HomeMy Public PortalAbout10-0414 Friends of the Tybee Theaterybee Island arts center taking shape The creation of a mar- keting plan and the hiring of someone to implement it are close to being accomplished by the organization seeking to establish a multipurpose cultural arts center on Tybee Island. That group — the Friends of the Tybee Post The- ater — raised $200,000 during the past 16 months toward the work of revitalizing the building on the island's north end. The building served as the movie theater for Fort Screven, a U.S. Army post that was closed in the late 1940s. That's where the market- ing plan and a part -time director of operations for the Post Theater come in. The two are not-so-glam- orous but vital components in the effort to make the arts center a "functioning, profitable" reality, Kluttz indicated to me during an interview during the latter half of July. A marketing plan will cre- ate procedures for producing the organization's concerts and fundraisers so the group won't have to "reinvent the wheel" each time an event is presented, said Jim. Having a paid staff person to handle the organization's day -to- day operations, he said, will free up volunteers now GET INVOLVED The Friends of the Tybee Post Theater will present several concerts on Tybee during the coming month, with vocalist Haviland Stillwell and pianist Steven Jamail appearing at 4:30 and 7 p.m. Aug. 21 at the Tybee Wedding Chapel on U.S. 80 East; and singer- songwriter Kathy Kelly entertaining at 7 p.m. Sept. 1 at All Saints Episcopal. The concerts at the church are free, with donations accepted. Tickets for the Stillwell /Jamail concert are $25 for the 4:30 p.m. show and $50 for the 7 p.m. performance, which includes a wine - and- dessert artist reception. performing those tasks so they can be more involved in one -on -one fundraising and in staging events. Laying the groundwork for the marketing plan and the staffer has been Maria Lancaster, a Friends board member and Tybee resident who was hired as a consul- tant and has been working in that capacity since May. She's also been involved in securing an office for the director of operations — with space at Tybee Vacation Rentals on U.S. 80 being donated by its owners, Amy Gaster and Carrie Effird — and in purchasing equip- ment for the office. There's no set deadline for hiring the staffer, but Jim said he's hoping to have that accomplished during "a September - October time frame." The Friends purchased the theater in 2006. Since then, the building on Van Horne Avenue has been sta- bilized, a new roof has been constructed and improve- ments to the exterior have been made. Yet to be done are work on some doors and windows and the complete build -out of the interior, which includes the instal- lation of plumbing, heating and air - conditioning and tiered seating. Completing the project is important, said Jim, because Tybee needs a family ori- ented entertainment venue, and because the theater would be "an economic development tool" for the island. "It's something that can help everybody," he said. Successfully restoring the theater and making it self - sustaining, Jim said, will take a community -wide effort involving Tybee's municipal government and the island's citizens and businesspeople, with all three segments "working together ?' That sort of cooperation has taken place thus far, he said. "In talking with people about the theater," Jim said, "the conversation always comes down to what's best, long -term, for Tybee." The two areas of deficiencies are in the two most basic and common BMPs on local projects. They are Co - Construction Exit Sd 1- Sediment Barrier Correct installation information can be found not only in the "Green Book" but in the Field Manual for Erosion and Sediment Control in Georgia, Fourth Edition 2002, 4310 Lexington Road, P.O. Problems with the Co is not limited to the installation, but to the material. Specifically, the job site personnel are telling me the stone delivered is the 1.5 " -3.5" stone they requested. I have experienced on my own projects suppliers not adhering to the specs they are given with the orders. While 1 regret this situation, 1 will no longer be accepting any deviation from the State requirements. The stone will be a representation of 1.5 " -3.5" stone or larger. Gradations that are obviously smaller will no longer be tolerated. The smaller stone allows for a smoother surface with smaller voids, thereby reducing the function of the construction exit. Similarly, I am finding Type A sediment barriers installed where Type C is required and shown on the permit drawings. 1 have attempted to work with the Owners through increased inspections, additional backup BMPs, etc. This has evidently become common knowledge based on the installations I am finding. Where two rows are called for they will be installed with a separation that allows for the first one to fail (fall over) without impacting the second one. The complete assembly and installation must be compliant; steel or wood posts, post spacing, Type C or A, There has been no discharge into state waters due to previous occasional deficiencies. However, the increased frequency has created unnecessary exposure to: 1) Sediment discharge into nearby waters of the State, 2) Increased maintenance efforts by the DPW on downstream lines. 3) Due to #2, higher cost to island taxpayers. I will be adhering strictly to the manual on all BMPs and not just these two.
