Dear Watertown Planning Board Members,
My name is Anne McGuinnes, I am employed by VitalSite Services, Inc. ("VSS") as a Project Manager.
VSS contracts with Verizon Wireless ("Verizon Wireless")to assist in the development of its network
facilities in the New England area. I am responsible for identifying feasible locations for wireless
communications facilities ("WCF"), procuring leases for WCF and pursuing zoning and other regulatory
approvals. In that capacity I work closely with the technical personnel involved in the engineering
design of the Verizon Wireless network, as well as with Verizon Wireless personnel responsible for the
construction and management of the network.
Verizon Wireless identified an area in Watertown, generally centered at the intersection of Orchard
Street and Waverley Avenue in Watertown, Massachusetts, as an area within which a new WCF was
needed to address coverage and capacity issues within the Verizon Wireless network("Search Area"). I
was provided with a map showing the Search Area.
As initial research for my site search, I reviewed various websites, including the FCC's antenna
registration system (http://wireless.fcc.gov/antenna/index.htm?iob=home), and a generally reliable site
known as antennasearch.com which provides locations for known towers and antenna locations within a
given radius.
Through my research I learned that there were no existing towers or cell sites in the search area. I also
conducted an initial survey of the area to assess existing structures in the area that would provide the
required height. I also researched the Watertown assessor's office real property database to locate
parcels in and near the Search Area and the Mass Land Records Database for any existing leases.
The RF Engineer specified interest in a 4 story apartment complex located at 9 Lowell Ave in the center
of the search area. The owner did not express interest in a lease with Verizon Wireless. The were no
other properties directly in the search area that were of adequate height for Verizon to use to fill the
gap in its service.
I expanded the search area to buildings directly adjacent to the initial search area that met the height
requirements. I identified the Property as a candidate site based on its size and location. I made
contact with Brain Costello, Director of the Housing Authority who immediately expressed interest in
the project.
I submitted the Property for consideration by the Verizon Wireless RF Engineer and was told that the
Property could provide the necessary service.
