HomeMy Public PortalAbout1991-09-11 Budget HearingCOUNCIL MINUTES BUDGET HEARING - SEPTEMBER 11, 1991 A Budget Hearing of the Bal Harbour Village Council was held on Wednesday, September 11, 1991 in the Council Chamber at Bal Harbour Village Hall. The meeting was called to order by Mayor Stern at 5:15 p.m. The roll was called and those present were: Mayor Estelle Stern Assistant Mayor Andrew R. Hirschl Councilman Matthew B. Blank Councilman James E. Boggess Also present: Carole S. Morris, Village Manager Jeanette Horton, Village Clerk Richard J. Weiss, Village Attorney Absent: Councilman Sol Taplin As a quorum was determined to be present, commenced. 2. Discussion of Proposed Tax Millage over the Millage and Discussion of the Tentative Budgets: announced that the millage rate proposed, 3.369% is rolled -back millage rate. 3. Adoption of the Tentative Millage Rate: A motion to tentatively adopt the millage rate of 3.369% was offered by Assistant Mayor Hirschl and seconded by Councilman Blank. The motion carried unanimously (4-0), with Councilman Taplin absent. 4. First Reading Ordinances/Public Hearing - Tentative Budgets: the meeting Rolled -Back Mayor Stern 0% over the A. General Fund: An Ordinance was presented for first reading and read by title by the Village Clerk which would provide for adoption of the General Fund Budget for F/Y 1991/92. A motion to enact this Ordinance was offered by Assistant Mayor Hirschl and seconded by Councilman Boggess. Mayor Stern then opened a Public Hearing. Councilman Blank noted that each Council member had received an anonymous Letter from "Concerned Employees of the Village of Bal Harbour". Councilman Blank asked Mrs. Morris if she knew who represented these employees. She replied no, that she was not aware of the letter and had not received a copy thereof. Budget Hearing - 9/11/91 1 Councilman Blank went on to state that he had researched the salary structures for maintenance men and police officers in the cities of Palm Beach and Naples, which he felt were compatible to Bal Harbour Village. He found that the wages paid to maintenance men and police officers in these communities were less than those paid in Bal Harbour Village. Councilman Blank felt that although our employees are Grade A - Number 1, there needs to be a cap on the salary scale. Councilman Blank expressed concern as to the increase in the salary of Police Department employee Brian Moloney. Mrs. Morris explained that during the past year, Mr. Molcney's position has changed from part-time dispatcher to full time Public Service Aide/Code Enforcement Officer, thus the increase in salary. Councilman Blank expressed concern that the base salaries as of 10/1/90 for employees Betty Schaeffer and Pam Thompson reveal a decrease in salary. Mrs. Morris explained that these employees, along with the Administrative Assistant, were receiving temporary increases for assisting with the duties of the Clerk's office prior to the position being filled permanently. Mrs. Morris and the Finance Officer did not feel it was appropriate to include that temporary increase in the base salary calculation of 10/1/90 and therefore these increase were removed in all three cases. Councilman Boggess agreed therewith and expressed his concern that the temporary increases were not removed when the new Village Clerk was hired. Councilman Boggess brought to the attention of Council that inasmuch as only 251 residents have utilized the Surf-Bal-Bay Library and taking into consideration the amount of our contribution thereto, he suggested that we include an article relative to the Library in our next newsletter. Mrs. Morris noted that Head Librarian Phyllis Gray advised her that she has applied for a grant to fund children's books, as she has noticed an increase in usage by younger individuals. Mrs. Morris then discussed the new employee performance bonus system, as directed by Council. She noted that $15,000 has been allocated for employee bonuses during the next fiscal year. Mr. Boggess spoke to the employees present at the meeting, stating that it was not the intention of Council to penalize any employee, but to rectify an ongoing error in the payroll plan. He asked each employee to look at this as an opportunity to be rewarded for efforts extended and not just for being a warm body. Mayor Stern then closed the Public Hearing on