertising as this indicates the right to display off-premise products and services.A site sign would still allow the names of on-premise businesses as well as "For Rent"signs. Other signs are to be located on the buildings. The maximum sig*nage area allowed for tine total development is 536 square feet. B. Final PUD Site Plan Approval Building Area Final PUD site plan approval is requested for one 40' X 100' single-story office building to be situated directly south of the Fame Bureau building,on the west side of the subject tract.This would be the 4"'building on the subject site(not counting the Farm Bureau building). Parkin e. Under the ordinance, 13 parking spaces are required for a 4,000 sq. 11, office building and I I parking spaces are shown.No surplus parking spaces exist for the existing buildings as 30 spaces arc required and only 27 spaces exist. At a recent site visit, staff observed that 4 cars were parked on the grass off of the existing east driveway and 2 cars were parked on driveways. While a minimum of two additional parking • spaces need to be provided for the proposed new building, five additional spaces are really needed to adequately serve the buildings. General Standards for Review Please refer to Section 35-74.0 of the Zoning Code for general standards for review of Planned District Site Plans(attached). Adequate utilities are available to serve the site. Adequate ingress-egress is also proposed and shown on the plan. Other infrastructure exists to accommodate the proposed use. Staff Recommendation Staff recommends approval of the Revised Preliminary PUD Site Plan subject to submittal of a Revised Site Plan prior to City Council consideration that: I. Removes the tern advertising from the free standing sign; 2. Identifies the future buildings by letter(i.e. Bldg. E, Bldg. P, etc.); 3. Delineates the existing developed area from the proposed final and future development areas; and 4. Completes other minor technical corrections identified by staff. Staff recommends approval of the Final PUD Site Plan subject to the following conditions: 1. Provision of an additional five(5)parking spaces on the property to serve tite buildings. 2. Engineering Division approval of the siomiwater plan prior to issuance of a building permit. • Jefferson City • Planning & Zoning Commission Meeting Engineering Division Staff Report Thursday, May 12, 2005, 5:15pm NEW BUSINESS- Item 7. Case No. P05019- Revised Plan,Office Building,925 South Country Club Drive (PUD) COMMENTS: The Engineering Division has completed the technical review of the submittal of the revised preliminary and final site plan as submitted by Wilbur Krogstad, PE, Adventures with Professional Technologies, LLC. To date, all items concerning Engineering Division review in Section 35-74 C. of the Zoning Code pertaining to site plan contents have been addressed on the latest submittal of the site plan. The following comments, are regarding this review; Regarding infrastructure; Infrastructure is existing in the vicinity to serve the site. Regarding our review of the plan are the following items; • 1. Storm drainage-Drainage from the proposed building will be routed on-site, to be picked up by drainage facilities to be constructed with future development. 2. Access- Access will be from the existing entrances on South Country Club Drive. 3. Sanitary sewer- A sewer main exists to serve the proposed office building. 4. Utility Access- Existing utilities serve the site. 5. Sidewalk- Sidewalk exists along South Country Club Drive.