the General Fund. The motion to enact the Ordinance carried, (3-1) with Budget Hearing - 9/11/91 2 411 Councilman Blank voting nay,' thus becoming ORDINANCE OF BAL HARBOUR VILLAGE ADOPTING A BUDGET FOR THE PERIOD OF OCTOBER 1, 1991 TO SEPTEMBER 30, 1992 IN THE AMOUNT OF $3,812,077, AUTHORIZING EXPENDITURES; ESTABLISHING AN EFFECTIVE DATE. B. Water Department: An Ordinance was presented for first reading, and read by title by the Village Clerk, which would provide for adoption of the Water Department Budget for F/Y 1991/92. A motion to enact this Ordinance was offered by Councilman Boggess and seconded by Assistant Mayor Hirschl. Mayor Stern opened a Public Hearing for comments. Mrs. Morris advised that the Miami -Dade Water & Sewer Authority is increasing its rates approximately 15-20%. Municipal rates will increase from $1.35 to $1.45/1,000 gallons and may need to be increased mid -year. The current water system is aging and a line -loss study needs to be performed in the near future. There being no further discussion, Mayor Stern closed the Public Hearing. The motion carried unanimously (4-0), with Councilman Taplin absent, thus becoming ORDINANCE OF BAL HARBOUR VILLAGE ADOPTING A BUDGET FOR THE WATER DEPARTMENT FOR THE PERIOD OF OCTOBER 1, 1991 TO SEPTEMBER 30, 1992 IN THE AMOUNT OF $795,730; AUTHORIZING EXPENDITURES; ESTABLISHING AN EFFECTIVE DATE. C. Sanitary Sewer Department: An Ordinance was presented for first reading and read by title by the Village Clerk which would provide for adoption of a Budget for the Sanitary Sewer Department for F/Y 1991/92. A motion to enact this Ordinance was offered by Assistant Mayor Hirschl and seconded by Councilman Boggess. Mayor Stern opened a Public Hearing for comments and there being none, closed the Public Hearing. The motion carried unanimously (4-0), with Councilman Taplin absent, thus becoming ORDINANCE OF BAL HARBOUR VILLAGE ADOPTING A BUDGET FOR THE SANITARY SEWER DEPARTMENT FOR THE PERIOD OF OCTOBER 1, 1991 TO SEPTEMBER 30, 1992 IN THE AMOUNT OF $474,231; AUTHORIZING EXPENDITURES; ESTABLISHING AN EFFECTIVE DATE. D. Department of Tourism: An Ordinance was presented for first reading and read by title by the Village Clerk which would provide for adoption of a Budget for the Department of Tourism for F/Y 1991/92. A motion to enact this Ordinance uas 'Following further discussion during this meeting, Councilman Blank requested that his vote on adoption of the General Fund Ordinance be changed in favor thereof. Budget Hearing - 9/11/91 3 offered by Assistant Mayor Hirschl and seconded by Councilman Boggess. Mayor Stern opened a Public Hearing for comments and there being none, closed the Public Hearing. The motion carried unanimously (4-0), with Councilman Taplin absent, thus becoming ORDINANCE OF BAL HARBOUR VILLAGE ADOPTING A BUDGET FOR THE DEPARTMENT OF TOURISM FOR THE PERIOD OF OCTOBER 1, 1991 TO SEPTEMBER 30, 1992 IN THE AMOUNT OF $1,387,414; AUTHORIZING EXPENDITURES; ESTABLISHING AN EFFECTIVE DATE. 5. Announcement: Percentage, if any, by which the Proposed Millage exceeds the Rolled -Back Millage: Mayor Stern announced that the proposed millage rate exceeds the rolled -back millage rate by 0.0%. 6. Announcement: Next Budget Hearing Date: Mayor Stern announced that the next Budget Hearing will be September 16, 1991 at 5:15 p.m. 7. Other Business: Assistant Mayor Hirschl stated that he would like Betty Schaeffer's base salary, as of 10/1/90 to be $33,658.00 and Pam Thompson's base salary, as of 10/1/90 to be $30,529.00. He did not feel that every other employee should receive an increase and not these two individuals. Discussion again turned to the 5% temporary increase and Councilman Boggess once again expressed his dismay in the handling of this matter. After further discussion, Counsellor Weiss suggested that Council address the overall pay policy question, under the new pay plan, as to whether any employee should make less money than they made last year and not be concerned with individual salaries. A motion was offered by Assistant Mayor Hirschl and seconded by Councilman Blank that no employee will be making less than they made on 10/1/90 by the institution of the new pay plan. The motion carried unanimously (4-0), with Councilman Taplin absent. 8. Adiourn: A motion to adjourn was offered by Councilman Boggess and seconded by Councilman Blank.
